1. Organizational Context

Organizational Setting
The post is located in the Enterprise Architecture and ICT Program Management Division, in the Administration & Management Sector (AMS). The Enterprise Architecture and ICT Program Management Division is the bridge between the ICT Department and WIPO's other business sectors. It ensures that the ICT infrastructure and services are responsive to WIPO's current and future needs. The Division also provides support to the Chief Information Officer (CIO) for program and budget planning.

Purpose Statement
As part of the Enterprise Content Management (ECM) Project, the incumbent is required to deliver the business analysis and aligned activities in regards to the on-going implementation of the Enterprise Content Management platform.

Reporting Lines
The incumbent works under the supervision of the Director of the Enterprise Architecture and ICT Program Management Division.
2. Duties and Responsibilities
The incumbent will perform the following principal duties\:
a. Business Analysis and Modelling\:
Takes responsibility for investigative work to
determine business requirements and specify effective business processes,
through improvements in information systems, information management, practices,
procedures, and organization change. Selects, adopts and adapts appropriate
business analysis methods, tools and techniques; selecting appropriately from
predictive (plan-driven) approaches or adaptive (iterative/agile) approaches.
Collaborates with stakeholders at all levels, in the conduct of investigations
for strategy studies, business requirements specifications and feasibility
studies. Prepares business cases which define potential benefits, options for
achieving these benefits through development of new or changed processes, and
associated business risks.
Conducts business modelling activities for the ECM Project
across multiple business functions.
Plans own modelling activities, selecting appropriate techniques and the
correct level of detail for meeting assigned objectives. May contribute to
discussions about the choice of the modelling approach to be used. Obtains
input from and communicates modelling results to senior managers for agreement.
b. Business
Process Improvement\:
Analyses and designs business processes; identifies
alternative solutions to exploit the functionality of the ECM Platform Develops
graphical representations of business processes to facilitate understanding and
decision making. Assesses the feasibility of business process changes and
recommends new approaches. Advises on business process improvements. Advises,
tailors and implements business process improvement methods and tools at
project level in line with agreed standards. Contributes to the definition of
organizational policies, standards, and guidelines for business process
improvement within the ECM Project.
c. Requirements
and Definition Management\:
Contributes to selection of the requirements approach
for the ECM project. Defines and manages scoping, requirements definition and
prioritization activities for the project. Facilitates input from stakeholders,
provides constructive challenge and enables effective prioritization of
requirements. Reviews requirements for errors and omissions. Establishes the
requirements base-lines, obtains formal agreement to requirements, and ensures
traceability to source. Investigates, manages, and applies authorized requests
for changes to base-lined requirements, in line with change management policy.
d. Knowledge
Management\:
Provides advice, guidance, and support to help people
to adopt and embed best-practice approaches to information and knowledge
management into all areas of their work through the use of the ECM platform.
Promotes collaborative technologies, processes and behaviours to facilitate
sharing of ideas and work-knowledge among internal teams and external partners.
Provides support for the establishment and nurturing of communities of
practice, including workshops, one-on-one guidance, and troubleshooting.
Develops and implements processes and behaviours which help people easily
access and use data, learning, and knowledge to improve performance. Shares
ideas and examples of existing practices to encourage adoption.
e. Process
and System Testing\:
Specifies and develops test scenarios to test that
new/updated processes deliver improved ways of working for the end user at the
same time as delivering efficiencies and planned business benefits. Records and
analyses test results, and reports any unexpected or unsatisfactory outcomes.
Uses test plans and outcomes to specify user instructions.
Accepts responsibility for creation of test cases
using own in-depth technical analysis of both functional and non-functional
specifications (such as reliability, efficiency, usability, maintainability and
portability). Creates traceability records, from test cases back to
requirements. Produces test scripts, materials and regression test packs to
test new and amended solution components. Records and analyses actions and
results, and maintains a defect register. Reviews test results and modifies
tests if necessary. Provides reports on progress, anomalies, risks and issues
associated with the overall project. Reports on system quality and collects
metrics on test cases. Provides specialist advice to support others.
f. User
Service Support\:
Acts as the routine contact point, receiving and handling
requests for support. Assists with the
development of standards, and applies these to track, monitor, report, resolve
or escalate issues. Contributes to creation of support documentation.
g. Performs other related duties as required.
3. Requirements
Education
Essential
Advanced university degree in a business or IT field, or in a related field. A first-level university degree in one of the aforementioned subjects plus two years of relevant experience in addition to the experience mentioned below may be accepted in lieu of an advanced degree.
Experience
Essential
At least seven years of relevant professional experience in business analysis, including at least four years on projects relating to Enterprise Content Management platforms.
Desirable
Experience with the OpenText Content Server (v16) platform in the role of Business Analyst.
Language
Essential
Excellent knowledge of written and spoken English.
Desirable
Knowledge of another official UN language, particularly French.
Job Related Competencies

Good knowledge of Enterprise Content Management Systems.
Ability to work accurately and respect strict deadlines.

5. Information
Mobility\: WIPO staff members are international civil servants subject to the authority of the Director General and may be assigned to any activities, office or duty station of the Organization. Accordingly, the selected candidate may be required to move from time to time to new functions and/or to another duty station.
Annual salary\:
Total annual salary consists of a net annual salary (net of taxes and before medical insurance and pension fund deductions) in US dollars and a post adjustment. The post adjustment (cost of living allowance) is variable and subject to change without notice. The figures quoted below are based on the September 2019 rate of 76.4%

Salaries and allowances are paid in Swiss francs at the official rate of exchange of the United Nations.

Additional Information
Initial period of one year, renewable, subject to funding and satisfactory performance. Fixed-term appointments granted for approved projects shall be for a period whose minimum and maximum duration are tied to the funding and terms of reference of the project. The overall duration of a fixed-term appointment for a project shall normally not exceed five years. Fixed-term appointments granted for approved projects shall not be converted to a permanent or continuing appointment.
