Human Resources Officer (m/f/d) - National position

Malteser International, the worldwide relief agency of the Order of Malta for humanitarian aid, works in more than 20 countries in Africa, Asia and the Americas for people in need, regardless of their religion, origin or political affiliation. Its mission is to provide emergency relief as well as to implement rehabilitation measures and to facilitate the link between emergency relief and sustainable development. Malteser International (MI) is working in Myanmar since 2001, Malteser International currently employs more than 350 national staff in Rakhine, Shan and Kayin states, where our work aims at ensuring communities have access to primary health care services. We also offer comprehensive WASH and disaster risk reduction/climate change adaptation solutions, and provide relief after disasters. MI strives to enable and empower the most vulnerable communities in marginalized areas through a participatory and sustainable approach.

In support of our work in Kayin State, Myanmar, Malteser International is looking for a motivated Human Resources Officer (national position)

As a Human Resources Officer you will be responsible to manage all of the Human Resources tasks such as recruitment & selection, payroll calculation and propose the staff development plan and training to project management for review and approval.


  • Ensure that complete personnel files are set-up for all staff members and properly organized with regular and timely updates. Maintain a clear filling system containing all relevant HR documentation
  • Processing of staff recruitment, making sure all necessary documents and processes are prepared timely and that the recruitment panel is set up and that it applies both accountability and transparency in its work and decisions
  • Prepare employment contracts, amendment requests, performance evaluation and appraisals with timely notifications, work certification, disciplinary action, documentation, staff promotions and training plans, bio data file, employment exit interviews, testing and training documents as required in HR process
  • Provide local staff a guideline and training on national staff rules and regulation and other relevant policies as required in accordance with staff contracts
  • Prepare and update staff salary record (including taxation calculations) reporting to CO and project management at due course
  • Carry out additional tasks as reasonably assigned by the Programme Coordinator


  • Bachelor degree in relevant field
  • At least 3-5 years working experience in HR work. Working experiences in NGO as an asset
  • Multi–tasked, ability to work independently and with great integrity and strict confidentiality regarding staff related information
  • Excellent computer skills with MS application (Word, Advance Excel and PowerPoint) and/or HR database of some kind
  • Fluency in spoken and written english
  • Willingness to work in remote rural area with challenging living conditions


  • Start date: In October, 2019
  • Duty Station: Kayin State, Myanmar and its project areas
  • Duration of contract: 1 year (extendable) due to donor approval
  • Salary according to qualification and experience: 14th Month Salary & Health Insurance
