Malteser International, the worldwide relief agency of the Order of Malta for humanitarian aid, works in more than 20 countries in Africa, Asia and the Americas for people in need, regardless of their religion, origin or political affiliation. Malteser International has been implementing projects in Uganda for over two decades focussing mainly on health and nutrition, water, sanitation and hygiene, livelihood and environment.

To support our team in Arua, Uganda, Malteser International is looking for a motivated Project Manager Environment and Livelihood (m/f/d) - National position.

The Project Manager (m/w/d) supports the Program Coordinator (PC) and the program team in implementing and monitoring of the Environment and Livelihoods projects in West Nile. These projects are actually implemented through 4 local partners. The PM is the focal point for Environment and Livelihoods to ensure the projects are implemented on time, reaching set targets and quality standards, and fulfils all requirements laid out in the proposal and project agreements in close coordination with the Programme Coordinator.

Key Roles & Responsibilities:

Technical:
  • Oversee the overall implementation of the Environment and Livelihoods projects to guarantee that scope, budget, time and quality are in accordance to the different projects specifications, donor requirements and MI rules and regulations
  • Responsible (jointly with local partners) for planning of the project, review, timely reporting (monthly, donor…) and documentation
  • Carryout partner assessment, build their capacities, provide support and guidance in proposal writing, preparation of log frames, budget, planning, reporting, reviews, etc.
  • Monitor technically and administratively the project team and local partners while ensuring adequate and relevant capacity building is provided to the members of the team
  • Ensure that the projects are driven by sound Monitoring, Evaluation, Accountability and Learning frameworks that lead to continuous improvement and fine-tunning of systems and processes
  • Ensure an effective and active communication with all the relevant stakeholders, internal and external to the projects. Guarantee that a regular and systematic flow of information is transmitted to all stakeholders in accordance with the established reporting requirements. Make sure that the relevant and necessary information is transmitted downstream to all the members of the team in a timely manner
  • Prepare and submit regular progress reports to the programme Coordinator and ensure that all the project data and information is archived and shared appropriately
  • Work closely with the local partners for environment and livelihoods projects and facilitate/ensure information sharing and communication, capacity building, efficient use of resources, etc.

General Duties:
  • Ensure effective and strategic liaison with local authorities and respective partners in order to ensure a good relationship aimed to strengthen the programme in Uganda in coordination with the PC
  • Represent MI in relevant technical forums, and humanitarian coordination mechanisms at Arua level
  • Participate in baseline assessments and other relevant studies

Qualifications:

  • Advanced degree in Environment, Agriculture, livelihoods or any other related discipline from a recognized university
  • Post graduate training in project management is an advantage
  • Minimum 2 years of practical experience in project management
  • Minimum 5 years’ relevant experience with progressive responsibilities, ideally with an INGO working in humanitarian or development field
  • Track record of managing contracts and grants
  • Demonstrated cooperative approach, including experience in working with Government officials and Ministries on National and County level, private sector, and academia
  • Ability to prioritize work according to importance and deadlines while meeting work demands
  • Possesses initiative and is able to work with minimum supervision
  • Excellent computer skills in Microsoft Excel, Word, PowerPoint, Outlook, Internet, etc.
  • Excellent English oral and written language skills
  • Knowledge of local the language is an asset

Conditions:

  • Starting date: 1.11.2019
  • Duty Station: Arua, Uganda
  • Duration of contract: 12 months
