Macfadden, now part of PAE, is seeking a Grant Auditor to support USAID's Office of Food For Peace. The U.S. Agency for International Development (USAID), Bureau for Democracy, Conflict and Humanitarian Assistance’s (DCHA), Office of Food for Peace (FFP) requires crucial operational and administrative support in coordinating USAID’s international disaster response and humanitarian assistance, emergency and developmental food assistance, and other DCHA Bureau initiatives.

 

FFP is one of the nine DCHA offices headquartered in Washington, D.C. FFP manages the majority of the U.S. Government’s food assistance resources. Its programs are authorized by Title II of the Food for Peace Act, as amended by the Agricultural Act of 2014, and the Foreign Assistance Act (FAA). FFP funds and manages emergency and development food assistance projects. Currently, FFP administers emergency food assistance with International Disaster Assistance (IDA), which is authorized and apportioned through the FAA, Title II resources from the FFP Act, and when appropriate, with Overseas Contingency Operations funds (OCO). IDA supports FFP’s Emergency Food Security Program (EFSP). FFP administers development food assistance with Title II resources and development assistance dollars called community development funds (CDF). FFP uses Title II resources to procure and program in-kind agricultural commodities.

 

The Grants Auditor position supports FFP in the areas of pre-award survey/assessment, pre-award risk assessment, financial compliance and audit reviews. 

 

KEY RESPONSIBILITIES & FUNCTIONS

  • Undertake pre-award risk assessment, incurred cost and follow-up reviews of NGOs pursuant to USAID’s ADS 303.3.9, as requested;
  • Perform reviews of NGO audit scope of work to ensure it meets USAID requirements.
  • Conduct risk assessment of applicants to determine awardee eligibility;
  • Assist NGOs to get USAID’s Chief Financial Officer (CFO) and/or Inspector General approval for the audit firms they hire to undertake audits.
  • Review NGO annual audits to ensure compliance with USAID requirements.
  • Work with audit firms to ensure that audits are brought into compliance where necessary.
  • Interface with the USAID audit branch on NGO audit findings and draft Pre-Award Risk Assessment Determinations in accordance with ADS 303.3.9 and 2 CFR 200, as requested; 
  • Track and follow up on audit status of all FFP partners, as requested
  • Conduct financial compliance review to determine the appropriate use of funds under awards;
  • Review audit findings, determine allowability of questioned costs, make recommendations to Agreement Officers and FFP Senior Management Team (SMT); draft management decision for the resolution of audit findings; and monitor audit resolution in partnership with FFP;
  • Liaise with partners on corrective action plan, if needed
  • Travel internationally to conduct pre-award, financial compliance reviews and follow up surveys, as requested.
  • Provide guidance to USAID FFP, Grants Specialists, partner organizations on audit requirements, policies and regulations, award terms and procedures for USAID grants;
  • Perform all assigned tasks independently with minimal supervision and/or work in teams, as needed.
  • Perform any other tasks, as assigned.

EDUCATION, EXPERIENCE AND SKILLS

 

EDUCATION/CERTIFICATION: 

 

  • Master’s Degree in Accounting, Finance or a related field with a minimum of 12 years of audit experience is preferred.
  • BS/BA Degree in Accounting, Finance or related field with a minimum of 15 years of experience will also be considered
  • Applicants must hold an active Certified Public Accountant (CPA) designation with three to five years of public accounting experience, preferably specializing in internal controls, audit compliance, risk assessment, etc….

 

EXPERIENCE:

  • Qualified candidates must have the following prior experience:

 

  • Proven track record of experience in working with various US Government Agencies in an inter-agency environment and/or USG contractors and recipients.
  • Experience assisting grant award recipients in remediating audit findings related to internal controls deficiencies.
  • Financial management and report writing experience and extensive knowledge of USAID audit requirements for U.S. and non-U.S. based grantees.
  • Grant Audit experience and knowledge of Assistance Awards (grants or cooperative agreements Management.
  • Experience performing audits and/or Pre-Award Survey Reviews.
  • Experience in Internal Controls and Compliance.
  • Experience with Generally Accepted Accounting Principles (GAAP) or Generally Accepted Government Auditing Standards (GAGAS).
  • Must be able to obtain a security clearance.

 

KNOWLEDGE, SKILLS AND ABILITIES:

  • Qualified candidates must possess:

 

  • Strong technical skills in accounting and financial management;  
  • Proven experience in auditing highly complex awards;
  • Demonstrated knowledge of applicable USAID Assistance Regulations such as Code of Federal Regulation (CFRs), Automated Directive System (ADS) series, OMB Circulars and other directives governing grants and contracting.
  • Excellent analytical and organizational skills and exceptional attention to detail.
  • Proficiency in writing complex reports and analyzing audit data;
  • Strong verbal and written communication; ability to communicate well with the client and grantees.
  • Ability to interpret, communicate and summarize audit findings and risks to non-financial professionals.
  • Familiarity with Federal funding sources and programs (e.g. International Disaster Assistance, Title II, emergency, development programs, etc...)
  • Proficiency in accounting software
  • Familiarity with financial management procedures and systems such as FFP Management Information System (FFPMIS), USAID Global Acquisition and Assistance System (GLAAS), Phoenix, ASIST or similar applications.
  • Proficiency in basic Microsoft Office suite (including Word, Excel, PowerPoint) and/or Google suite (docs, slides, sheet).
  • High level of integrity, professionalism including teamwork and ability to deliver within short deadlines, work under pressure and multi-tasking skill in fast-paced environment.

 

U.S. Citizenship is required; selected candidate must be able to qualify for a government sponsored clearance.

While performing the duties of this job, the employee is regularly required to talk, hear, and use hands to finger, handle or feel objects, tools, or controls.  The employee is occasionally required to reach with hands and arms.  Specific vision abilities required by this job include close vision.  The employee must occasionally lift or move up to 25 pounds.
