VACANCY  ANNOUNCEMENT TEMPORARY APPOINTMENT OF PROJECT PERSONNEL

Organizational Context

UNIDO is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. Its mission is to promote and accelerate inclusive and sustainable industrial development (ISID) in developing countries and economies in transition. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the recently adopted 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development in the next fifteen years. UNIDO’s mandate in SDG-9, calls for the need to "Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation". Accordingly, the Organization’s programmatic focus is structured in three thematic priorities: * Creating shared prosperity * Advancing economic competitiveness * Safeguarding the environment. UNIDO delivers its services through the following four complementary and mutually supportive core functions: (a) technical cooperation activities; (b) analytical and policy advisory services; (c ) standard- setting and compliance and (d) convening and partnership role. Such core functions are carried out in Departments/Offices in its Headquarters, Regional Offices and Hubs and Country Offices. The Programme Development and Technical Cooperation (PTC) of UNIDO is responsible for providing technical cooperation services on technological and economic issues and is organized in the following departments: Department of Partnerships and Results Monitoring, Department of Agri-Business Development, Department of Trade, Investment and Innovation, Department of Energy and Department of Environment. Furthermore, PTC has a close cooperation with other field based Centers and Offices, such as the Investment and Technology Promotion Offices, forming the extended field network of UNIDO.

The position is located under The Climate Technology and Innovation Division (PTC/ENE/CTI) which is responsible for supporting Member States with access to and uptake of low-carbon, climate-friendly and clean energy technologies, innovations and entrepreneurship. It focuses on supporting entrepreneurship and facilitating the establishment of climate technology innovation ecosystems. In addition, the Division is responsible for enhancing the use of low-carbon technologies by industry and local communities, thereby contributing to climate mitigation and resilience in recipient countries. In discharging its responsibility, in line with the overall strategy of the Department, the Division cooperates closely with the Energy Systems and Infrastructure Division (PTC/ENE/ESI) and the Climate Policy and Partnerships Division (PTC/ENE/CPP), as well as other relevant organizational departments within UNIDO, in particular with the Department of Environment (PTC/ENV), the Department of Agri-Business (PTC/AGR) and the Department of Trade, Investment and Innovation (PTC/TII), donors such as the GEF, and other international and national institutions.

PROJECT CONTEXT Within the Department of Energy, The Climate Technology and Innovation Division (PTC/ENE/CTI) is responsible for supporting Member States with access to and uptake of low-carbon, climate-friendly and clean energy technologies, innovations and entrepreneurship. The Division is responsible for enhancing the use of low-carbon technologies by industry and local communities, thereby contributing to climate mitigations and resilience in recipient countries. The CTI division has been working on global programmes such as The Global Cleantech Innovation Programme (GCIP), The Private Financing Advisory Network (PFAN), The Low Carbon Low Emission Clean Energy Technology Transfer Programme (LCET) and Geothermal power generation programme with thematic priorities including enterprise development, technology value-chain development and investment facilitation. In conjunction with these global programmes, the CTI also works on in country projects such as to provide innovative approaches for promoting social equality and economic growth including, e.g., improvement of water supply, public health and general environmental quality by introduction of innovative water sanitation systems. The Project Associate will work on assigned projects under the CTI Division related to these global programmes and projects. Duty station: Vienna HQ, Austria

Main Functions

Under the close supervision of the Project Manager, and working with the project team, applies basic theoretical knowledge and administrative skills in supporting and in acquiring a broad understanding of the interrelated administrative and programme/project functions contributing to technical cooperation activities in a particular sector, geographical area or programme/project by: - Compiling general background information from readily available sources, on economic and social factors for an assigned sector, area, country or programme/project: designing and drafting supporting flow charts, schedules, graphs and tables; - Coordinating the collection and verification of documents, actions and data with substantive or support units assembling and editing basic data required for planning and negotiation, in format dictated by agenda or supervisor's instructions checking project documents for clarity, consistency and completeness; - Describing progress of ongoing project/s, investigating designated project activities, discussing findings with supervisor to identify implications for the work of the project unit, discussing rationale and context of project activities, considering the alternative methods for project design, management, problem identification and problem resolution coordinating with relevant stakeholders and among the team; - Maintaining institutional memories or other documentation systems to record project/programme, history and ongoing activities; - Assisting in monitoring exercises related to the project implementation, retrieving substantive information on status of project, outcome, output, key performance indicators (KPIs), risks, etc. from the SAP Portfolio and Project Management (PPM) module; - Drafting proposals, reports, ad-hoc assignments and research activities, as required; - Arranging briefings, tours, and related activities for visitors, missions and fellowship holders.

Minimum Requirements

Education

Advanced university degree in natural sciences, engineering with specialization in renewable energy technologies and systems or international relations, development or economics.

Languages

Fluency in written and spoken English and Russian is required

Field of Expertise

At least one year of relevant professional experience in area relevant for recruiting PTC Department required developing practical appreciation of the context of technical cooperation activities. Exposure to the needs, conditions and problems in developing countries. Ability to research and analyse information. Ability to write in a clear and concise manner. Ability to work effectively in multi-cultural teams
