The ABA Rule of Law Initiative (ABA ROLI) seeks an experienced Program Manager with experience working on programs that promote gender equality to support its Women and Girls Empowered (WAGE) Consortium. WAGE is a global programming consortium to advance the status of women and girls, led by ABA ROLI, in close partnership with the Center for International Private Enterprise(CIPE), Grameen Foundation, and Search for Common Ground(SFCG). WAGE works to strengthen the capacity of civil society organizations (CSOs) in target countries to improve the prevention of and response to gender-based violence; advance the women, peace, and security agenda; and support women’s economic empowerment. In this context, WAGE provides direct assistance to women and girls, including information, resources, and services they need to succeed as active and equal participants in the global economy. WAGE also engages in collaborative research and learning to build a body of evidence on relevant promising practices in these thematic areas.

The Program Manager will work closely with the Washington D.C.-based WAGE team comprised of representatives of all consortium’s core partners, ABA ROLI regional teams, and field-based staff to manage existing WAGE programs and help develop new programs, and may also support one or two other ABA ROLI programs. The Program Manager is expected to be able to manage programs, provide operational, financial, and substantive oversight, write proposals for large programs independently, and build knowledge of promising practices based on the learning from their programs and countries of operation.

Principal Duties/Job Responsibilities
-Assists in program design and the development of proposals in collaboration with the field staff and under the supervision senior program staff.
-Leads and is accountable for the recruiting of workshop faculty and short- and long-term experts within an assigned area.
-Creates appropriate budgetary tracking and monitoring tools to efficiently review actual to planned budget performance. Creates operational analyses and produces recommendations to make course corrections of modifications to optimize budget utilization within the scope of the grant or general revenue space.
-Assists in the development of study tour programs from conceptualization through implementation and may lead study groups on such tours to ensure quality, delivery consistency, program compliance, and optimal participant informational uptake and comprehension.
-Provides support to and is accountable for logistical arrangements for domestic events.
-May participate in ABA ROLI representation domestically and within an assigned region.
-Actively participates in and oversees the development of M&E plans and ensures the effective implementation of M&E systems is based upon such data.
-Participates in donor relations.
-Assigns, coordinates, and participates in research activities as assigned.
-Assists in all compliance efforts with ABA and other donor policies, practices, procedures, and regulations. Accountable for adherence to and compliance with the Foreign Corrupt Practices Act [FCPA].
-Assists in the creation, fostering, nurturing, and expansion of working relationships with the host government, host country legal leaders, other NGO’s, and similarly situated entities to bolster and enhance the opportunity for achieving/exceeding ABA and ROLI plan/program objectives.
-Provides leadership, coaching, counseling, development, and, where appropriate, discipline, to and through assigned employees.

Basic Qualifications & Interests (BQIs)
-Masters’ degree, or Juris Doctorate degree from an ABA- accredited law school or a doctoral degree in a relevant field of study and at least four (4) years’ of program management experience; or
-Bachelor’s degree in a ROLI relevant field of study and at least six (6) years’ of program management experience.

Preferred Qualifications & Interests

  • Demonstrated experience in work aimed at promoting the rights of women and girls.
  • Project management experience in international development required, with a strong preference for experience in the rule of law and/or human rights field, including issues affecting the rights of women and girls, justice sector reform, access to justice, economic empowerment, and peace and security.
  • Focus on gender studies / issues impacting women and girls as part of academic training.

  • Experience designing programs and writing proposals for funding to government and/or foundation donors.

  • Experience managing programs funded by the US or other governments, including drafting and managing budgets, work plan development, monitoring and evaluating performance and impact.

  • Excellent interpersonal skills and ability to work effectively with a diverse group of stakeholders.

  • Strong ability to multi-task and manage competing priorities.

  • Experience engaging with pro bono lawyers and other volunteers.

  • Previous work experience in a not-for-profit, association, and/or NGO setting.

  • Ability to travel internationally.

  • Existing permission to work in the USA required. ABA is unable to sponsor/support visa applications for this role.

  • Fluency in written and spoken English.
