VACANCY  ANNOUNCEMENT TEMPORARY APPOINTMENT OF PROJECT PERSONNEL

Organizational Context

The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of UNIDO, as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development in the next fifteen years. UNIDO’s mandate is fully recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. The relevance of ISID, however, applies in greater or lesser extent to all SDGs. Accordingly, the Organization’s programmatic focus is structured in four strategic priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment; and Strengthening knowledge and institutions. Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDO’s four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and quality-related activities; and (iv) convening and partnerships for knowledge transfer, networking and industrial cooperation. Such core functions are carried out in Departments/Offices in its Headquarters, Regional Offices and Hubs and Country Offices. The Directorate of Programme Development and Technical Cooperation (PTC) is responsible and accountable for providing technical cooperation services to enhance the capabilities of developing countries and economies in transition to promote ISID in the areas covered by five departments: Department of Programmes, Partnerships and Field Integration; Department of Agri-Business; Department of Trade, Investment and Innovation; Department of Environment; and Department of Energy.

The position will be located in the Industrial Energy Efficiency Division (PTC/ENE/ESI) The Department of Energy (PTC/ENE) assists member countries in the transition to a sustainable energy future under the overarching mandate of inclusive and sustainable industrial development, through the application of renewable energy for productive uses, adoption of the efficient use of energy by industry and the introduction of low carbon technologies and processes. In transitioning to a sustainable energy future, the challenges of addressing energy poverty and climate change become an integral part of the Department activities. In discharging its responsibility, the Department cooperates with other relevant organizational units within UNIDO, in particular with: the Department of Environment on resource efficiency, clean technologies, chemicals and Montreal Protocol; the Department of Trade, Investment and Innovation on standards; the Department of Agri-Business Development on productive uses and with the Department of Partnerships and Results Monitoring on strengthening strategic partnerships. The Energy Systems and Infrastructure Division (PTC/ENE/ESI) focuses on promoting and developing sustainable energy solutions and infrastructure in business, urban and rural contexts. This focus brings together UNIDO’s historic interventions on the supply side through promoting renewable energy technologies and on the demand side through industrial energy efficiency. By bringing together supply and demand side interventions, the Division is positioning the work of UNIDO at the leading edge of emergent energy systems and paradigms driven by the convergence of key technologies such as distributed generation, digitization and storage technologies as well as climate policies.

PROJECT CONTEXT The project Sustainable Energy for Palestinian Industry (MOUSTADAM) is financed by the European Union. The project financing agreement was signed in August 2019 and the project is due to start its operations for a period of 4 years. The project objective is to promote energy management systems and renewable energy use in Palestinian Industry. By developing policy, legal and regulatory framework and supporting relevant stakeholders to enforce operational guidelines for net metering, the Project aims to set the foundations for a conducive RE/EE environment in the industrial sector. Complementary measures will address simultaneously both the supply and the demand side for RE/EE by harnessing the transfer and development of new capacities in terms of design, installation, operation and maintenance. This will happen while stimulating awareness of different target groups on the opportunities available in the development of a green economy and/or in the adoption production models embracing RE/EE technologies. A platform of dialogue between SMEs, research centres and universities is expected to further support the development process by promoting linkages, dialogue and exchanges on Research and Development and fostering innovation and entrepreneurship. The programme will ultimately contribute to creating a new market for and within the Palestinian industry, reducing energy needs through development of local energy solutions, promoting innovations, encouraging entrepreneurship and creating employment opportunities. Main Functions

Under overall supervision of the UNIDO Program Manager, in cooperation with other staff of the project management unit (PMU) in Palestine and UNIDO experts and in consultation with specialized national and international experts (as required), the Expert will be responsible to provide the technical inputs required for the implementation of the various program’s components within the project. Specifically, the Expert is expected to carry out the following functions: - Support the efforts for the enhancing the monitoring and enforcement of the net-metering guidelines and standard contracts; through working closely with International Experts, Partners and Stakeholders; - Contribute to the technical development and delivery of trainings on the design, installation and maintenance of renewable energy technologies and provide technical support to assisted enterprises as required; - Support the setting up and development of a peer-to-peer platform for information exchange, cooperation and partnerships between Micro, small and medium size enterprises (MSMEs) and energy service providers; - Provide the technical input required for the organization of informative awareness sessions targeting groups on the potential for sustainable energy and importance of green economic development through data collection, analysis and development of national case studies, in addition to the organizations and special awards in collaboration with national and international experts administered by the PMU; - Provide technical input and assistance to identify beneficiary groups and enterprises and engage with industrial enterprises for the development and implementation of RE/EE demonstration projects in targeted sectors, including: (a) Assist in conducting Energy audits, (b) Contribute to the identification of required interventions and (c) Provide technical assistance to the enterprises in overseeing the implementation of the demonstration projects (i.e. procurement of selected equipment and services for the demonstration projects); - Provide inputs to communication material to promote the program’s activities and the dissemination of key results and best practices; - Conduct required research and identification of technical feasibility for the introduction of new business models for supply of decentralized energy solutions and mini-grids for targeted enterprises and localities; - Provide technical input for supporting, coaching and training partner organizations to develop and promote the Cleantech ecosystem in Palestine, this will include technical contribution for the development of martials and communication campaigns, organizing competitions,designing and implementing acceleration and mentorship services and development of linkages at local and international levels; - Coordinate the technical implementation of program activities with relevant stakeholders and partners; - Carry out ad-hoc assignments, research, and reporting activities as required.

Minimum Requirements

Education

Advanced University degree in engineering, life sciences or equivalent.

Languages

Fluency in written and spoken English and Arabic is required.

Computer Skills

Field of Expertise

A minimum of three years of relevant working experience in the identification and implementation of energy efficiency and renewable energy projects particularly in industry. A good knowledge of the energy market and related policies in Palestine is an asset
