Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given.Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

*Conditions of employment for external candidates: In conformity with existing ILO practice, the appointment of an external candidate will normally be made at the first step of this grade. The entry level salary for this position is JOD 34,228  yearly.

Introduction

The project funded by the Australian government, will address decent work deficits in Jordan’s floriculture subsector, through the application of a compliance model at the farm level, and piloting interventions to help producers enhance decent working conditions in their operations, while also enhancing productivity. It will achieve the latter objective through skills training for non-skilled or low-skilled labour to equip them with competencies required to scale-up operations at the farm level and potentially export to new markets.

The project will begin by assessing the scale and scope of decent work at the farm level. This will assess the profiles of workers (disaggregated by sex, age, nationality), in addition to recruitment procedures, the provision of minimum wage and standard working hours, written contracts, worker accommodation, work permits and social protection measures.

Pilot interventions will contribute to enhanced economic opportunities through skills development. Skills experts will develop CAQA certified training curriculum and train a pool of 1000 workers/trainees to advance from the low and unskilled level to the skilled level. This will support male and female workers to enhance their employability, while also enhancing productivity at the farm level.

Project interventions will support producers to access to new markets, through compliance with decent work and social indicators, increasingly sought after by international buyers. It will also review compliance with environmental protection policies and government regulations.

The incumbent will report directly to the CTA. S/he will be guided, as required, by the Resilience and crisis response Specialist from the Decent Work Team based in Beirut. The incumbent is required to effectively cooperate with relevant ILO National staff in Jordan as well as with programme officers of the Regional Programming Unit, the regional Monitoring and Evaluation Officer, and the Admin and Finance staff.

 General accountability of the Project Officer

The National Officer will deliver the Project activities in Jordan and promote a full understanding of the ILO’s mandate among national stakeholders, partners and beneficiaries promoting thereby International Labour Standards and Social Dialogue.

Description of Duties
  • Coordinate and manage field data collection in cooperation with the Chief Technical Officer;
  • Conduct and supervise qualitative and quantitative research interventions in the areas of skills and employability in floriculture sector.
  • Contribute to skills identification, skills development and labour market assessment exercises in the floriculture sector.
  • Review and analyse available statistical data, reports and figures generated under the project;
  • Collect the required information and prepare draft monthly and quarterly reports to the donor, Government partners and others entities as requested;
  • Cooperate closely on project implementation with Government bodies, workers’ and employers’ organizations at national and sector level, educational and training agencies, research institutions and other relevant national and international development partners, as required to expedite the implementation for the project and identify areas of cooperation.
  • Support the quantitative analysis of the different assessments to be conducted under the project in areas of child labour, forced labour, OSH and decent accommodation, social protection, wage and working hours and contracts.
  • Assist in the programming and control of resources from all sources of funds, prepare budget estimates and expenditure forecasts by analysing and monitoring situation of resources.
  • Maintain full confidentiality of administrative and personnel related documentation. Perform, coordinate and report on the project administrative work.
  • Collect the required information and prepare drafts of the news, press releases, official correspondence, briefs, statements and speeches, and other relevant internal and public information material in English, and in Arabic; translate such information into English and Arabic as appropriate for use by ILO officials and tripartite constituents.
  • Participate in the preparation of conferences, seminars, workshops, training sessions and meetings.
  • Support the final evaluation of the project.
  • Perform other relevant tasks as requested by the Chief Technical Adviser.
Education

First level university degree in, social sciences, economics or related field and strong knowledge on labour market issues in Jordan. An advanced university degree in one of the above fields is an advantage.

Experience
  • At least 5 years of profession experience working on labour market information systems in the region;
  • At least 2 years coordinating mixed methods research projects. Labour market research preferred;
  • At least 2 years of work experience in a UN organisation;
  • Working knowledge of Results based management;
Languages

Excellent English and working language of the duty station i.e. Arabic

Competencies
  • A very good understanding of the labour market in Jordan;
  • A very good understanding of research methods;
  • Ability to build on and cultivate strong relationships with local stakeholders;
  • Demonstrated ability to use statistical software (SPS, Stata, R);
  • Demonstrated ability to manage research projects of international organizations;
  • Proficient in computer software (Microsoft Word, PowerPoint, Excel, Adobe Reader) and ability to use other software packages required by the Office
  • Ability to work independently with minimum supervision;
  • Ability to work in a multicultural environment and to demonstrate gender-sensitive and non-discriminatory behaviour and attitudes.
  • Ability to establish and maintain systems within project operations.
