OBJECTIVES OF THE PROGRAMME

The mission of the WHO Country Office is to support the Government and health authorities in strengthening health systems in Syria, addressing emergency and public health programmes and supporting and promoting research for health.

DESCRIPTION OF DUTIES

1. Provide technical leadership and managerial support to the office in the area of Public Healthensuring that the activities in this area are carried out efficiently and effectively.

2. Provide technical and policy advice to Member States to strengthen the national health systems.

3. Develop and propose national strategies and policies for implementation throughcollaboration with the national authorities and recommend health development initiatives inthe areas of health systems strengthening, partnership building and improvements in theplanning and management of existing Public health systems.

4. Oversee and coordinate work plans and budgets for team activities including resourcemobilization for the work programme and monitor the implementation of planned activities.

5. Lead, coordinate, and conduct research on best practices and partners' experiences inimplementing sustainable Public health systems and disseminate information. Submitproposals for the extension of health-care networks and the development of mechanisms ofsocial health protection.

6. Coordinate and implement programs for capacity building in the area of Public healthsystems and the management and financing of the systems.

7. Act as a technical advisor to the public concerning sustainable health systems that contributeto health equity, social justice and elimination of exclusion and respond to inquiries andprovide detailed and technical information concerning related principles, practices, issues,measures, techniques and procedures.

8. Promote and establish new community outreach activities to facilitate the expansion ofhealth-care networks.

9. Advocate, coordinate, and build partnerships with national counterparts, technicaldepartments at HQ and negotiate with donor and development partners (UN and bilateral) toharmonize recommendations on policies and strategies related to Public health systems andresolve issues or concerns and seek funding for new projects and work programmes.

10. Represent WHO at various meetings.

REQUIRED QUALIFICATIONS

Education

Essential\: Master degree in Medicine or Public Health.
Desirable\: Training in emergency response or disaster management in the context of public health

Experience

Essential\: At least 10 years' experience in humanitarian response, at national and international level, with emphasis on public health management and related strategy development at leadership position, capacity building and their implementation. Experience in developing and promoting collaborative partnerships and/or experience in developing countries.
Desirable\: Excellent knowledge of English. Working knowledge of Arabic would be an asset.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 87,108 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2381 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
