Position Overview

The Chief of Party (COP), determined as Key Personnel, is expected to be responsible for the overall planning, implementation and management of the performance of the Integrated Child and Youth Development (ICYD) Activity and to provide vision and strategic leadership. The COP provides guidance to senior technical staff, ensures the responsiveness and quality of all work under the Activity, and oversees the framework to monitor and assure progress toward the achievement of the Activity’s goals and objectives. This position is contingent upon award.

The ICYD activity will address USAID/Uganda’s development objectives relating to child wellbeing, education, and youth development. This activity will be a flagship program administered by the Office of Education, Youth, and Child Development, the unit responsible for the Mission’s education and PEPFAR/OVC funding streams.

ICYD must use an integrated approach to realize the following objectives;

· Objective 1: Children and youth have improved learning outcomes;

· Objective 2: Children and youth are safe and healthy in their community and learning environments; and,

· Objective 3: Youth practice positive behaviors and are able to make informed decisions about their lives and relationships.

The ICYD Activity will need to contend with several mandatory pathways to achieve the three stated objectives. These include:

1. Build from recent EGR support to MOES and target districts.

2. Address primary school retention through a combination of family, community and school-based interventions that address known critical drivers of school dropout.

3. Provide critical OVC services directly for up to two years while building the capacity of local partners to transition to prime awards with USAID/Uganda.

4. Provide technical assistance and coordination to OVC service providers in service delivery districts.

5. Deliver effective technical assistance and support to MGLSD and other public/private institutions to progressively transition OVC service delivery from USG support.

6. Address sub-national constraints to priority outcomes through high-impact local partnerships.

Key Responsibilities

• Responsible for the overall technical direction of the project and management of project activities, providing leadership to the project team to ensure high quality programming to achieve project results
• Lead efforts to collaborate and coordinate with other USAID/Uganda projects, other donor and NGO-sponsored activities, and the efforts of the Government of Uganda (GOU).
• Oversee project planning (i.e., development of work plans and operating budget), monitoring and reporting (i.e., review and approve periodic budgets and reports).
• Manage project budget to meet expected results, ensuring cost-effective use of donor and Pact’s resources.
• Provides strategic management and oversight of the project’s subaward portfolio.
• Ensure that all project reporting requirements are met to the highest standards.
• Oversee project staff in helping partners establish reporting and tracking systems to provide key information in an efficient and timely manner.
• Ensure that program meets programmatic and financial targets and makes accurate projections.
• Represent the project at conferences, working groups, and meetings to support USAID and Pact’s thought leadership in capacity development and health.
• Provide regular written/oral program progress updates as requested.

Basic Requirements

• Advanced degree (Masters or PhD) in a relevant field, such as public health or international development.
• Minimum of 10 years of senior-level experience in managing a complex activity, including prior Project Director, Team Leader, or Technical Director experience with proven project management, leadership, change/transformation management, and technical skills, preferably in education, health, or child development, including at least eight years in a management or leadership position in projects of a similar scope and scale
• At least 5 years of experience managing highly complex large value USAID programs.
• The COP must possess knowledge and experience with OGAC/PEPFAR processes and working knowledge of Country Operational Planning (COP) processes, PEPFAR Guidance, and PEPFAR reporting
• The COP must possess the ability to provide technical guidance to PEPFAR partners in assessment, development, and implementation of the ICYD Activity’s data quality initiatives.
• The COP must be a seasoned education and/or health sector professional, thoroughly familiar with the current and historic child and youth education and health services delivery sector in Uganda.
• Demonstrated track record of successfully building and effectively managing diverse teams of employees.
• Demonstrated effective interpersonal and creative problem-solving skills.
• Demonstrated ethical management practices.
• Ability to develop and maintain strong relationships with governments and civil society partners.
