1.    Organizational Context


 


  1. Organizational Setting

     

    The position is located in the Records and Archives Section of the Conference and General Services Division, Administration and Management Sector.  The Section is responsible for policies and procedures governing the creation, management, protection and preservation of WIPO's organizational records and archives, as well as for the daily registration of official correspondence. The Section contributes to the delivery of integrated strategies for enterprise content management to support business needs and knowledge-sharing.

     

  2. Purpose Statement

     

    The Head of section is responsible for managing the work, staff, resources and results of the Records and Archives Section. She/he delivers policies and program activities that strengthen digital records management and information governance at WIPO, working in close collaboration with business managers, users, IT, legal and information-security experts across the Organization.

     

  3. Reporting Lines

     

    The incumbent works under the supervision of the Director of the Conference and General Services Division.

     

     


2.     Duties and Responsibilities


 


The incumbent will perform the following principal duties\:


 


a.  Manage the operational work of the Section, determining priorities and allocating resources for the timely and quality delivery of outputs in accordance with the annual work-plans and WIPO's results-based management framework.


 


b.  Manage and supervise the staff of the Section; provide regular feedback on performance, identify training needs and build capacity to meet evolving needs; cultivate good cooperation and teamwork amongst colleagues within and outside the Section.


 


c.  Lead the development and implementation of policies, practices, procedures and information structures for the effective management of WIPO's records and archives, in both digital and physical formats. Refine and develop organizational records management tools, including the records classification scheme and retention schedules.


 


d.  Oversee the implementation of records management-related capabilities and structures within WIPO's Enterprise Content Management (ECM) system, ensuring consistency with business needs and compliance with relevant information governance policies.  Promote the use of the ECM system for records management and wider knowledge management purposes, fostering positive changes in culture and working practices.


 


e.  Advise business managers and staff on a wide range of records management issues, including digitization initiatives.


 


f.   Put in place communications and training programs to support the implementation of new records management policies and procedures. Develop guidance and information materials.


 


g.  Contribute to the development and implementation of an Organization-wide strategic roadmap to strengthen knowledge management at WIPO as a means of enhancing organizational performance.


 


h.  Keep abreast of developments in the technologies and evolving practices in the field of information management.


 


i.   Perform other related duties as required.


 


 


3.     Requirements


 


Education


Essential


Advanced university degree in the field of information management, records and archives management, knowledge management or related subject.  A first-level university degree plus two years of relevant experience in addition to the experience requested below may be taken in lieu of the advanced university degree.


 


Experience


Essential


At least seven years of relevant professional experience, including experience in successfully implementing digital records and archives management strategies in an international organization.


 


Experience in managing a records or information management team through major change.


 


Experience in working in a crossfunctional team (including IT, information security and internal business stakeholders) to implement an ECM system.


 


Experience in developing and implementing knowledge management initiatives.


 


Desirable


Experience and practical knowledge of the OpenText Content Suite platform.


 


Language


Essential


Excellent knowledge of written and spoken English.


 


Desirable


Knowledge of other official UN languages, particularly French.

Comprehensive knowledge of industry standards and guidelines pertaining to records and information management. Excellent understanding of records management taxonomies and classification systems.


 


Practical knowledge of digital records management functionalities within an Enterprise Content Management (ECM) system.

5.      Information


 


Mobility\:  WIPO staff members are international civil servants subject to the authority of the Director General and may be assigned to any activities, office or duty station of the Organization.  Accordingly, the selected candidate may be required to move from time to time to new functions and/or to another duty station.


 


Annual salary\:


Total annual salary consists of a net annual salary (net of taxes and before medical insurance and pension fund deductions) in US dollars and a post adjustment.  The post adjustment (cost of living allowance) is variable and subject to change without notice.  The figures quoted below are based on the September 2019 rate of 76.4%

Salaries and allowances are paid in Swiss francs at the official rate of exchange of the United Nations.

Initial period of two years, renewable, subject to satisfactory performance.  No fixed-term appointment or any extension hereof shall carry with it any expectancy of, nor imply any right to, (further) extensions or conversion to a permanent appointment.
