General Minimum Requirements

  • Strong interpersonal skills and documented experience in negotiations
  • Negotiating experience, preferably in the area of monitoring operations and/or related activities
  • Demonstrable organizational skills
  • Proven ability to communicate effectively, both orally and in writing
  • Depending on the field activity's mandate, significant prior experience in relevant fields such as international customs practices and procedures, law enforcement, and military observations and arms control may also be required

Education:

First-level university degree in a relevant field in polical and/or social science, international studies, public policy, law or relevant border management field

Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

  • Proven experience in international borders and/or border-related issues;
  • Previous working experience in programmatic planning and project management, including supervisory skills;
  • Experience working in non-governmental organizations, international organizations and/or field missions;
  • Sound analytical and problem-solving skills, including ability to identify and participate in the resolution of issues/problems;
  • Demonstrated analytical skills as well as maturity of judgement;
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Flexibility and ability to work under pressure and with limited time frames;
  • Professional fluency in the English language as well as working knowledge of the Russian language;
  • Ability to operate windows applications, including word processing and e-mail.

Desirable:

  • Knowledge of regional security concepts;
  • Working knowledge of Tajik/Dari/Persian languages.
 
 
 
 
Tasks and Responsibilities

The OSCE Programme Office in Dushanbe (POiD) promotes the implementation of OSCE principles and commitments.With special emphasis on the regional context, it assists Tajikistan in tackling problems and threats to security, supports conflict prevention and crisis management measures. As such, it works in areas such as border management, police reform, counter-terrorism and small arms and light weapons stockpiling and storage. The Programme Office supports the development of the rule of law and democratic political institutions and processes, including the respect for human rights.

The Border Management Officer will be one of a team of five international mission members working in the Politico-Military Department which deals with the political and military aspects of security, including countering security threats, political dialogue processes, demining, countering terrorism and the Police Assistance Programme and border management projects.

This is a senior professional role supervised by the Head of the Politico-Military Department and with the overall supervision of the Deputy Head of the Programme Office in Dushanbe. If you are selected as the Border Management Officer, you will perform the following duties:

1. Acting as the Project Manager for the Unified Budget Border Management project and being responsible for the full project cycle management;

2. Providing support and project management assistance in the preparation and implementation of extra-budgetary projects;

3. In co-operation with the relevant Tajik authorities and other stakeholders, identifying border security and management needs; if appropriate, and after consultation with the Head of the Programme Office in Dushanbe and the Transnational Threats Department/Borders Security and Management Unit (TNTD/BSMU), developing project proposals to provide assistance to national authorities to address those needs;

4. Being responsible for the reporting of the activities of the POiD's Border Management Unit, including both Unified Budget and Extra Budgetary activities, and supervision of four national staff;

5. Acting as the primary point of contact within the POiD for other international actors working in the field of border management in Tajikistan;

6. Monitoring the border security and management situation and related developments in Tajikistan and reports on relevant developments and trends to the Head of Office;

7. Providing recommendations and advice to the Head of Office, the POiD and its staff, and to the TNTD/BSMU on border security and management issues;

8. Performing other related duties as required.
