Organizational Setting

The Payroll and Benefits Unit (PBU) processes the payroll for all FAO staff and Non-Staff Human Resources worldwide. The PBU main responsibilities is to create and manage staff members’ entitlements and to calculate and generate staff members’ salaries and NSHR honoraria according to the Policy and Procedures of the Organization.

The Unit is also responsible for monitoring and clearance of the advances paid to all FAO employees (staff and non-staff) by ensuring the timely submission of the claims or by effecting recoveries from Payroll entitlements. The Unit acts as a focal point for the recovery of any type of advances and overpayments.


Reporting Lines

The Payroll and Benefits Specialist reports to the Payroll and Benefits Officer. Work is performed autonomously, showing a high degree of initiative and independent judgment. Supervision received is focused on facilitating service delivery.


Technical Focus

Under the general supervision of the Payroll Benefits Unit Manager, CSSDD, and in close collaboration with the other team members, the incumbent will be involved in technical and functional tasks related to the management of the Employee Receivables and Payroll area.


Tasks and responsibilities
  • Analyse the Payroll data, provide statistics and propose changes (technical and operational) that will lead to the reduced number of failed Payroll recoveries;
  • Provide the expertise knowledge on NSHR Payroll related processes and assist in the successful execution of the same;
  • Investigate NSHR Payroll run discrepancies and provide solutions for the successful payroll run closure;
  • Identify new areas to develop and streamline processes for NSHR Payroll run
  • Coordinate and execute testing of new developments relating to NSHR Payroll in close collaboration with SSC Continuous Improvement team
  • Provide expertise and 3rd level support for newly implemented NSHR processes and procedures to Divisions/Field Office
  • Perform the reconciliation of clearing account GL 2897. Lead the investigation and analysis of old outstanding items that require accounting adjustments and regularly monitor new ones. Organize and deliver refresher training to Field Offices to improve correct transaction posting;
  • Perform ad hoc duties as required
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
  • Secondary School Education;
  • Five years of relevant experience in accounting or financial administration with solid experience of computerised payroll/benefits systems
  • Working knowledge of English
