Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

Aligned with the United Nations’ 2030 Agenda for Sustainable Development, UN Women’s Second Chance Education and Vocational Learning (SCE) Programme is a solution for women who have missed out on education. This project aims to develop context specific, affordable and scalable learning, entrepreneurship and employment pathways for empowering the most disadvantaged women and young women. It offers women and young women, their families, local communities and societies the benefits of access to educational services which are tailored not only to their needs as learners, but also to their future as earners. The SCE Programme achieves this by leveraging the opportunities of innovative teaching approaches, digital technologies and social networks. 

The SCE Programme is delivered through two modalities: UN Women Empowerment Hubs with both face-to-face training and access to the second modality - an online SCE learning portal through blended and independent learning opportunities. The key components of the portal are:

  1. UN Women Aggregator
  2. Kolibri Library - hosted and maintained by Learning Equality
  3. Mentorship component
  4. Integration of content from multiple content partners

Learners will benefit from blended learning opportunities as well as having the freedom to continue along learning pathways at their own pace for specific learning objectives and pathways through the SCE e-portal. It will be a portal that will be centrally developed to support consistency and quality control.  The portal will present new and previously unavailable tools to enable universal access to quality and tailored education and vocational learning for all. 

Under the oversight and management of the SCE Global Programme Manager in Geneva, Switzerland, the incumbent under this SSA will be required to support key processes and milestones for the timely and successful implementation of the SCE e-portal at global and country pilot levels.

Duties and Responsibilities

Functions and Responsibilities:

The consultant will be responsible for the development and management of the SCE e-portal working with the Global SCE Programme Manager, six SCE Country Project Managers, and the UN Women ICT team. The consultant will report to the Global SCE Programme Manager and be responsible for providing relevant updates and reports as required by UN Women. 

Key Deliverables: 

The key deliverables to be achieved by the consultant are:

  1. Populate the SCE e-portal with curated content courses and descriptive text, including developing learning pathways with existing content;
  2. Lead the initial test period of the SCE e-portal providing technical support to country offices and implementing partners, consolidating and solving any issues with the UN Women ICT team and portal developers;
  3. Support development and management of SCE e-portal in developing a simple and attractive user experience for women with different levels of literacy and digital literacy;
  4. Coordinate the virtual and in-country training on use of the SCE e-portal and its Kolibri Library component;
  5. Provide guidance and quality assurance on education and learning research design to SCE programme field offices
  6. Identify gaps in the current content necessary to deliver on learning pathways in each country pilot, developing a plan for continued content mapping, adaptation of content, and creation of new content;
  7. Provide technical support to country offices and implementing partners in digitizing offline learning content into the SCE Kolibri Library;
  8. Coordinate communication with new content partners, including validation of content with SCE content provider criteria and integration of content into SCE e-portal offerings;
  9. Support the Global SCE Programme Manager in developing a long-term plan for the continued development, maintenance, and sustainability of the SCE e-portal;
  10. Support the Global SCE Programme Manager in timely response to queries from country offices and implementing partners related to SCE e-portal.
  11. Contribute to the dissemination and exchange of research and evaluation findings and related policy recommendations and best practices related to education and learning.

Required Skills and Experience

Education and certification:     

Master's Degree in ICT, Education, Gender Studies, Social Sciences or related field.

Experience:        

  • Minimum 5 years of relevant experience in the area of use of ICT in education, in particular experience in developing content and courses for and managing online learning portals;
  • Experience with various LMS and knowledge and information management systems essential; experience with Learning Equality’s Kolibri system an asset;
  • Strong communication skills, in particular copy writing for online portals and other communcations material;
  • Experience with women’s empowerment and gender equality in the areas of education or livelihoods;
  • Experience working in the area of education in humanitarian crisis and developing country contexts an asset.

Language Requirements:          

Fluency in English.

Working knowledge in any of the following languages is an asset: French, Spanish, Hindi, Arabic

Mode of Contract Execution:

This consultancy will be home based

Scope of Price Proposal and Schedule of Payments:

Payments shall be made to the consultant against the submitted deliverables and fully completed and duly authorized Certification of Payment Form.  The payments schedule and the payment method (daily fees or as lumpsum) will be established in discussion with the selected candidate.

  2. Brief description of why the individual considers him/herself as the most suitable for the assignment, and a methodology, if applicable, on how they will approach and complete the assignment. A methodology is recommended for intellectual services, but may be omitted for support services [Note: this is optional for support services];
