Organizational Setting\:

UN FAO’s Regional Office for Asia and the Pacific (FAO-RAP) is responsible for leading FAO’s response to regional priorities for food security, agriculture and rural development through the identification, planning and implementation of focused, multi-disciplinary projects and programmes.

FAO-RAP in partnership with the Global Environment Facility (GEF) has developed regional strategies supporting member countries to respond to and scale-up actions meeting their commitments addressing global environment issues, including those related to biodiversity, climate change, land degradation, international waters and chemical management.

The Regional Office supports regional policy dialogue on food security, agriculture and rural development issues, facilitates the emergence of regional partnerships including the Sustainable Rice Platform, and supports capacity development and resource mobilization for food security, agriculture and rural development in the Region.

The post is home-based, with missions to be planned in participating Inclusive Sustainable Rice Landscape countries (e.g. Vietnam, Cambodia, Thailand, Indonesia and others).


Reporting Lines\:

Under the direct supervision of the FAO Regional Office for Asia and the Pacific (RAP) Climate Change Lead Technical Officer (LTO), and receiving the coordinating support and input guidance of the RAP- GEF Regional Focal Point, FAO Representatives in GEF-7 target countries and the FAO GEF Project preparation team international and national coordinators,, the International Value Chain and Market Specialist will play an essential role as international specialist to analyse the existing rice value chains and identify potential partners to work with, in order to increase the contribution of value chains as instruments for delivering global environmental benefits and for contributing to farmers’ livelihoods. The consultant will also ensure alignment and coordination with the Food Systems, Land Use and Restoration Impact Program programming objectives.


Technical Focus\:

The identification of national-regional rice value chains, standards and actors; the preparation of national-regional market analysis supporting inclusive, sustainable regional rice markets and trade, and producing global environment benefits.


Tasks and responsibilities\:

In particular, the consultant is expected to undertake the following tasks, under the orientation of and in close discussion with the FAO International GEF Specialist, providing elements for insertion into the Project Document\:

  • Analyze regional value chains and trade linked to rice production landscapes in the target area including other key commodity value chains relevant to the country/landscape context (e.g. cacao in Indonesia, wheat in India);
  • Scope out and identify key global rice and other key commodity value chains and market actors (public and private sector) at national and regional levels that will be important for the success of the project;
  • Prepare market analysis for global commodity traders engaged in the country for rice and other key commodities;
  • Identify and develop priority partnerships to ensure that global rice and other key commodity value chains and market actors – companies, associations and networks – are fully engaged in the project and project activities;
  • Understanding well the GEF-7 Food Systems, Land Use and Restoration (FOLUR) global and relevant rice related national projects, consult with national and global rice value chain and market actors to identify mechanisms and arrangements to create demand pull for sustainably certified and/or certifiable rice products linked to the project;
  • Work with national and international value chain and extension teams to assess feasibility of mechanisms such as use participatory guarantee schemes (PGS) to link smallholders to global value chains for rice products and other key commodities that can meet certain product standards;
  • Identify/negotiate national and regional private sector investment and co-financing for the project;
  • Work with national private sector experts to identify and strengthen national and local private sector partnerships in the context of the project;
  • Identify linkages between the project and other existing projects working on similar commodities and private sector partnerships.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements\:
  • Advanced University Degree in Economics, Agricultural Economics, Agribusiness Management or other related fields
  • Working knowledge of English and limited knowledge of one of the other UN languages (French, Spanish or Arabic, Chinese, Russian.)
  • At least 12 years of relevant experience in conducting analysis and assessments of major commodity value chains and trade and/or experience with agricultural/rural sector/subsector analytical studies, and/or in planning, design, supervision of agricultural and rural investment operations, including elaboration of agribusiness investment feasibility studies/food chain analyses/agricultural market studies in developing countries and/or countries in transition.

  • Excellent English communication skills, both verbal and written;
  • Familiarity with the UN communications rules and procedures.
Selection Criteria
  • The consultant should have Consultants with experience in assessing global private sector agribusiness operations and trends in regional and global markets would be preferred. Consultants with experience in agricultural certification and standards systems such as Global GAP, organic, fair trade, geographical indications and the Sustainable Rice Platform standards and indicators as well as delivery schemes such as participatory guarantee systems would also have an advantage.
