Job Description

Scope of work: The Community Health Officer reports to Medical Doctor (Team Leader). This position is based in Bahmo Township, Kachin State with approximately 90% of time required for travel inside identified IDP camps and/ or villages.

Responsibilities:

Health Promotion Activities

  • Improve the health of the population through promoting safe hygiene practices and ensuring community involvement in the design and delivery of essential primary health services.
  • Supervise and train Health Promotor in relevant hygiene, MNCH, communicable diseases, reproductive health
  • Collaboration with supervisor, setting up Standard Operational Procedure for Health Promotion Activities, creating health promotion related curriculums in accordance with standard references and guidelines.
  • Designing of locally adapted BCC strategies for MNCH, RH, communicable diseases prevention, hygiene and sanitation promotion in targeted IDP camps and villages.
  • Producing area adapted, targeted beneficiaries friendly IEC materials.

Community mobilization and participation

  • Lead community mobilization, sensitization and facilitation on community health promotion, such as IDP and village committees.
  • Supervise and train on relevant topics related with community health and diseases prevention to the community volunteers.
  • Mobilization of community regarding support of linkages between the community and camp committees/ village leaders to ensure that all the implementing activities are going smoothly.
  • Organizing on formation, capacity building, facilitation and coaching to volunteers and IDP camp/ village committees for community health promotion

Strengthening of volunteers network

  • Work closely with State and Township Health Department training teams on identification of volunteers, preparation and organizing volunteer trainings (initial/ refresher).
  • Preparation on needed volunteer kits (CHW kit) together with program support team to ensure that all the necessary kits based on MOHS standard are in place.
  • Ensure volunteers to have enough capacity to provide basic health care (including iCCM), detection of under 5 malnutrition cases and referral, timely reporting on National Surveillance Diseases, early detection and timely referral cases with appropriate referral pathway, providing awareness raising and health education sessions related with community health problems, etc.

Capacity building and coaching to volunteers

  • Provide capacity building to volunteers to ensure that volunteers have enough knowledge and skill to perform community health related activities.
  • Provide regular on the job coaching and supervision to volunteers to ensure that volunteers have enough technical skill on providing community health related activities.
  • Identify needs of volunteers based on the job coaching and supervision and setting up action plan to ensure that volunteers have required skills and knowledge related with their responsibilities.
  • Conduct quarterly supervision meetings with volunteers to assess progress and address challenges.
  • Report timely to Medical Doctor (Team Leader)/Project Manager the status of volunteers to make correct decision on community health based approaches to targeted area.

Monitoring and Evaluation

  • Monitoring of community health promotion activities:

oEnsure that the trained community health workers is documented using community health worker identification tool

oTrain community health workers on the use of community health promotion reporting tools,

oEnsure community health workers have adequate supplies to complete these tools,

oEnsure reports are submitted on schedule and monitor for data quality

oAttend regular meetings to address challenges, discuss solutions, and ensure that monitoring data is fed back into health promotion activities

oAssist Medical Doctor (Team leader) in preparing regular narrative reports on health promotion activities as required

  • Under the guidance of the Medical Doctor (Team leader)/Project Manager, run quarterly gathering of feedback through focus group discussions with beneficiaries at field locations.
  • In collaboration with community-based volunteers, participate in the operation of the project Complaints Mechanism:

oTrain community health workers on sensitizing communities to complaints mechanism and gathering feedback through complaints forms

oEnsure that complaints forms are submitted on schedule and monitor data quality

oRaise any urgent complaints directly with Medical doctor (Team Leader)

  • Work together with mobile clinic team members to ensure that the various aspects of the community health related activities and response are integrated, and that they form part of a coherent emergency public health response.
  • Coordinate with M & E officer to organize data entry and analysis of monthly health promotion activities, iCCM activities and achievements in the standard IRC - Emergency Health Response Database.
  • Participate with Project Manager in the design of possible strategies for supporting camp community on a longer term approach.

Reporting

  • Provide necessary required information on time to Medical Doctor (Team Leader) for weekly/ monthly program narrative report, M&E report, Township Health Department Reports.
  • Provide other necessary information requested by Medical Doctor (Team Leader)/ Project Manager.

Other

  • Coordinate with program support teams to implement project activities in time.
  • In collaboration with other members of the health project team, participate in the design and implementation of formative assessments and baseline studies in order to identify health priorities and practices among the IDP and community.
  • Respect rules and regulations of IRC.
  • Remain flexible to perform other duties as required or requested.

Qualifications

  • Bachelor of community health or degree of other health related fields.
  • At least 2 years of practical experience in appropriate community health program, experience in emergency relief program is an asset.
  • Sensitivity to the needs and priorities of conflicted affected populations.
  • Adaptable, flexible and mature in judgment.
  • Have ability and motivate to travel in remote IDP camps/ villages in Kachin State.
  • Good facilitation skill.
  • Good mobilization and community participation skills.
  • Sound knowledge on MS package.
  • Good English language is an asset.

Myanmar nationals with relevant skills sets and proven experience of working at international level are strongly encouraged.
