Background    
     
   

The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.

The OSCE Secretariat in Vienna assists the Chairmanship in its activities, and provides operational and administrative support to the field operations, and, as appropriate, to other institutions.

The Transnational Threats Department (TNTD), as part of the OSCE Secretariat in Vienna, Austria, plays a key role as the focal point of OSCE-wide programmatic activities aiming at countering transnational threats and ensuring co-ordination and coherence of action across all three OSCE dimensions, among all executive structures while respecting their mandates.

The TNTD comprises the Co-ordination Cell (CC), the Strategic Police Matters Unit (SPMU), the Action against Terrorism Unit (ATU) and the Border Security and Management Unit (BSMU).

     
Tasks and Responsibilities    
     
   

Under the overall supervision of the Head of Unit and the guidance of the Programme Management Officer, the incumbent acts as programme manager in developing, implementing, monitoring and evaluating TNTD/BSMU projects and other activities within his/her programmatic field(s) of responsibility, as well as in the organizational and logistic issues related to them. The selected candidate will be tasked with:

  1. Leading, co-ordinating and directing the development, implementation, monitoring and evaluation of projects and activities related to border security and management, with emphasis on projects and activities related to travel document security, advance passenger information / passenger name record data, biometrics, and identity management,  to include: identifying and proposing areas of potential programmatic activities; preparing project proposals, defining implementation modalities, determining forecast expenditures and drawing up project budgets; communicating with potential donors and obtaining funds for approved projects; realizing approved projects and activities; identifying problems and issues and taking the necessary corrective actions; dealing with press and public information related issues; monitoring and evaluating projects;
  2. Monitoring budget implementation of projects being carried out within her/his programmatic field(s) of responsibility, checking financial/payment document and liaising with all relevant parties, to ensure timely and accurate payment of expenditures;
  3. Preparing substantive and financial reports for implemented projects within his/her programmatic field(s) of responsibility for outside submission through the Head of Unit and/or Programme Management Officer; provide support in evaluating the activities of the Unit;
  4. Overseeing the work of expert consultants and temporary staff involved in the implementation of projects within his/her programmatic field(s) of responsibility;
  5. Collecting and compiling, from various sources, information relevant to his/her programmatic field of responsibility and, as assigned, to the work of the Unit and selected project;
  6. Designing and drafting supporting flow charts, schedules, graphs and tables; prepare files on potential and approved projects within his/her programmatic field(s) of responsibility;
  7. Preparing written outputs, e.g., speeches and talking points (for the Secretary General, Chairmanship, TNTD Director, Head of Unit), analytical notes, reports and inputs for reports, as instructed by the Head of Unit and/or Programme Management Officer, on substantive aspects of the work of the Unit and/or OSCE border security and management related activities;
  8. Providing support in co-ordinating, facilitating, monitoring and evaluating OSCE border security and management related activities, with a view to effectively utilizing resources and averting duplication;
  9. Providing ad-hoc reports and suggest course of action to the Head of Unit through the Programme Management Officer on issues related to TNTD/BSMU projects and activities under consideration or implementation, as well as other related fields, as required;
  10. Participating in formal and informal meetings and discussions, inside and outside the Organization, on border security and management related issues. Making presentations on assigned topics/activities;
  11. Performing other duties as required.

Necessary Qualifications    
     
   
  • First-level university degree in law enforcement, criminal justice, law, border security and management, international affairs, political science, security studies or a closely related field;
  • A minimum of four years of relevant professional experience in border security or criminal justice or law enforcement;
  • Experience in multilateral affairs, project co-ordination and implementation. Practical experience in working for or in co-ordination with international organizations;
  • Experience in the delivery of border security and management related technical assistance programmes;
  • Professional fluency in English with excellent communication (both oral and written) skills; Knowledge of other OSCE official language is an asset;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Computer literate with practical experience in Microsoft applications.
     
Remuneration Package    
     
   

Monthly remuneration is approximately EUR 4994, depending on post adjustment and family status. OSCE salaries are exempt from taxation in Austria. Social benefits will include possibility of participation in the Cigna medical insurance scheme and the OSCE Provident Fund. Other allowances and benefits are similar to those offered under the United Nations Common System.

Please note that appointments are normally made at step 1 of the applicable OSCE salary scale.
