The UNOPS Peace and Security Cluster (PSC) is a principal service provider in the field of mine action with the United Nations Mine Action Service (UNMAS), UNDP, UNICEF, Governments of mine-affected countries and other mine action partners. The Head of Cluster is responsible to administer, provide support and oversight of the day-to-day management of the Project Field offices, both according to the client requirements and in line with UNOPS rules and regulations. The United Nations Mine Action Service (UNMAS) was established in 1997, by the General Assembly, and as per the UN Policy on Mine Action and Effective Coordination (A/53/496, 1998) is the established coordinator of mine action within the United Nations system. UNMAS supports the UN's vision of "a world free of the threat of landmines and unexploded ordnance, where individuals and communities live in a safe environment conducive to development, and where mine survivors are fully integrated into their societies." UNMAS also operates under UNSCR 1325 on Women, Peace and Security to ensure gender is mainstreamed throughout mine action activities.
Background Information – UNMAS IraqThe UNMAS Iraq programme was formally established in June 2015, at the request of the UN Under - Secretary General for Peacekeeping Operations (DPKO) and the Special Representative of the Secretary General for Iraq, to lead the UN efforts to mitigate explosive threats in the country, as well as to support the enhancement of national and regional mine action capacities. UNMAS is supporting multiple layers of operations under the UNMAS Iraq Strategic Plan which focuses on three main components: 1. Explosive Hazard Management; 2. Technical Support to NMAA, and 3. Risk Education.
Under the overall supervision of the Information Management Officer, the ICT Specialist – System Support will be responsible to:
- Develop, deploy and maintain web applications with database, mobile and Geographic Information System (GIS) components.
- Design/program web and mobile forms and online reporting interfaces.
- Develop and maintain online interactive data visualizations and dashboards.
- Translate business indicators into robust database schema with easy-to-follow user interfaces.
- Work closely with Information Management and ICT teams on system’s high-availability, data security, and regular backups.
- Conduct in-house and field trainings on system use for UNMAS and its partners. Provide system support through phone calls, emails, chat and visits as required.
- Develop user manuals, guides and ensure that project related documentation is kept updated and in order.
- Perform any other duties as assigned by the supervisor.
Advance university degree (Master’s degree or equivalent) in computer science, information systems, Geographic Information System, mathematics, statistics or any other related field with five years of relevant experience; or
First-level university degree (Bachelor’s degree or equivalent) in computer science, information systems, Geographic Information System, mathematics, statistics or any other related field with seven years of relevant experience
- Relevant experience is defined as experience in web engineering and web development.
- Experience in web programming languages such as HTML, CSS, XML, AJAX, JavScrip, SP.NET, PHP or Python is required.
- Experience in GeoCortex (or similar platform) and workflows development is required.
- Experience in developing Esri ArcGIS dashboards (or similar technology) is required.
- Experience in developing mobile data collection system using Survey 123 or similar platform is required.
- Fluency in English and Arabic Languages (speaking, reading and writing) is required
