SOS Children’s Villages International is the umbrella organisation for the global federation of SOS Children’s Villages. As a non-governmental social development organisation we support children without parental care and families in difficult living conditions through services in care, education, health and emergency relief, and we advocate for the rights of children and young people, in alliance with a great diversity of partners. We work in 135 countries and territories, reaching over one million children, young people, families and caregivers each year. To support us with this important responsibility we are now looking for a committed Regional Institutional Partnership Development Advisor – Emergency Response.

Tasks and Responsibilities

The International Office Region West & Central Africa (WCAF) has emergency operations in Chad and Central African Republic, with possible expansion to Burkina Faso, Cameroon and Mali. The Institutional Partnership Development (IPD) Advisor – Emergency Response will support the regional IPD and ER teams to implement the Global IPD Strategy, Regional IPD Action Plan, Regional Emergency Response Strategy, and National Humanitarian Response Plans.

Under the leadership of the Regional Head of Institutional Partnership Development (IPD), the IPD Advisor – Emergency Response will directly support National Associations to seize funding opportunities from multilateral, government and foundation donors, and to build their capacities in donor engagement and partnership development. S/he will also support sound grant management of ER donor-funded projects and ensure compliance with donor regulations and SOS policies. The IPD Advisor – Emergency Response will work with a small network of like-minded colleagues to drive institutional funding for emergency response across the SOS CVI Federation. Specifically, the Regional IPD Advisor – Emergency Response will undertake activities within four key performance areas:

  • Country Support & Capacity Building: Based on the WCAF Emergency Response Strategy and National Humanitarian Response Plans, provide dedicated  country support on partner engagement, proposal development, project cycle management, and grant management.

  • Donor Relations & Proposal Development: Lead the development and implementation of a regional action plan to increase funding for ER programmes in WCAF, including donor engagement and the preparation of high-quality donor proposals/concept notes.

  • Grant Management & Reporting: In collaboration with regional ER colleagues and national ER/IPD focal points, support sound grant management for institutionally funded ER projects, with a focus on donor compliance and donor reporting.

  • Regional Support and Team Coordination: Work in close collaboration with regional ER and IPD colleagues to facilitate IPD processes and ensure cross-functional support within the regional team.

Requirements
  • University degree in International Development, Project Management, Business Administration or related field, with a preference for post-graduate qualifications.
  • Minimum 5 years’ working experience in a similar role, with 2 years’ experience in the humanitarian sector (preferably in West and Central Africa).
  • Fully bilingual (English/French), with excellent oral and written skills in both languages.
  • Ability to travel 40-50% of the time, often into highly insecure environments.
  • Strong understanding of project management (PCM, LFA, RBM) and grant management.
  • Strong understanding of the donor environment in the humanitarian context and track record in identifying and securing humanitarian funding opportunities (e.g., UN, ECHO, Europe Aid, USAID/OFDA, USAID/FFP, SIDA, GAC, AA).
  • Broad network of UN, donor and NGO contacts in West and Central Africa, with proven experience developing and maintaining effective stakeholder relationships.
  • Excellent inter-personal, cultural and diplomatic skills, with experience representing organisations at regional and national networks.
  • Strong capacity to mentor and build capacity of national management and operational staff.
  • Positive and professional approach: willingness to learn, very organised, commitment to deadlines, results focused, strong analytical skills, and independent / self-motivated.
