VACANCY  ANNOUNCEMENT TEMPORARY APPOINTMENT OF PROJECT PERSONNEL

Organizational Context

UNIDO is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of the United Nations Industrial Development Organization (UNIDO), as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development in the next fifteen years. UNIDO’s mandate is fully recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. The relevance of ISID, however, applies in greater or lesser extent to all SDGs. Accordingly, the Organization’s programmatic focus is structured in four strategic priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment; and Strengthening knowledge and institutions. Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDO’s four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and quality-related activities; and (iv) convening and partnerships for knowledge transfer, networking and industrial cooperation. Such core functions are carried out in Departments/Offices in its Headquarters, Regional Offices and Hubs and Country Offices.

The Directorate of Programme Development and Technical Cooperation (PTC), is responsible and accountable for providing technical cooperation services to enhance the capabilities of developing countries and economies in transition to promote ISID. PTC provides services in the following areas covered by five departments: Department of Trade Investment and Innovation (TII); Department of Agri-Business (AGR); Department of Energy (ENE); Department of Environment (ENV) and the Department of Programmes, Partnerships and Field Integration (PTC/PPF). The position is located in the Food Systems and Nutrition Division, which promotes inclusive and sustainable industrial development through supporting the promotion of sustainable food systems in close cooperation with the other relevant organizational units in UNIDO. FSN is responsible for identifying, developing and managing programs to improve the competitiveness of the agro-food processing sector through gaining access to support services, markets and trade opportunities. The Unit contributes to the capacity building of food system support institutions or skill development agencies through its advisory and convening activities.

PROJECT CONTEXT The Government of Japan in partnership with the Japan International Cooperation Agency (JICA) have indicated its interest to work together with UNIDO on an agri-business capacity building initiative to be implemented in two provinces of Pakistan, namely Khyber Pakhtunkhwa (KP) and Balochistan. As a result of preliminary assessments and stakeholder consultation with the involvement of the Government of Pakistan and its relevant provincial bodies, the Project for Agri-food and Agro-industry Development Assistance in Pakistan (SAP ID: 180109) was finalized, aiming to pilot the enhancement of productive and compliance capacities of relevant actors in the cattle meat value chain in selected districts of KP (Peshawar, Abbottabad, Kohistan and D.I. Khan) and apple value chain in Balochistan (Killa Saifullah, Killa Abdullah, Pishin and Quetta). The project will simultaneously support the relevant governmental bodies to offer adequate services to the industry at a sustainably manner and ensure the possibility to upscale best practices. The project is implemented in close cooperation with Livestock and Agriculture Departments in Khyber Pakhtunkhwa and Balochistan and under the overall supervision of the Ministry of National Food Security and Research. In particular, UNIDO will provide technical support to value chain actors in order to improve the competitiveness by improving the quality and safety and value addition of their products. This in turn can contribute to better marketability, higher profit, productivity and access to high-end markets. The project implementation in total is 48 months, including a six month inception phase, which has the following components: Output 1.1: Detailed value chain analyses on the meat and apple value chains and assessments on institutional capacities were conducted to verify project activities Output 2.1: Enabling environment and institutional capacities of relevant departments in KPK are upgraded through the introduction of adequate practices in food safety Output 2.2: Improvement of cattle meat's compliance and productive capacities are piloted by creating awareness on best practices and establishing training framework on-farm and processing level Output 2.3: Value addition of selected value chain actors is improved through the introduction of new practices and technologies in pre-processing and manufacturing Output 2.4: Market linkage of actors from meat value chain is improved Output 3.1: Enabling environment and institutional capacities of the Agriculture Department improved through the development of agricultural extension services on apple value chain Output 3.2: Value addition, compliance and productive capacities of the apple value chain are piloted by introducing new techniques at farm, pre-processing and processing level Output 3.3: Market linkage of actors from apple value chain is improved The incumbent is posted in Vienna and will undertake mission to Pakistan as required. The UNIDO Staff Performance Management System reinforces the collaboration within formal units as well as among cross-functional teams. In this context, the incumbent collaborates with his/her supervisor and colleagues, in the country as well as in the region and in headquarters. Staff members are subject to the authority of the Director-General and in this context all staff are expected to serve in any assignment and duty station as determined by the needs of the Organization. Main Functions

I. Prepare detailed timeframes for international experts, trainings, fellowships, subcontracts and equipment purchases based on approved Annual Work Plans in consultation with the National Project Coordinators; assist in preparation of job descriptions and identification of international and national experts and consultants; assist in elaboration of Terms of References (TORs) for trainings, subcontracts and purchases; assist in monitoring and following-up the work and findings of international consultants and subcontracts to ensure smooth programme delivery/implementation of planned activities. II. Provide inputs to technical reports and assessments undertaken on selected value chains and food control system based on the project objectives. III. Facilitate the processing and conducting of training abroad (fellowships and study tours) including placement of fellows and trainees at selected institutions and training centers. IV. Facilitate requisitions/purchase orders and assist in ensuring the technical evaluation of received offers according to UNIDO rules and regulations. V. Assist, at Headquarters level, in coordination of implementation of the Programme to achieve smooth operations and coherence in the execution and delivery of the programme. Assist in donor coordination activities to achieve synergies with other technical assistance programmes. VI. Contribute to the drafting of implementation/financial reports as well as finalization of financial reports in coordination with Department of Finance for the Programme according to donor specifications and UNIDO requirements. Ensure audit compliance for the project documentation and assist the periodical project audit/evaluation exercises. VII. Contribute to the preparation of promotional material in order to create awareness, visibility, and publicize project results; prepare/compile background materials or data from different sources (Internet, Intranet or other publications) as required for missions, meetings and preparation of reports of the Programme.

Minimum Requirements

Education

Advanced university degree in Economics, Business Administration or equivalent.

Languages

Fluency in written and spoken English is required. Fluency and/or working knowledge of another official UN language would be an asset.

Computer Skills

Field of Expertise

A minimum of three (3) years of professional experience in provision of technical assistance in the areas of agri-business value chains and food control systems. Knowledge of the principles and practices of robust food control system, as well as experience in the field of value chain development would be considered an advantage. Previous UN project implementation related work experience in Pakistan is highly desirable. NOTE: Eligible internal UNIDO applicants are required to have served at least one year in his or her current post. However, the seniority-in-grade requirements for applying for higher level positions, as per paragraphs 18 and 78 of the HRMF, have been waived. In the cases of internal applicants, comparable qualifications and experience in UNIDO may be considered to take into account the potential of candidates.
