Introduction

The project funded by the Australian government will address decent work deficits in Jordan’s floriculture subsector, through the application of a compliance model at the farm level, and piloting interventions to help producers enhance decent working conditions in their operations, while also enhancing productivity. It will achieve the latter objective through skills training for unskilled or semi-skilled workers to equip them with competencies required to scale-up operations at the farm level and potentially export to new markets.

The project will begin by assessing the scale and scope of decent work at the farm level. This will assess the profiles of workers (disaggregated by sex, age, nationality), in addition to recruitment procedures, the provision of minimum wage and standard working hours, written contracts, worker accommodation, work permits and social protection measures.

Pilot interventions will contribute to enhanced economic opportunities through skills development. Skills experts will develop CAQA certified training curriculum and train a pool of 1000 workers/trainees to advance from the unskilled level to semi-skilled and skilled levels. This will support male and female workers to enhance their employability, while also enhancing productivity at the farm level.

Project interventions will support producers to access to new markets, through compliance with decent work and social indicators, increasingly sought after by international buyers. It will also review compliance with environmental protection policies and government regulations.

ORGANISATIONAL STRUCTURE OF THE PROJECT / REPORTING LINES
The Project team will be composed of Project Manager, a National officer and an admin and finance officer based in Amman s. The Project Manager based in Amman has the overall responsibility for the Project implementation, monitoring, reporting and evaluation. Technical and organizational activities of the Project will be carried out by the National Officer in line with the established plans of activities, under the responsibility of the Project Manager.

The Project Manager will report to the Country Coordinator under the overall supervision of the Deputy Regional Director; technical backstopping is to be provided by the DWT technical specialist, and under the guidance of the Resilience and Crisis Response Specialist and the Senior Skills and Employability Specialist and other Specialists of the Decent Work Team in Beirut. The incumbent will cooperate with the Coordinator of the Programme of Support to the Jordan Response Plan in Jordan, relevant ILO staffs in Jordan as well as with Programme Officers of the Regional Programming Unit, the regional Monitoring and Evaluation Officer, and the regional Admin and Finance staff.

General accountability of the Project Manager
The Project Manager will deliver the Project activities in Jordan and promote a full understanding of the ILO’s mandate among national stakeholders, partners and beneficiaries promoting thereby International Labour Standards and Social Dialogue.

Description of Duties

Conduct preliminary assessments/analyses: environmental assessment, beneficiary socio-economic vulnerability assessment and value chain analysis for floriculture.
Set up of flower farms with demonstration, training and production facilities, based on the advices and with support from business and field experts.
Develop technical training plans appropriate to the specific beneficiary groups, based on the advices and with support from experts and conduct trainings for beneficiaries (focussing on women and Persons with Disabilities) in Madaba and Irbid governorates.
Form an advisory group consisting of local project stakeholders and develop an action plan, that will link beneficiaries to potential employment / income generating activities.
Develop a gender action plan with local stakeholders, including identification of socio-economic barriers for women to work and sensitization of local actors on gender concepts
Provide the project oversight, technical support and facilitate the linkages with the wider pool of partners, including the Ministry of Labour, Ministry of Agriculture, private sector actors and national training providers.
Initiate discussions with several interested floriculture experts, including the Dutch Centre for Promotion of Imports from Developing Countries (CBI).

Required qualifications
Education

Advanced university degree in the field of economics, social sciences, law and other related education.

Experience

At least Seven years of relevant professional experience at the national and/or international level.

Indicate any other required knowledge and experience in a specific field.

Familiarity with ILO policies and procedures including experience working with officials of ministries of labour and/or education would be an advantage.

Languages

Excellent command in English. Arabic is an asset.
