To support UNICEF Child Protection section in roll-out and implementation of the Simplified Birth Registration System and help in setting up of an efficient Civil Registration System in Tanzania Mainland

The consultant based in Iringa will be responsible for implementing the new activities on account of gender and equity aspects and ensuring all newborns are registered in Iringa, Njombe, Mbeya, and Songwe regions. In addition, the consultant will ensure that the decentralised death registration system in Iringa and Njombe regions function well and deaths are registered within the normal reporting period of 30 days in order to avail the benefits of the new system. The consultant will help prepare for the rollout of the decentralised death registration system in Mbeya and Songwe regions and work in close coordination with the councils during the rollouts and thereafter. The consultant will liaise with the regions and ensure that birth and death registration systems are integrated into the routine work of the LGAs as per the exit plan. The consultant will maintain close coordination with the Ministry of Health and PORALG focal points on the training of doctors on ICD-10 and implementation of medical certification of causes of death in health facilities.

(iii) January to March 2019: Liaise with RITA regional coordinators and council teams and LGAs regional coordinators for start of the new activities; visit councils and regions between October and December 2019; ensure that newborns and children aged 1-4 years are registered; ensure deaths across all age groups in Iringa and Njombe are registered and the new system is launched in Mbeya region; birth and death records are uploaded;

 

(iv)April to June 2020: Liaise with RITA regional coordinators and council teams and LGAs regional coordinators for start of the new activities; visit councils and regions between October and December 2019; ensure that newborns and children aged 1-4 years are registered; ensure deaths across all age groups in Iringa, Njombe, and Mbeya are registered; birth and death records are uploaded;

 

(v) July to September 2020: Liaise with RITA regional coordinators and council teams and LGAs regional coordinators for start of the new activities; visit councils and regions between October and December 2019; ensure that newborns and children aged 1-4 years are registered; ensure deaths across all age groups in Iringa, Njombe, and Mbeya are registered and rollout the new death registration system in one more region (subject to availability of funds); and birth and death records are uploaded;

(v) A detailed region-wise report containing the activities commenced, their status, challenges faced, and solutions provided; preparations and rollout of the decentralised death registration system in Songwe (subject to availability of funds); number of children and deceased registered and uploaded during July and September 2020.

(vi)  Final Report summarizing all activities.

Methodology

The consultants will work in close coordination with the RITA team, the LGAs, PORALG, the National Bureau of Statistics, and the Ministry of Health. The consultants will report to the Child Protection Specialist (Birth Registration and CRVS) under the overall supervision of the Chief, Child Protection.

Reporting

Reporting will be done in the following way:

  1. Monthly reports- focusing on progress on implementation
  2. Quarterly progress reports
  3. End of contract report

To qualify as an advocate for every child you will have…

  • University degree, preferably in Statistics, Demography, Law, Economics, Social Science, and other relevant fields.
  • Minimum four years of professional work experience at national and international levels in the area of Programme Management including Monitoring and Evaluation
  • Candidates having worked on the decentralized birth registration and death registration system will have an added advantage.
  • Basic knowledge of birth registration and civil registration and vital statistics in Tanzania
  • Proven track record in providing technical assistance to the Government
  • Excellent writing skills in English with proven ability to produce quality reports
  • Fluency in English and the local working language

General Conditions:

  • Consultants will work from Dar es Salaam, Dodoma, and Iringa with frequent travels to the regions and councils as mentioned in the respective sections on Specific Tasks/Expected Deliverables/Payment Schedule.
  • Consultants will have to travel for about 15 days in a month on average.
  • Consultants will be reimbursed for public transport and air travel. For using air travel, they will have to seek approval in advance. Consultants will have to submit the receipts/tickets and boarding passes by the end of every month for reimbursement/settlement.
  • Consultants will be provided sitting space at UNICEF offices or government offices at their respective duty stations.
  • Consultants will have to bring their own laptops.
  • The duration of this consultancy will be 11 months .

Payment will be done as per the payment schedule on completion of respective deliverables as mentioned in the section on Specific Tasks/Expected Deliverables/Payment Schedule
