ORGANIZATIONAL CONTEXT
The Senior Livelihoods Assistant will work in the Livelihoods Unit at UNHCR Country Office, Ankara, under the direct supervision of the Assistant Livelihoods Officer, the Head of the Livelihoods Unit. The Senior Livelihoods Assistant will support the design, development, implementation, monitoring and evaluation of livelihoods programmes in the country targeting UNHCR persons of concern.

The incumbent will assist the implementation of UNHCR Turkey Livelihoods Strategy reflecting UNHCR¿s Global Strategic Priorities for livelihoods as well as Minimum Criteria for Livelihoods Programming. He/She will work in collaboration with in-country livelihoods partners, government authorities, and private sector actors and other stakeholders externally as well as Protection, Programme, Field staff to improve access to income generating opportunities that will be benefitting the persons of concern as well as the host community nationals.
The incumbent will utilize the Results Based Management approach to support the monitoring of ongoing livelihoods programmes, explore new livelihoods opportunities, partnerships and advise on advocacy initiatives to improve access to livelihoods opportunities in the country of asylum.

FUNCTIONAL STATEMENT
Accountability
- UNHCR's country operation has sufficient support in the field of livelihoods thus better able to meet the needs of persons of concerns.

Responsibility
- Support the implementation of the country-specific Livelihoods Strategy and provide assistance in the design and implementation of livelihoods programmes as well as Global Strategy on Livelihoods and Economic Inclusion. 
- Participate in the livelihoods working group when needed and provide assistance in order to ensure a coordinated approach for livelihoods programming targeting refugees.
- Explore partnerships with NGOs, Government, Training institutions, employment service providers, UN agencies, and the private sector.
- Coordinate regularly with UNHCR implementing and operational partners working on refugee livelihoods.
- Assist in monitoring IP activities for implementation of projects, collect monthly data and other information on the implementation of the project activities on the ground including data for 3RP reporting.
- Analyse the data and information received from various sources including partners and prepare monthly reports on the achievement of project results and assist with other related reports as needed.
- Provide assistance for preparation of Concept Notes and Project Documents related to Livelihoods Activities.
- Support inter-sectoral linkages for child protection, SGBV, gender, community services, education, environment, shelter and health, among others.
- Provide inputs for the development of global/regional livelihood policies and standards.
- Identify individual cases of livelihood barriers with government and other relevant parties and recommend appropriate responses.
- Collaborate with Protection colleagues to ensure that livelihood activities have protection safeguards.
- Collect socio-economic information on refugee communities enabling UNHCR and its partners to plan and implement interventions in order to promote the self-reliance of refugees.

- Provide overall support to the supervisor including assistance in the organization of meetings, workshops and working sessions.
- Organize and participate in workshops, training programmes, monitoring visits and working groups with regards to livelihood programming.
- Prepare  of minutes of meetings and reports on workshops and working sessions as well as follow up the actions
- Provide general support for livelihood activities.
- Perform other related duties as required.

Authority
- Liaise with partners, authorities and the private sector on livelihoods related issues under the technical guidance of the supervisor.
- Prepare field reports and other relevant reports relating to livelihoods and make recommendations for interventions that enhance refugee economic inclusion to the designated officer.

ESSENTIAL MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCE REQUIRED
- Completion of secondary education with certificate/training in the field of Economics, Business Administration, Socio-Economic Development, Financial Management or other related fields.
- Minimum 5 years of experience relevant to the function (with extensive field experience) including Development and Livelihoods interventions, ideally in a refugee context.
- Technical competencies in at least one sub-sector relevant to Livelihoods programming e.g. employment promotion, entrepreneurship building, private sector development, local economic recovery, poverty reduction, Vocational and Technical Education and Training (VTET)
- Excellent knowledge of English and local language.

DESIRABLE QUALIFICATIONS & COMPETENCIES
- University degree in Development Studies, Social Sciences, Business Management and or any other related field.

REMUNERATION
A competitive compensation and benefits package is offered. The monthly net salary is between TRY 5,072 and TRY 6,366 depending on relevant experience, dependency status and language proficiency.
