Energy Efficiency Consultant - Serbia

A consultant is required to manage the energy efficiency component of the project “Supporting Low-carbon and Climate Resilient Development in Serbian Cities” which aims to reduce greenhouse gas emissions and increase climate resilience of Serbian cities primarily by technology and knowledge transfer.

The project will result in the identification of concrete energy efficiency measures and associated funding opportunities. Working with the pilot city of Sombor in Vojvodina, the project provides technical assistance and aims at enhancing cooperation between Hungary and Serbia.

The consultant (home-based, with on-site travels) will provide technical assistance and identify measures to save energy in the public buildings of the city of Sombor. The work involves the assessment of energy performance of the public buildings, in Sombor (e.g. schools, healthcare centers, etc.) as well as the identification of priority actions concerning energy efficiency measures in public buildings. As a secondary task the consultant will review any other potential easy-to-achieve, high impact and low-costs sectoral energy efficiency measures that the city could implement.

For the mitigation assessment, the consultant will use a climate mitigation methodology identified by GGGI team and tailor to the needs of Sombor. The consultant is expected to review and refine the methodology as a first step. With the assistance of city of officials, the consultant will be responsible for the provision of data provisions including analysis and recommendations.  

The consultant will also support the preparation and participate actively at meetings and project’s events as described in the scope of work below. 

Scope of Work

The consultant will complete the following:

  • Review the inventory of public buildings in the city of Sombor, liaising with the local government’s focal point for the project;
  • Conduct energy efficiency assessment in line with Building Code of Republic of Serbia, identify energy efficiency measures and assess costs (on selected buildings - to be agreed upon with the city of Sombor);
  • In consultation with city officials and other key stakeholders, identify priority actions based on the multi-criteria analysis;
  • Identify other high impact and mitigation measures in relation to energy efficiency in the city of Sombor;
  • Support preparation and participate in the first/second stakeholder consultations to present project and discuss findings; and
  • Support preparation and participate in the matchmaking event of the project organized for Hungarian and Serbian companies.

Output/Reporting Requirements/Deliverables

The consultancy contract will be based on deliverables and contracted over a period of 11 months. The consultant will work on the tasks described below and deliver outputs as described in the following schedule.

Short report describing the plan for the assessment, relevant tools, references and benchmark. The plan also defines the buildings that will be integrated in the assessment.

2. Support first and second stakeholder’s consultation. Participate in meetings with city officials and technical experts in Sombor.

Note: it will be required to spend about a week in Sombor for the first stakeholder’s consultation. 

 

 

 

 

  1. Presentation (in Serbian) of the energy efficiency assessment, approach, plan (Nov 2019).
  2. Presentation (in Serbian) of the assessment and findings for discussion (Feb 2020).

3. Conduct energy efficiency assessment, identify energy efficiency measures (including renewable heating systems) and costs analysis.

 

 

 

Draft report with detailed analysis and recommendations, all sources of data should be provided and Excel table of calculations. Report also includes cost analysis includes repayment options under different scenarios to be agreed upon with GGGI team.

Final report based on city and GGGI team comments to be delivered two weeks later.

4. Participate in the identification of priority actions using multi-criteria (may involve travel to Sombor for consultation)

 

 

Assess and compare energy efficiency measures identified in Activity 3 against criteria (e.g. health, climate mitigation potential, costs etc) filling matrix

 5. Identify other energy efficiency in the city of Sombor that are delivering high mitigation potential (e.g. street lighting, water treatment, cooling towers, etc.).

Short report with recommendations, supported by calculations of emission reductions estimate per year and costs estimate.

6. Support preparation and participate in the matchmaking event of the project organized for Hungarian and Serbian companies and other important stakeholders

All final deliverables must be in English (unless identified above/discussed with team), in accordance with GGGI formatting requirements, and submitted with complete sets of raw data, research material and interview notes.  

Qualifications/Experience /Expertise

 

Essential

 

  • Master's or PhD degree in architecture, civil, mechanical or electric engineering, energetics or related subject;
  • At least 5 years' professional experience in especially energy efficiency of buildings;
  • Strong knowledge of building systems, including energy efficiency technologies, and renewable heating systems for buildings;
  • Proven record in assessing building energy performance and/or carrying out energy audits. In addition, experience in energy efficiency measures, work scope recommendations and experience calculating energy saving for energy saving measures and GHG mitigation potential;
  • Strong knowledge of building codes and standards in Europe, particularly in Serbia;
  • Strong analytical competencies;
  • Aptitude for communication and conveying complex information to non-experts for decision-making; and
  • Fluency, both written and oral, in Serbian and English.

 

Preferred:

  • Previous working experience with similar mitigation assessment exercise in Serbia;
  • Experience in working with Serbian municipalities on climate mitigation projects and programmes; and
  • Engineering license no. 381 for energy efficiency issued by the Engineering Chamber of Serbia is a plus.
