The internship programme is not intended to lead to a career in the ILO. There should be no expectation of further employment at the end of the internship.

Department

The position is located in the Policy Evaluation Team of the ILO Research Department, which conducts research on the effectiveness of labour market policies and institutions with a view to understand which policy options work under which specific circumstances, principally through impact evaluations. The research contributes to the formulation of policy considerations to inform ILO constituents on ways to improve labour market and social outcomes of women and men.

The team works in close collaboration with ILO technical departments, ILO Country and Regional Offices, and external experts to identify research gaps of both academic and policy relevance, explore potential case studies, find possible sources of data and identification strategies, and prepare an assessment of the selected policy interventions.

The final research products aim to shed light on successful policy experiences in a manner that is both relevant and applicable for ILO constituents. These include (but are not limited to) an overall review of both quantitative and qualitative nature of the policy interventions, an empirical evaluation of their causal effects, an analysis of the channels through which the effects materialise, and an assessment of the differential effects by population groups (e.g. by gender, age group, level of education). The research produced by the team ranges from technical papers (e.g. impact evaluations) to policy reports that convey the main findings of the research produced in a non-technical and accessible way. A special effort is also made to increase the outreach of the research produced by preparing media material for wider dissemination (e.g. videos, interactive material, interviews, press releases).

Learning areas

As an intern in the Policy Evaluation Team of the Research Department, you will be asked to contribute to the research carried out by the Team via a number of different tasks in accordance with the current workload of the Team, but also taking into account, as much as possible, your personal preferences:
 

Identify research gaps by conducting literature reviews

Analyse global and national trends in the design and implementation of relevant policies with views of drawing policy considerations from a comparative perspective

Prepare and maintain databases of both micro- and macro-economic nature for analysis

Conduct quantitative analyses (e.g. descriptive statistics) as well as more advanced econometric analysis

Prepare figures, tables and other material aimed to present complex findings and simpler manners

Prepare presentations and draft policy notes for both internal and external use

Respond to ad-hoc requests from both inside and outside the Department

Interns should expect to devote 10% to 20% of their time to administrative tasks.

Required profile
Education

Advanced university degree in economics or other social science. The candidate should be enrolled in their final year of graduate degree programme or should have completed such a programme no longer than 1 year ago.

Experience

Three years of relevant academic or professional experience in research, data management and statistical analysis. Experience in the area of impact evaluation of labour market or social protection policies would be an advantage.

Languages

Excellent command of English (knowledge of French or Spanish would be considered an advantage).

Competencies

Applicants should be able to adapt to an international, multicultural and multilingual environment, have good communication skills, and be able to work in teams.  Excellent knowledge of MS Office, LaTex and statistical software such as STATA. Strong analytical capabilities with the ability to quickly comprehend new subject matters and their policy implications. Ability to carry out assignments in accordance with instructions and guidelines, ability to use analytical tools and qualitative and quantitative techniques, ability to conceptualize, plan, coordinate and conduct straightforward research work, ability to draft press releases, discussion papers, reports, good computer skills.

Selection process:

Following a first screening by the Human Resources Development Department (HRD), hiring departments will short-list applicants. You will be directly contacted should an internship opportunity match your profile. If you have not been contacted by any department within six months after your application, you can consider that you have not been selected by any department for this roster. If still eligible, you may apply to the next roster. 

If shortlisted, you may be contacted by the hiring department for a written test and/or interview. The ILO may use communication technologies such as Skype, Video or teleconference, e-mail, etc for the assessment and evaluation of candidates.

Stipend:

As an intern in Geneva, you will receive a stipend of 2245 CHF per month from the ILO, unless you receive funding through another institution (for example your university or a foundation). If you receive partial funding, ILO will cover the difference to ensure you receive 2245 CHF per month. Your travel to Geneva will be at your own expense.

Insurance:

Please note that the ILO does not take responsibility for any costs arising from accidents and/or illness incurred during the internship. You will be responsible for your own insurance coverage for illness and accidents for the duration of the internship at the duty station (whether Geneva or the field).
