The United Nations Children's Fund (UNICEF) Jordan Country Office in Amman seeks a dedicated, experienced, highly motivated and proactive candidates for the role of Chief of Advocacy, Partnerships&Communications . Under the supervision of the Representative, the The incumbent, Within the delegated authority and the given organizational set-up, will manage the Communication, Advocacy and Partnerships section and be accountable for all or assigned areas of the following major duties and end results.

Purpose of the Job

The post is responsible for establishing and maintaining partnerships with the private and public sector, locally, regionally and internationally. The post maximizes results for children by leveraging financial and non-financial resources. The incumbent serves as private and public sector fundraising advisor to the Jordan Country Office, accountable to maximize private and public sector income, new funding streams,, as well as being accountable for fundraising performances, with an emphasis on profitable and strategic utilization of investment funds. The incumbent builds fundraising capacity, designs and implements a fundraising strategy, based on his/her own analysis of the market. The post requires a familiarity with the Jordanian and regional target markets, as well as with the work of the IFI’s (World Bank, IMF etc.) In addition, a background in blended and/or innovative financing and experience in social investment funds would be an advantage. The incumbent is also accountable for supervising, developing, managing and co-ordinating an advocacy, communication and fundraising strategy, associated products and activities on an on-going basis with public audiences, with the objective of promoting awareness, understanding, support and respect for children’s and women’s rights, and general and financial support for UNICEF's mission, priorities and programmes in the country office. This will include campaigns large campaigns with think-tanks, non-profit international partners, universities and research insititutions as well as reputable international media houses.

How can you make a difference?

1. Fundraising and partnerships (Corporate/Private and Public Sectors)

Ensure that JCO has a continuously updated, long-term fundraising strategy, aligned with the advocacy and communication strategy and JCO’s Communication, Advocacy and Partnerships Section Work Plan, with the aim of maximizing income and brand exposure. Plan, develop, advise, strategize, direct, take responsibility for and implement JCO’s fundraising efforts that take into account local and regional markets and target audiences. Mobilize and manage resources in close collaboration with Partnerships Specialist. Ensure that global and country level fund-raising activities are supported by an effective advocacy, communication and fundraising strategy and activities.

Duties and tasks

  • Lead the development of a long-term private/corporate and public partnership engagement and fundraising/resource mobilization for the Jordan Country Office, development of workplan and activities to optimize fundraising potential.
  • Promote new partnerships, working with UNICEF colleagues at HQ (PFP), regional and local level, to identify partnership and resource mobilization needs and broker resource mobilization agreements to meet those needs. Capitalize on regional synergies to maximize growth, ensure fundraising and communication messaging are aligned.
  • Develop and maintain deep knowledge and familiarity with current and prospective partners and relevant stakeholders. Expand UNICEF’s network of key interlocutors to build stronger relationships between UNICEF and governments, other key-decision makers, regional development institutions, foundations, the private and public sector, international financial institutions and/or relevant constituencies.
  • Ensure appropriate focus on fundraising in annual work plans and budgets, with information on plan, implementation and outcome. Design, implement and lead on a multi-year fundraising strategy for JCO, folded out 2018-2021. Oversee fundraising targets and update management. Ensure ethical guidelines are followed in fundraising efforts.
  • Ensure that JCO has a cutting-edge portfolio and products that appeal to potential and current partners, donors, the private and public sectors and National Committees. Identify additional and innovative channels for private and public sector fundraising, communication and brand usage and act quickly and timely on opportunities. Make use of digital fundraising/mass communication tools and up-to date theoretical fundraising methods.
  • Provide guidance and build fundraising capacity of communication/JCO staff; document, build and share knowledge to optimize work. Ensure that emergency fundraising preparedness plans are in place. Evaluate effectiveness and make timely recommendations to achieve targets.
  • Act as peer-level interlocutor with National Committee fundraising directors and corporate directors. Make technical and substantive decisions on potential partnerships, that eventually can impact UNICEF reputation and achievements. Manage risks and monitor donor and corporate markets. Build capacity in partnerships and oversee institutional procedures pertaining to forging partnerships. Strengthen existing fundraising channels and form new ones; also beyond cash income, to promote child rights in business practices. Provide support on corporate alliance negotiations. Infuse a child rights perspective in policies and practices of all partners.
  • Mobilize country office communication capacity to support and gather/facilitate the gathering of content and coverage of relevant country efforts. Use the opportunity to identify/highlight effective programme activities and results in support of fund-raising.
  • Mobilize resources for fundraising support by regular communication and co-ordination with relevant communication focal points in regional offices and headquarters divisions.
  • Develop strong and collaborative partnerships with international financial institutions (IFI’s) and other new and emerging partners in middle-income context.
  • Lead UNICEF efforts in innovative and blended financing as appropriate within the country context

2. Management and capacity building

Ensure that human resources (the communication team) and financial resources (budget planning, management and monitoring) are effectively managed and optimally used. Ensure that the Representative or Regional Communication Chief and the country programme team are provided with professional expertise and advice on all aspects of external relations, communication and fundraising as required; opportunities are identified and addressed for building communication and fundraising capacity among country communication team, media and other relevant partners.

Duties & Tasks

  • Develop a work plan for communication and fundraising activities, monitor compliance and provide support and guidance to ensure objectives are met.
  • Plan and monitor the use of communication and fundraising budgetary resources. Approve and monitor the overall allocation and disbursement and liquidation of funds. Take appropriate actions to optimize use of funds.
  • Identify, recruit and supervise staff, technical resources and consultants as necessary. Conduct and Implement effective performance planning, monitoring, performance development programme as required.
  • Ensure communication and fundraising effectiveness, efficiency and delivery as well as a rigorous and transparent approach to planning, monitoring and evaluation.
  • Advise UNICEF management, colleagues and staff on media strategy and implications for action and policies proposed.
  • Support communication and fundraising activities through knowledge management, information exchange and building capacity of the country communications team. Enable appropriate advocacy, communication and fundraising training, access to information, supplies and equipment, and developing training and orientation material.
  • Assist the Communication Officers in the development of communication/fundraising tools and/or strategies – including digital strategies tailored to both a domestic, regional and international audience.
  • Identify opportunities to strengthen the capacity of partners through appropriate advocacy and communication training.

3. Advocacy and Communication

Ensure that the Jordan Country Office has a clear communication strategy and associated work plan to support the country programme objectives and get children’s issues into the public domain, strengthen political will in support of UNICEF's mission and objectives, and enhance the organization’s credibility and brand.

Duties & Tasks

  • Develop, maintain and update the country advocacy and communication strategy and associated work plan. Strategy and work plan include: an environmental and stakeholder assessment; objectives; target audiences; messages and media mix; resources, benchmarks, specific actions, activities and products; monitoring and evaluation of impact; success and opportunity for improvement; ongoing refinement of the strategy.
  • UNICEF’s rights- and results-based programming approach is appropriately reflected in the communication strategy, work plan and products. 
  • Develop strategic new advocacy and communication partnerships with international and regional media institutions – as well as not-for profits and think-tanks to achieve joint / mutual objectives.
  • Maintain close collaboration with the Regional Office and HQ on communication issues to ensure effective overall coordination and synergy, best practices and up-to-date theory and knowledge.

4. Global priorities and campaigns

In addition to local/national campaigns, ensure that the Regional/Country Office/Media Hub has an effective process in place for integrating and taking action on UNICEF’s global communications and fundraising priorities and campaigns, both disseminating these elements in a locally-appropriate way, as well as providing/enabling coverage of the work in the country for global use.

  1. Support the UNICEF global communications objectives and strategies through development of complementary country specific and local community materials and activities. Work plan should anticipate the inclusion of work on global priorities and campaigns.
  2. Develop and deploy country office communication capacity to gather/facilitate the content and coverage of relevant country efforts. Use the opportunity to identify/highlight effective programme activities and results.
  3. Ensure regular communication and co-ordination with relevant communication focal points in regional office and headquarters divisions.

To qualify as an advocate for every child you will have…

  • Education: Advanced university degree in Communication, Journalism, Public Relations, and or in Business Management, Marketing or Social Sciences, or equivalent professional work experience in fundraising. Or an undergraduate degree plus at least 10 years of demonstrated professional experience in the field of journalism, communications, external relations, fundraising and partnerships, public affairs, public relations or corporate communications.
  • Experience:Eight years of progressively responsible and relevant professional work experience in Partnerships with a large number of both public and private sector donors is required.  Experience in communication, print, broadcast, and/or new media/ digital media and or fundraising/corporate communication, marketing, PR, project management, brand management including work with the corporate sector, particularly in creating large scale corporate partnerships, ideally at international level is required

    Experience in working in both humanitarian and development contexts is a strong advantage.

    Knowledge of current theories and practices in fundraising/marketing and or corporate communication and experience with commercial marketing and communications/fundraising is an asset. Experience in innovative and blended financing is an advantage.

    Knowledge and experience of Corporate Social Responsibility is a plus.

  • Language: Fluency in English is required. Knowledge or understanding of Arabic is preferred,
    although not a requirement.
