General Service staff, regardless of grade or length of service, with a relevant degree and meeting UNHCR standards for recruitment to the National Professional Officer category can apply, provided that requirements regarding professional experience, academic qualifications, language, etc. are fulfilled.

ORGANIZATIONAL CONTEXT
In the context of professionalizing the UNHCR Staff Development function, the role of the post is to contribute towards the shaping and promotion of a performance and learning culture in UNHCR.  The incumbent is accountable for the development of sound learning strategies and customized learning solutions and for providing operational guidance to staff of UNHCR in human resources management.

Through their human resources management-related work, the incumbent pro-actively seeks to influence the learning culture amongst colleagues and increasingly by providing internal consultancy services to others on an individual basis on the design, development, delivery and evaluation of learning activities.
More specifically the post requires that the incumbent work both internally with individuals and groups of staff and in consultation with the field offices and other counterparts concerning learning/training related activities to ensure appropriate cross-linkages of all UNHCR human resources related learning programmes.
The incumbent plays a supporting role for any operations/RBM-related staff development and learning activities. 

The staff member participates in the development of tools and mechanisms, including identifying and applying new approaches to promote individual and organisational learning and knowledge sharing, using formal and informal methods, and contributing to the improvement of learning materials (including modules).

Building on his/her familiarity with the local language and context, the incumbent is expected to be proactive in assisting the GLDC to make best use of learning/training institutions and potential vendors in the country and abroad. Therefore the incumbent may interact with external service providers ¿ consultants, printing and production companies etc. and, with a view to support the smooth running of GLDC HR Unit learning programmes and have a special responsibility if outside contacts require local language skills. 

Under the direct supervision of their manager, the incumbent handles budgets in their area of responsibility and contributes to the preparation of budget submissions. They will execute decisions taken by their supervisor regarding expenditure of funds and are  tasked with establishing and maintaining efficient administrative control mechanisms to ensure compliance with UNHCR financial, administrative, and staff  rules and regulations.

They are supervised by the Senior Staff Development Officer, (human resources) who will provide overall direction and guidance in connection with the work.

FUNCTIONAL STATEMENT
Accountability
- UNHCR learning activities and workshops in the area of responsibility are organized and facilitated to meet operational needs and staff career goals.

Responsibility
- Contribute to and support planning process at Unit and GLDC level.
- Act as Unit focal point for budget and expenditure tracking.
- Manage complex RFP processes.
- Manage projects with internal and external partners to design and develop learning programmes.
- Support and participate in cross-cutting projects in the GLC to mainstream and systematize training and assessment.
- Support the analysis of learning needs, based on an understanding and anticipation of present and future client needs, challenges, trends and strategies and subsequent development of appropriate learning responses.
- Support and manage the design and delivery of learning programmes, activities and/or events including distance learning, e-learning, coaching, workshop and other approaches. This includes support in the selection of participants, managing the recording system for feedback on the work submitted, gathering permission for use of articles or book excerpts in learning materials, workshop logistics, etc.
- Manage the follow-up and assessment of specific learning activities.
- Facilitate and co-facilitate face-to-face and online learning activities in the areas of communication and soft skills.
- Manage a substantial portfolio of communication and soft skills related learning activities and development including administration, budget planning and policy change.
- Contribute to the development of written materials, guides, job aides, etc. to be used for training/learning/staff development purposes.
- Ensure learning materials are uploaded into the Learning Management system.
- Provide support to the evaluation of learning activities as appropriate.
- Provide support for the unit in preparing reports, correspondence, technical papers, project or programme plans and general reference documents. 
- Maintain and update Unit databases by receiving, filing and recording of various types of documents as required.
- Perform any other related duties as required.

Authority
- Represent UNHCR in inter-agency working groups related to the areas of responsibility as required.
- Recommend learning activity content for the learning activities under his/her responsibility.
- Run periodic expenditure reports.
- Authorize learning activity participant completion for the learning activities within the responsibility area.

ESSENTIAL MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCE REQUIRED
- Undergraduate degree (equivalent of a BA/BS) in education and/or business administration or a related field plus minimum 1 year of relevant professional experience (learning administration and learning design/delivery) in progressively responsible functions preferably related to education (training, other pedagogical activities).
- Experience in design, development, delivery and evaluation of adult learning activities.
- Proficiency in Word, Excel, PowerPoint and with web-enabled learning.
- Excellent skills in organizing and record-keeping.
- Excellent knowledge of English including excellent communication and drafting skills in English.
- Good knowledge of local language and local institutions.

DESIRABLE QUALIFICATIONS & COMPETENCIES
- Experience with distance learning and learning management software.
- Exposure to UNHCR specific learning/training activities.
- Experience with database applications.
- Experience with humanitarian operations and refugee issues and/or development.
