The World Food Programme (WFP) in Mozambique made the transition to the Country Strategic Plan (CSP) in 2017. Through the CSP, WFP Mozambique is committed to assist Shock affected people in the country as to enable them to meet their basic food and nutrition needs during and immediately after a crisis. Gaza Province has been repeatedly affected by seasonal droughts which results in chronic and acute food insecurity that affects thousands of families in more than half of the districts in the province, especially the northern ones. As part of its emergency response in Gaza, WFP Mozambique will cooperate with the local authorities, in particular with INAS, to assist with an unconditional transfer of cash/voucher the most vulnerable and food insecure families, in selected districts. As this is a relatively new approach to what WFP Gaza sub-office has been implementing, and given that the programme is set to start in December 2019 and there are several activities that need to take place before December to ensure a smooth implementation, therefore the sub-office seeks a Retailer Supply Chain Assistant (G5) to assist with the selection and contracting of retailers, support on retailer payments and market assessments, as well as other CBT supply chain activities in the sub-office.

STANDARD MINIMUM QUALIFICATIONS

Education: Completion of secondary school education. A post-secondary certificate in the related functional area is desirable.
Language: Fluency in both oral and written communication in English and Portuguese.

ORGANIZATIONAL CONTEXT

These jobs are found in Headquarters (HQ), Regional Bureaux (RBs) and Country Offices (COs) and Area/Field Offices. Job holders report to Logistics Officer, a Head of Unit,  or the designate.
At this level, job holders are expected to take responsibility for completion of a range of processes and activities requiring some interpretation of standard guidelines/practices for all assistance modalities for both WFP and logistics common services. Job holders are able to recommend a course of action to staff at various levels and may allocate tasks to other support staff.

JOB PURPOSE

To work on the overall SO operational Retail Supply Chain strategy including the voucher scale-up plans

KEY ACCOUNTABILITIES (not all-inclusive)
  1. Participate on the market assessments and ensure necessary data/documents are distributed to support the selection of suppliers, ensuring standard processes are followed;
  2. Closely liaison with the Retail Supply Chain Team in CO to ensure alignment with corporate guidance, as well as to ensure that best practices / lessons learnt are captured.
  3. Follow-up with retailers to ensure all commodities are available at the stores at any given point and are aligned with WFP quality expectations.
  4. Assist on the implementation Standard Operating Procedures (SOPs) for retail contracting and payment.
  5. Assist CO to ensure timely contracting of all retailers for emergency, school feeding, and recovery responses.
  6. Provide inputs to and support the development of a wider retailer engagement strategy
  7. Conduct monitoring, quality checks and ensure follow up with retailers to improve overall quality levels of all commodities.
  8. Regularly assess the existing retail and storage capacities at store level, suggested and implement improvements.

  1. Communicate to the contracted partners on the scale-up plan allowing them to schedule their construction plans accordingly.
  2. Assist in the development of the retailer engagement strategy looking at enhancing market conditions and experiences for beneficiaries
  3. Monitor the design concurrence and progress of retail outlets construction. Take necessary preventive / corrective actions with respect to the rental agreements. Identify potential obstacles and inform involved parties of any expected delays.
  4. Support and get involved with providing training and guidance to retail operators on standard retail operating procedures, reporting requirements as well as measurement of KPI’s.
  5. Assist in the finalization of retail service contracts and preparation of the future Pass/Fail process - as required.
  6. Assist on the collection of the wholesale and retail price mechanism.
  7. Monitor the availability of goods in the market.
  8. Perform other relevant duties as required.
