Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women is mandated by the UN Security Council to lead on UN system-wide coordination on Women, Peace and Security, and to this end, UN Women has been working with governments, UN partners and civil society through the region to support women’s participation and influence at all levels of decision-making to prevent and resolve conflict and to address issues of extremism. Women across divides play a crucial role in mobilizing actors for inclusive peacebuilding through collective action and mediation at the formal and informal levels. Supporting them in mobilizing support and enhancing their voices can contribute to resuming and continuing peace dialogue in a more inclusive way.

In line with the national priorities and existing frameworks, UN Women has opened a programme presence in Libya, to support the international community’s response to the complex humanitarian situation and security challenges facing the country. In Libya, women’s participation in the peace and political process remains uncertain and insufficient. The programme builds on the achievements of its Regional Office for Arab States, enhancing women’s capacities to actively engage in the national dialogue and the peace building process. The program also looks at the integration of women’s needs into the current humanitarian response, and aims to ensure their full participation in the humanitarian consultations and processes. The programme aims to expand, develop and implement programmes and projects in Libya, developing

effective partnerships with Government counterparts, UN system agencies and organizations, civil society organizations,

 and with bilateral and non-traditional donors in order to promote inter-agency partnerships, support for UN reform, and the mobilization of visibility and resources to advance gender equality and women's empowerment.

Reporting to the dual Country Representative for Libya and Tunisia, a consultant is required to support the expanding programme presence of UN Women in Libya. The consultant will be based in Tunisia and will provide support to the Representative and the Libya program team in the implementation of the programme in Libya to enhance women’s participation in political and peace processes, as well as women’s engagement in the humanitarian response, ensuring the successful achievement of UN Women programmatic objectives.

Duties and Responsibilities

Support the projects’ planning, implementation and reporting:

  • Prepare complete documentation necessary for signing Project Cooperation Agreements (PCAs) with implementing partners, and contracts with individual and other service providers;
  • Provide support to the formulation and management of programmes;
  • Provide support in the preparation of programme work plans, budgets, and proposals on programme implementation arrangements;
  • Support the Libya Programme team in drafting projects’ reports in accordance to the projects’ reporting modalities;
  • Organize inputs collection for the projects’ annual, semi-annual reports and UN Women quarterly monitoring reports.

Provide technical and logistical support to the organization of events:

  • Provide support in organizing workshops, events, campaigns and trainings;
  • Provide support in organizing travel arrangements of participants and programme team to workshops, events, campaigns and training;
  • Provide support in the administrative activities related to hiring and recruitment;
  • Provide support in organizing informal focus group discussions and meetings with partners.

Provide support to coordination efforts:

  • Assist with coordination efforts related to the Gender Working Group, including note-taking, editing Minutes of the Meeting and booking meeting venue;
  • Coordinate and provide summaries of Humanitarian update reports and other related updates to share with UN Women Libya Programme Team.

Provide support to resource mobilization:

  • Support in the editing and drafting of Concept Notes and proposals;
  • Contribute to the development of technical documents for Libya programme including fact checking and literature review;
  • Support in compiling donor profiles;
  • Identify sources, and gather and compile data and information for the preparation of documents, guidelines, speeches and position papers, in collaboration with the Programme team.

Support to advocacy and knowledge building:

  • Provide input, analysis and research in related thematic areas relevant for the successful implementation of UN Women’s projects in Libya;
  • Prepare relevant documentation such as project summaries, conference papers, briefing notes, talking points;
  • Assist in the organizing, compiling and processing of information from donors, partners, programme team;
  • Systematize UN Women Libya Programme filing system.

Education:

  • Experience in the United Nations systems is an asset;
  • Experience and knowledge of gender/women issues;

Language Requirements:

  • Fluency in spoken and written English is required;
  • Fluency in spoken and written Arabic is required;
  • Knowledge of French is an asset.

Evaluation Criteria:

Individual consultants will be evaluated based on the following methodology: Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for the financial evaluation.

Criteria Weight Technical: 70% (70 points):

  • Bachelor degree (or equivalent) in Political or Social Science, Economics, International Development Studies, Gender / Women's Studies, Public Policy, or any related field is required.(10 points);
  • At least 1 year of experience at the national or international level in supporting the implementation of development projects / programmes (10 points);
  • Experience in the United Nations systems (10 points);
  • Experience and knowledge of gender/women issues (15 points);
  • Experience in the region (15 points);
  • Fluency in both spoken and written English and Arabic (10 points).

Financial: Lowest Financial Proposal: 30% (30 points):

The points for the Financial Proposal will be allocated as per the following formula:

  • Contract will be awarded to the technically qualified consultant who obtains the highest combined score (financial and technical);
  • The points for the Financial Proposal will be allocated as per the following formula: (Lowest Bid Offered*)/ (Bid of the Consultant) x 30;
  • 'Lowest Bid Offered' refers to the lowest price offered by Offerors scoring at least 49 points in the technical evaluation.
