Organizational Context

The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of UNIDO, as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development in the next fifteen years. UNIDO’s mandate is fully recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. The relevance of ISID, however, applies in greater or lesser extent to all SDGs. Accordingly, the Organization’s programmatic focus is structured in four strategic priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment; and Strengthening knowledge and institutions. Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDO’s four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and quality-related activities; and (iv) convening and partnerships for knowledge transfer, networking and industrial cooperation. Such core functions are carried out in Departments/Offices in its Headquarters, Regional Offices and Hubs and Country Offices.

In the context of the Preparatory Assistance for a UNIDO Country Programme for Armenia, the National Expert’s main duty will be to draft a Country Diagnostics Report focusing on the state of the Armenian industry in terms of structure, production, trade, value chains and sustainability. The National Expert is expected to perform the duties as per this Job Description in accordance with applicable rules and regulations of UNIDO, and will work under the direct supervision of the Programme Officer of the Regional Division - Europe and Central Asia as Project Manager and in close cooperation with the UNIDO Country Representative, UNIDO Technical Departments, Strategic Donor Relations Division and other UNIDO divisions.

Project ID 190185: Programming Exercise for the UNIDO Country Programme (CP) for Inclusive and Sustainable Industrial Development (ISID) in the Republic of Armenia for the period 2020-2024. In July 2017, H.E. Mr. Suren Karayan, Minister of Economic Development and Investments expressed the Government of Armenia’s high interest in expanding cooperation with UNIDO and developing a Country Programme (CP). This interest was re-confirmed by Deputy Prime Minister H.E. Tigran Avinyan in his official letter, dated 9 August 2018. In its CP request to UNIDO, the Government prioritized promotion of investments in high tech, agribusiness, renewable energy and light industries. In order to ensure equitable access to resources and to eliminate poverty through job creation, the Government highly encouraged development of SMEs, innovative and social entrepreneurship, and underlined the country’s commitment to foster green and circular economy and efficient natural resources management, including effective and environmentally friendly waste and water management. In the planned CP, UNIDO will focus its efforts on a few priority industrial sectors. As suggested by the Government of Armenia, these sectors will include high tech, agribusiness, light industries and renewable energy. However, the final selection of priority sectors will depend on the outcomes of the preliminary Country Diagnostics through an analytical desk study, CP formulation mission to Armenia and CP resource mobilization strategy. UNIDO in Armenia UNIDO Desk in Armenia was established in 2005. However, cooperation with the Government of Armenia, particularly with the Ministry of Economy and Ministry of Nature Protection started much earlier with a provision of technical assistance in different areas, including investment promotion, SME development, hazardous waste management, cleaner production. Currently, UNIDO has four ongoing national projects in Armenia with a total budget of three million US$. Armenia is also included in two ongoing regional projects. UNDAF process In accordance with the national development priorities, the UN Country Team in Armenia developed a UNDAF for the period 2016-2020 to harmonize their programmes and achieve common objectives in the following priority areas: - Equitable, sustainable economic development and poverty reduction; - Democratic governance; - Social services and inclusion; and - Environmental sustainability and resilience-building. UNIDO contributes to: Outcome 1: By 2020, Armenia’s competitiveness is improved and people, especially vulnerable groups, have greater access to sustainable economic opportunities. Outcome 7: By 2020 Sustainable development principles and good practices for environmental sustainability resilience building, climate change adaptation and mitigation, and green economy are introduced and applied. UNIDO has the comparative advantage to act as a bridge between the Government and the private sector to stimulate growth through creating an enabling environment for SMEs, supporting business start-ups, strengthening value chains and producer groups, creating economic opportunities for vulnerable groups and delivering sector-specific advice. Within the framework of UNDAF 2010-2015 and 2016-2020, UNIDO acts as Chair of the Economic Result Group. Duty Station: Yerevan, Armenia When Actually Employed (WAE) - 50 working days over the period, 21 October 2019 to 31 March 2020.

Main Functions

Under the overall guidance of the UNIDO Programme Manager (PM), the National Expert will perform the following activities: Support the formulation of the UNIDO Country Programme for Armenia. The Expert will work under the overall guidance and supervision of the Project Manager at UNIDO headquarters in Vienna and will regularly cooperate with UNIDO Country Representative, CP Focal Point at the Office of the Deputy Prime Minister in Yerevan, Resident Coordinator’s Office (UNRCO) in Yerevan, and government and other relevant institutions involved in the CP development. In particular, the following tasks will be assigned to the Expert: 1. Conduct a desk study and collect necessary information and data related to industrial sectors identified in the UNIDO CP Screening Form as priority sectors for the CP formulation. Hold consultations and validate findings with the national stakeholders and UNIDO CP team. Concrete/measurable outputs to be achieved for task 1: Liaison with UNIDO headquarters, UNRCO, donors, and relevant ministries in Armenia ensured and report on baseline situation in the industrial sectors. 2. Prepare a draft Country Diagnostics Report in line with UNIDO’s streamlined approach to diagnostic work (will be provided to the expert) and in close consultation with UNIDO Department of Policy Research and Statistics and UNIDO technical Departments. Concrete/measurable outputs to be achieved for task 2: Country Diagnostics Report for ISID in Armenia delivered. 3. Provide inputs to a resource mobilization strategy for the CP Armenia as part of the CP document. Hold consultations with international and national development partners in the country, including key donors. Analyse their programmes related to ISID, identify synergies and opportunities for cooperation. Concrete/measurable outputs to be achieved for task 3: Reports from meetings with international and national development partners in the country provided; initial commitments from donors obtained. Resource Mobilization Strategy for CP Armenia finalized. 4. Participate in the UNIDO CP formulation mission and provide organizational support on the ground as necessary. Concrete/measurable outputs to be achieved for task 4: CP formulation mission programme and report prepared. 5. Provide other relevant inputs to the CP document and programming exercise as required. Concrete/measurable outputs to be achieved for task 5: CP document prepared.

Minimum Requirements

Education

Advanced university degree in Economics, International Relations, Business Administration, Development Studies or a field relevant to international industrial development assistance.

Languages

Fluency in written and spoken English and Armenian is required. Fluency and/or working knowledge of another official UN language desirable.

Computer Skills

Field of Expertise

A minimum of ten (10) years of practical working experience in national and/or international entities in the field of economic development, project management and fund mobilization for international development assistance in Armenia. Good understanding of needs, conditions and problems related to sustainable industrial development in Armenia. Excellent communication and presentation skills.
