The internship programme is not intended to lead to a career in the ILO. There should be no expectation of further employment at the end of the internship.

Department

The Department on Conditions of Work and Equality (WORKQUALITY) aims to improve the quality of jobs for women and men and to foster equality in the world of work. The strengthening labour market institutions and adoption of other measures that afford inclusive and effective labour protection to all workers are central to this objective. The WORKQUALITY multidisciplinary global technical team carries out research, and provides expertise and on policies and programmes guidance to ILO Constituents and other partners. Within WORKQUALITY, the MIGRANT Branch works to forge policies to maximize the benefits of labour migration for all those involved.

Fair Recruitment Initiative

In today’s globalized economy, workers are increasingly looking for job opportunities beyond their home country in search of decent work and better livelihoods. In addition, millions of workers migrate internally in search of decent work. Public and private employment agencies, when appropriately regulated, play an important role in the efficient and equitable functioning of labour markets by matching available jobs with suitably qualified workers.

However, concerns have been raised about the growing role of unscrupulous employment agencies, informal labour intermediaries and other operators acting outside the legal and regulatory framework that prey especially on low-skilled workers. Reported abuses involve one or more of the following: deception about the nature and conditions of work; retention of passports; illegal wage deductions; debt bondage linked to repayment of recruitment fees; threats if workers want to leave their employers, coupled with fears of subsequent expulsion from a country. A combination of these abuses can amount to human trafficking and forced labour. Despite the existence of international labour standards relating to recruitment, national laws and their enforcement often fall short of protecting the rights of workers, and migrant workers in particular.

In response to those challenges, the ILO launched a global “Fair Recruitment Initiative” to:

  • help prevent human trafficking and forced labour
  • protect the rights of workers, including migrant workers, from abusive and fraudulent practices during the recruitment process (including pre-selection, selection, transportation, placement and possibility to return)
  • reduce the cost of labour migration and enhance development outcomes for migrant workers and their families, as well as for countries of origin and destination
Learning area

This multi-stakeholder initiative is implemented in close collaboration with governments, representative employers’ and workers’ organizations, the private sector and other key partners. It is based on a four-pronged approach which puts social dialogue at the centre. The fair recruitment initiative will focus on:

  1. Enhancing global knowledge on national and international recruitment practices
  2. Improving laws, policies and enforcement mechanisms to promote fair recruitment practices
  3. Promoting fair business practices
  4. Empowering and protecting workers

Several development cooperation projects implemented by the MIGRANT Branch contribute directly to the Fair Recruitment Initiative.

The successful candidate will be exposed to ongoing international discussions on the governance of migration and recruitment processes. He / she would be gaining experience in working with specialists who are involved in the following: fair recruitment, labour migration, management of global technical cooperation and research projects, communication and event organization on fair recruitment.

The successful candidate will work under the overall supervision of the Chief Technical Advisor, REFRAME project, and the direct supervision of the Technical Officer, on the following main tasks:

  • Background research / data collection and analysis;
  • Draft of communication material, support to publication processes;
  • Support the preparation of activities related to result validation events at country and global level with various stakeholders (government, workers, employers, etc.);
  • Support the formulation of project activities;
  • Support the development of knowledge products and the organization of knowledge and result dissemination events at country and global levels;
  • Support communication and knowledge dissemination activities;
  • Any other task assigned by the supervisor.

Interns should expect to devote 10% to 20% of their time to administrative tasks.

Required Profile
Education

Master’s degree in international relations, labour studies, economics or social sciences, specialization in migration a plus.

The candidate should be enrolled in their final year of graduate degree programme or should have completed such a programme no longer than 1 years ago

Experience

Previous research work on the topic a plus, any relevant work experience and advanced knowledge of Microsoft Office and knowledge management softwares would be an advantage. Experience with research work (Master’s thesis, research assistant job) and familiarity with research methodologies (quantitative and qualitative data collection and analysis) a plus; experience communicating on research results a plus.

Languages

Working (both oral and written) knowledge of English, other ILO official languages (French, Spanish) a plus.

Competencies

Adaptable to an international, multicultural and multilingual environment, interested in action-oriented and applied research, good communication skills and be able to work independently and as part of a team.

Selection process:

Following a first screening by the Human Resources Development Department (HRD), hiring departments will short-list applicants. You will be directly contacted should an internship opportunity match your profile. If you have not been contacted by any department within six months after your application, you can consider that you have not been selected by any department for this roster. If still eligible, you may apply to the next roster. 

If shortlisted, you may be contacted by the hiring department for a written test and/or interview. The ILO may use communication technologies such as Skype, Video or teleconference, e-mail, etc for the assessment and evaluation of candidates.

Stipend:

As an intern in Geneva, you will receive a stipend of 2245 CHF per month from the ILO, unless you receive funding through another institution (for example your university or a foundation). If you receive partial funding, ILO will cover the difference to ensure you receive 2245 CHF per month. Your travel to Geneva will be at your own expense.

Insurance:

Please note that the ILO does not take responsibility for any costs arising from accidents and/or illness incurred during the internship. You will be responsible for your own insurance coverage for illness and accidents for the duration of the internship at the duty station (whether Geneva or the field).
