Peace and Security Cluster

The UNOPS Peace and Security Cluster (PSC) is a principal service provider in the field of mine action with the United Nations Mine Action Service (UNMAS), UNDP, UNICEF, Governments of mine-affected countries and other mine action partners. The Head of Cluster is responsible to administer, provide support and oversight of the day-to-day management of the Project Field offices, both according to the client requirements and in line with UNOPS rules and regulations. It is headed by the Head of Cluster who has the overall authority and accountability for the performance of the Peace and Security Cluster on behalf of its clients.

On arrival to Libya in April 2011, the United Nations Mine Action Service (UNMAS) and international NGOs partnered to form the Joint Mine Action Coordination Team (JMACT), in order to present a coordinated humanitarian mine action response to the Explosive Remnants of War (ERW) threat in Libya during the emergency phase. The role of UNMAS has since expanded to include ammunition and weapons management following the establishment of the United Nations Support Mission in Libya (UNSMIL) and the inclusion of arms proliferation within the mission’s security sector mandate. 
UNMAS Libya currently has offices in Tunis and Tripoli. The Operation Specialist - Ammunition and Weapon Management will be based in Tripoli, with travel -as needed- to Tunis in order to support UNMAS activities in Libya and Tunisia.

Functional Responsibilities

Under the direct supervision of the Chief of Arms & Ammunition (CAA) and the Programme Manager, the Operation Specialist - Ammunition and Weapon Management will provide support to the Ammunition & Weapons Management section of the programme. The incumbent will be responsible for the following duties:

  • Support in the review of national Weapons and Ammunition Management (WAM) standards with the national authorities and security forces, consider technical guidance from implementing partners, and use best practices identified in the international ammunition technical guidelines (IATGs) as a baseline
  • Provide assistance to the Chief of Arms & Ammunition (CAA) in managing the operational tasking process for all contracts, including assessments and rehabilitation activities for Weapon and Ammunition Management (WAM)
  • Review WAM workplans and requests for non-WAM assistance, especially regarding explosive ordnance disposal (EOD) and support to disarmament, demobilisation and rehabilitation (DDR) weapons disposal
  • Issue tasks to implementing partners and review their reports upon completion
  • Provide assistance in monitoring and evaluation through field inspections,  reviews of task reports by implementing partners, measure progress against issued tasks and national work plans and be adherence to standards
  • In conjunction with the Programme Manager and Chief of Arms & Ammunition (CAA), provide supervision of operational personnel on any non-compliance with contractual requirements by implementing agencies, and recommend remedial action;
  • Assist the CAA in providing technical advice to the national authority and military regarding management of ERW clearance and the weapon and ammunition security and safety
  • Any other relevant duties required by the Programme Manager and Chief of Arms & Ammunition (CAA)

Education/Experience/Language requirements

Education:

  • Advanced University Degree (Master  or equivalent) in International Relations, Peace and Conflict/ Security Studies, Project Management or related field with 5 years of relevant experience; or
  • First-level university degree (Bachelor or equivalent) in International Relations, Peace and Conflict/ Security Studies, Project Management or related field with 7 years of relevant experience;or 
  • Military/Police Experience at the Senior NCO (Non-commissioned Officer) of Officer level (or equivalent) with a minimum of 11 years of relevant experience may be accepted in lieu of aforementioned academic qualifications

Experience

  • Relevant experience is defined as experience in Ammunition and Weapons management or relevant fields, of which 2 years in management responsibility for fieldwork is required
  • Professional Certification in Ammunition Technical Officer Qualification (or equivalent) is required
  • Internationally recognized driving license is required 

Languages

  • Fluency in English (Speaking,reading and writing) is required
