Organizational setting

The main aim of the FAO country offices, which are headed by the FAO Representative, is to assist Governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner. The current portfolio of projects in South Sudan includes activities related to agriculture, livestock, fisheries and natural resource management, and is implemented with humanitarian, transitional and development funding. The incumbent will contribute to successful achievement of FAO Emergency Livelihood Response Programmer (ELRP) objectives.

The Programme Implementation Specialist is responsible for maintaining overview of the implementation of the Emergency Livelihood Response Programmer (ELRP), led by the Emergency Response Coordinator. The Project Implementation Specialist will provide regular updates to the Emergency Response Coordinator and Programme for timely decision-making, efficient coordination in the planning and implementation of emergency response projects.

Reporting Lines

Under the overall supervision of the FAO Representative South Sudan, and under the direct supervision of the Resilience Measurement and Analysis Specialist, in close collaboration with the Monitoring and Evaluation unit, with the technical backstopping of the Lead Technical Unit (ESA), the incumbent will perform data processing and analysis that contributes to efforts for monitoring project results (outputs and outcomes) related to resilience building as included in the respective project logical frameworks and Monitoring and Evaluation Plans.

Tasks and responsibilities
The incumbent will carry out the following specific tasks\:
  • Participate in designing and implementing data entry, processing and analyses of resilience measurement and analysis studies, in particular in relation to Resilience Baseline Surveys and Impact Evaluations, adopting the Resilience Index Measurement and Analysis (RIMA) under the guidance of the Resilience Analysis and Measurement Specialist.
  • Establish quality assurance processes for data cleaning and integrity checks – in particular identifying outliers, missing values and errors – through both manual and statistical/econometric revision of the data;
  • Triangulate resilience analysis findings with other related qualitative and quantitative data or findings
  • Assist in the design and implementation of M&E and resilience measurement and analysis studies, with special focus on developing data collection tools, methodologies and quality assurance processes;
  • Act as the point of contact with Monitoring and Evaluation, Digital Innovations and Information Management Units in developing data collection tools.
  • Prepare relevant RIMA reports for project management and reporting in accordance with approved report formats.
  • Participate in designing and implementing training of FAO South Sudan staff, Government counterparts, partners and service providers/contractors;
Minimum Requirements
  • University degree in one of the following fields\: Statistics, food security, rural development, agricultural economics, social sciences or other fields related to the FAO mandate;
  • Minimum 5 years of relevant experience in planning, survey design, data processing, implementation and monitoring of projects and programmes in the area of food and nutrition security, emergency response, resilience building and development;
  • Working knowledge of English (Level C) and limited knowledge of other UN languages (French, Spanish, Russian, and Arabic).
