VACANCY  ANNOUNCEMENT TEMPORARY APPOINTMENT OF PROJECT PERSONNEL

Organizational Context

The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of the United Nations Industrial Development Organization (UNIDO), as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development in the next fifteen years. UNIDO’s mandate is fully recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. The relevance of ISID, however, applies in greater or lesser extent to all SDGs. Accordingly, the Organization’s programmatic focus is structured in four strategic priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment; and Strengthening knowledge and institutions. Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDO’s four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and quality-related activities; and (iv) convening and partnerships for knowledge transfer, networking and industrial cooperation. Such core functions are carried out in Departments/Offices in its Headquarters, Regional Offices and Hubs and Country Offices. The Directorate of Programme Development and Technical Cooperation (PTC) is responsible and accountable for providing technical cooperation services to enhance the capabilities of developing countries and economies in transition to promote ISID in the areas covered by five departments: Department of Programmes, Partnerships and Field Integration; Department of Agri- Business; Department of Trade, Investment and Innovation; Department of Environment; and Department of Energy.

The position is located under the Standards and Quality Infrastructure Division (PTC/TII/SQI), an integral part of the Department of Trade, Investment and Innovation. The Standards and Quality Infrastructure division (TII/SQI) is responsible for providing services to strengthen national capacities to establish the legal and institutional frameworks for standards and conformity assessment. Specifically, the Division provides policy guidance and institutional capacity-building interventions related to standards, testing, inspection, certification and accreditation, which are needed to participate effectively in the multilateral trading system. The demonstration of market compliance enables exporters to reduce the cost of compliance and facilitate access to global markets.

PROJECT CONTEXT As part of the Global Quality and Standards Program (GQSP), the overall objective of the country project for Kyrgyzstan is to contribute to fostering Kyrgyzstan’s competitiveness by enhancing the quality and standards compliance capacity along the fruits value chain (VC) to facilitate market access for small and medium-sized enterprises (SME). The project will pursue three outcomes, thus responding to the main compliance challenges identified in the country in alignment with the outcomes of the GQSP: Outcome 1: Enhanced technical competence and sustainability of the National Quality Infrastructure System (NQIS) for services supporting the fruits VC. Aims at the institutional strengthening of key institutions of the NQIS and relevant public-private support institutions through capacity building, use of best practices, skills development, and implementation of management systems/best practices to ensure their capacity to provide quality services targeted to the selected VC, to be sustainable and internationally recognized; Outcome 2: Enhanced SME capacity to comply with international standards and technical regulations relevant to the fruits VC. It aims at improving the capacity of the private sector (farmers/producers, processors and exporters) to comply with market requirements and improve the quality and productivity of their exports-oriented products; Outcome 3: Enhanced quality awareness along the fruits VC. It aims at advocating and scaling up of knowledge dissemination and providing advisory support for informed policy decisions on standards compliance in the fruits VC. The project aims to promote a culture of quality and policy decisions in this regard at all levels, as part of the Information Support function from the NQIS. Duty Station: Bishkek, Kyrgyzstan Approximate duration: one year with possibility of extension.

Main Functions

Under the overall coordination of UNIDO’s Representative in Kyrgyzstan, and under the supervision of UNIDO’s PTC/TII/SQIF Project Manager, the NPA will be responsible for supporting the efficient implementation of project activities relating to recruitment, procurement, training etc. Furthermore, he/she will closely collaborate with the National Technical Coordinator, the Sector Specialist and project staff in the field. To this end, the NPA will have the following main responsibilities: 1. Support the preparation of work plans, fielding of experts, trainings, fellowships, sub-contracts, purchase of equipment, etc; 2. Support managerial and financial monitoring of the project and its activities and collect relevant information (including a possible review of indicators and budget revisions); 3. Facilitate requisitions/purchase orders, terms of reference, and assists in ensuring the technical evaluation of received offers according to UNIDO rules and regulations. In particular, support the monitoring of proper delivery of procured equipment and services to the country; 4. Assist with the organization Steering Committee meetings and other governance and non-governance meetings; 5. Performance of relevant tasks in SAP necessary for the smooth project implementation; 6. Support the preparation of mid-year and year-end progress reports, including financial reports, to the donor based on relevant specifications; 7. Support the project manager in his day-to-day operational work and in the administrative monitoring of the programme and its activities; 8. Ad-hoc requests: Any other assignments related to a timely and effective implementation of the project as requested by the Project Team of TII/SQI.

Minimum Requirements

Education

Secondary education completed. University degree, preferably in Economics, Accounting, Business Administration or related field would be an asset.

Languages

Fluency in written and spoken English is required. Fluency in written and spoken Russian is required. Fluency in written and spoken Kyrgyz is required.

Computer Skills

• A minimum of 6 years of experience in a position providing support to managerial/professional staff requiring administrative and computerized abilities and preferably in an international environment; • UN/NGO technical cooperation project implementation experience would be an asset
