Planning, Monitoring Evaluation & Reporting Unit (PMERU)

The Planning, Monitoring, Evaluation, and Reporting Unit (PMERU) is a strategic unit within the organization that has the oversight, coordination and support responsibility for the planning, reporting, grant management, funding processes/functions and monitoring and evaluation of the organisation, working under direct supervision of the Country Director/Afghanistan and with a technical line to the Secretary General on strategic and organisation-wide processes.

PMERU is responsible for facilitating strategic and annual planning and reporting, as well as other major organizational planning processes that requires broad coordination. The Unit coordinates the required SCA reporting processes and requirements, whether by internal demands, donors and/or governmental authorities.

PMERU leads the implementation and follow-up of the Funding Strategy and the Annual Resource Mobilization Plan and identifies institutional government and private donors and funding opportunities in the country.

PMERU is responsible for the grant management of agreements/contracts for donors based in Afghanistan and where PMERU has been assigned a grant management responsibility, in close collaboration with the Programme Department at the Kabul Management Office and the Aid Coordination Unit at the Stockholm Management Office. The Unit supports quality proposal development and project design and ensures compliance with donor requirements, while undertaking regular communication and follow-up with potential donors. 

PMERU has overall responsibility for the monitoring and evaluation (M&E) systems in SCA. The unit develops systems and tools for monitoring and evaluation.

PMERU provides technical assistance, advice and process facilitation to programmes in the design of both internal and external evaluation, as well as carries out structured M&E of SCA activities.

PMERU builds staff and partner capacity and provides technical support and guidance throughout the organisation in matters pertaining to results-based M&E and the promotion of accountability and learning.    

 

Scope of Work

The overall role of the Senior M&E Advisor is to develop PMERU’s ability to perform its M&E responsibilities as well as guide, advice and capacitate SCA programmes on related matters. S/he works with developing systems, process, tools and guidelines, and engages in recurrent training of related staff.

 

Responsibilities

The Senior M&E advisor will:

  1. Advise and develop mechanisms for integrating participatory methodologies and practices into the existing M&E system.
  2. . Periodically review the M&E Framework as an evolving document guiding the conduct of SCAs M&E activities and provide recommendations to enhance SCA’s M&E system as necessary. In particular the Senior M&E advisor will:
    1. Review the planning, monitoring and reporting tools provided in the M&E Framework and recommend improvements, and/or where necessary develop further tools required by programmes and projects.
    2. Partake in and support the process for Quarterly Review Meetings, in coordination with the Programme Department.
    3. Review 3rd Party Monitoring mechanisms and recommend improvements with the view of involving target rural communities through participatory M&E. 
  1. Assist in the establishment of a management information system for tracking of output and outcomes achievement, and contribute to developing the central data system.

  2. Provide overall capacity development on M&E at all levels: programme, project, field and community, which will be implemented by the M&E experts.

  3. Provide assistance in closing the gaps in the Strategic Plan, such in the conduct of the following:
  • Risk analysis, to identify potential risks by outcome indicator;
  • Establishing baseline data;
  • Identifying targets for outcomes;
  • Identifying results targets annually as applicable;
  • Developing the evaluation plan for the Strategic Plan
  • Developing the M&E plans of programmes

 

      6. Support the M&E experts in developing a framework for generating learning from all facets of Strategic Plan implementation. In this regard the M&E advisor will recommend improvements to the research and learning processes at SCA.

Entry Requirements

Qualifications

  • Master’s degree in social sciences, development or related field
  • A minimum of five years’ experience in M&E in complex organizational set-ups
  • Experience from working with international NGOs

Essential competence

  • Solid understanding of Results-Based Management
  • Proven experience in participatory M&E
  • Proven experience in developing M&E frameworks and M&E systems
  • Proven experience in providing systematic training on M&E
  • Experience of working with outcomes-based approaches such as Theory of Change and Outcome mapping and harvesting
  • Experience in approaches to third party monitoring
  • Experience in the Rights-Based Approach to development
  • Knowledge in both quantitate and qualitative research
  • Knowledge with relevant software packages such as ACCESS, SPSS, or STATA
  • Gender and cultural sensitivity
  • Excellent command of spoken and written English

Desired competence

  • Previous experience from Afghanistan or similar conflict/post-conflict settings
  • Have participated in HEAT-training
  • Knowledge of Dari and/or Pashtu
