Project Budgeting Specialist

BACKGROUND

Over the last three years IDLO has transformed to an output-based budgeting (results-based management) approach that requires classification of costs not only by department for normal delegation of authority but also according to outputs to identify the actual cost of delivering against strategic objectives. A sharp increase in the numbers of projects together with a drive for diversifying sources of income, IDLO has had to adapt its budget proposals to suit donors’ requirements.

THE POSITION

Under the guidance and supervision of the Budget and Reporting Manager, the Project Budgeting Specialist provides financial services ensuring high quality, accuracy and consistency of work. The Project Budgeting Specialist promotes a client-oriented approach consistent with IDLO regulations and rules.

The incumbent will work in close collaboration with the finance, operations, program and projects’ stakeholders at field, branch and Headquarters level to exchange information and ensure consistent service delivery.

1) Budget formulation:

  • Participate in the formulation, and presentation of budgets to implement program objectives in line with IDLO’s strategic plan liaising with all relevant program and operational members across IDLO’s offices, including in the field;
  • Review budget proposals (including implementing partners budget proposals) and ensure compliance with IDLO rules, regulations, policies and strategies;
  • Ensure that adequate consultation with stakeholders within IDLO is carried out to receive accurate input from each relevant department and to ensure that related costs are adequately reflected in the budget;
  • Remain updated of donor financial requirements and to ensure budgets are prepared accordingly;
  • Compile information on program revenue trends and any financial information that may be required as part of a project proposal submission.

 2) Financial Reporting:

  • Ensure that program database financial information is kept up to date and uploaded on a monthly basis.
  • Review monthly consolidated program portfolio revenue and prepare/review forecast analysis.
  • Support donor program reporting as required.

 3) Knowledge building and knowledge sharing:

  • Participate in the trainings for the Finance / operations/ projects employees on budgeting requirements.
  • Contributions to knowledge networks and communities of practice.

Ideal Candidate Profile

Education and work experience

  • University Degree in Accounting, Finance, Business or Public Administration is required.
  • Qualified/Part-qualified accountants from an internationally recognized institute of accountancy will have a distinct advantage.
  • Minimum 4-5 years of professional experience in program budgeting in an international setting (UN, IGO, international NGO).
  • Experience with, or knowledge of major donor rules and regulations.
  • Experience of program budget management with two or more major donors including United States, EC, EBRD is desirable.

Languages

  • Fluent oral and writing skills in English are required.
  • Working knowledge of another official language (French, Spanish or Arabic) is desirable.

Specific knowledge, skills and competencies

  • Excellent command of Excel and knowledge in the usage of computers and office other software packages Experience with ERP financials, preferably Navision, desirable.
  • Knowledge of IPSAS and/or IFRS desirable.
  • Strong attention to detail and accuracy.
  • Results driven, self-motivated, flexible, seeks constant improvement and a team player.
  • Organized, accurate and able to handle multiple tasks concurrently.
  • Good communication skills; ability to build effective working relationships with bankers and internal counterparts.
  • Ability to work independently as well as part of a team.
  • Proven ability to develop and foster productive working relationships with stakeholder.
  • Keen sense of ethics, integrity and commitment to IDLO’s mandate.

TERMS AND CONDITIONS

For this internationally professional recruited position, IDLO shall offer the selected candidate an Affiliate contract of 24 months, with possibility of extension subject to performance and availability of funding.

IDLO shall also offer a yearly basic salary in the range of EUR €45,000, to a level commensurate with experience and qualifications, a benefits package including provident fund contribution, medical insurance, and leave entitlements in accordance with IDLO Employee Regulations and Rules. Relocation and installation support are also available for internationally recruited employees.

Salaries and benefits paid by IDLO to employees are exempt from taxation in Italy.IDLO employees are responsible for compliance with income tax laws of their country of nationality or residence and/or of any other relevant fiscal jurisdiction.
