To support UNICEF Child Protection section in roll-out and implementation of the Simplified Birth Registration System and help in setting up of an efficient Civil Registration System in Tanzania Mainland

The consultant based in Dar es Salaam will help in the launch and roll-out the gender-responsive simplified birth registration system in five regions, viz., Morogoro, Pwani, Ruvuma, Kilimanjaro, and Tanga. In all, the consultant will be required to engage with more than 40 Councils on a sustained basis. The consultant is required to facilitate RITA and the LGAs in planning for the launch and roll-out, conducting the baseline surveys, TOTs, preparing for the launch and roll-out, campaign to clear the backlog, setting up of the system for registering the newborns, monitoring and supervision, conduct of evaluation meetings, and integrating the birth registration system into the routine work of the Councils for sustainability in these four regions.

Methodology

The consultants will work in close coordination with the RITA team, the LGAs, PORALG, the National Bureau of Statistics, and the Ministry of Health. The consultants will report to the Child Protection Specialist (Birth Registration and CRVS) under the overall supervision of the Chief, Child Protection.

Reporting

Reporting will be done in the following way:

  1. Monthly reports- focusing on progress on implementation
  2. Quarterly progress reports
  3. End of contract report

To qualify as an advocate for every child you will have…

  • University degree, preferably in Statistics, Demography, Law, Economics, Social Science, and other relevant fields.
  • Minimum four years of professional work experience at national and international levels in the area of Programme Management including Monitoring and Evaluation
  • Candidates having worked on the decentralized birth registration and death registration system will have an added advantage.
  • Basic knowledge of birth registration and civil registration and vital statistics in Tanzania
  • Proven track record in providing technical assistance to the Government
  • Excellent writing skills in English with proven ability to produce quality reports
  • Fluency in English and the local working language

General Conditions:

  • Consultants will work from Dar es Salaam, Dodoma, and Iringa with frequent travels to the regions and councils as mentioned in the respective sections on Specific Tasks/Expected Deliverables/Payment Schedule.
  • Consultants will have to travel for about 15 days in a month on average.
  • Consultants will be reimbursed for public transport and air travel. For using air travel, they will have to seek approval in advance. Consultants will have to submit the receipts/tickets and boarding passes by the end of every month for reimbursement/settlement.
  • Consultants will be provided sitting space at UNICEF offices or government offices at their respective duty stations.
  • Consultants will have to bring their own laptops.
  • The duration of this consultancy will be 11 months .

Payment will be done as per the payment schedule on completion of respective deliverables as mentioned in the section on Specific Tasks/Expected Deliverables/Payment Schedule
