Background Information - BSSC

The UNOPS Bangkok Shared Service Centre (BSSC) is a Shared Services Centre (SSC) unit established for the purpose of providing internal, global, cost-effective transactional services which enhance the operational capacity of UNOPS and standardize systems and procedures. The BSSC, among other functions, carries out high-quality transactional services within the area of personnel contract administration and payroll.

Under the direct supervision of the Payroll Analyst, the Team Lead - Staff Payroll ensures effective management and delivery of global payroll services for Staff, ensuring high quality, accuracy and consistency of work.

The Team Lead – Staff Payroll provides advice and is the subject matter expert on Staff Payroll. He/She provides day-to-day supervision to Payroll Staff Team and coordinates the payroll cycle and provides technical and functional payroll expertise for the processing of payroll for UNOPS and Partner Staff in line with UN/UNOPS rules and regulations. The Team Lead – Staff Payroll promotes a client-oriented approach in providing payroll services to UNOPS and its partners.

The Team Lead – Staff Payroll works in close collaboration with other offices to resolve payroll-related issues, ensures consistent service delivery and provide accurate and timely advice on Staff Payroll matters. The Team Lead – Staff Payroll partners directly with counterparts in the Payroll and Finance units for finalization of payroll and process improvements including and through the use of information technology and communication tools.

He/she works in close collaboration with the Programme, Operations and project teams in the field offices and UNOPS HQ staff ensuring successful performance in payroll management.

Functional Responsibilities

1. Provide timely and accurate advice on Staff Payroll queries

  • Act as the subject matter expert on Staff Payroll, the Team Lead – Staff Payroll will provide timely and accurate advice on Staff Payroll matters
  • Develop and update SOP on Staff Payroll process

2. Support timely administration of payroll, banking and disbursement services for Staff Payroll focusing on achievement of the following results:

  • Full compliance of UNOPS ERP System payroll processes and procedures within UNOPS rules, regulations and policies
  • Increased efficiency of payroll transactions including calculation, recalculation, and reconciliation of payroll and administration of retroactivity, recoveries and adjustments
  • Maintenance of records (amounts, currencies and schedules) and processing of recovery in UNOPS ERP System of all payroll-related advances which are paid out in the system
  • Increased client and partner satisfaction, client understanding and confidence in UNOPS as credible service provider

3. Facilitate creation of various payroll reports and queries focusing on the following results:

  • Payroll data resulting in reduction of recoveries, advances and other exceptional payments
  • Timely and accurate determination and processing of Staff benefits and entitlements.
  • Audit checks and balances for due diligence and financial accountability within the Financial Rules and Regulations of UNOPS
  • Monitor and take corrective action on payroll reports which indicate unusual or questionable activity and payment
  • Maximize the use of technology to keep the client informed of their payroll elements and changes thereto

4. Provide day-to-day supervision of Staff Payroll team

  • Support the coordination, planning and monitoring of UNOPS and Partner Staff Payroll process
  • Provides day-to-day supervision of UNOPS and Partner Staff Payroll Team
  • Supports in quality analysis of the payroll process, reports on status and identifying challenges and areas for improvement

5. Promote knowledge building and knowledge sharing by focusing on achievement of the following results:

  • Conceptualizing and recommending further process improvements
  • Synthesis of lessons learned and best practices in payroll/reporting
  • Organization of training on staff payroll related matters

Education/Experience/Language requirements

Education: Master’s Degree or equivalent. A first-level university degree in combination with required qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

  • 6 years of experience at the international level in providing payroll services.
  • Good computer skills, including Google Suite, MS Office 2003 and/or newer versions and knowledge of spreadsheet and database packages, experience in handling of web-based management. Knowledge of Agresso ERP payroll is desirable.
  • Fluency in written and oral English required. Knowledge of second UN working language desirable.
