Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the center of all its efforts, the UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. UN Women provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

In Morocco, the UN Women Country Programme contributes to the development objectives of the country’s public policies on gender equality and women’s empowerment, the 2030 Agenda on Sustainable Development and is aligned to the United Nations Development Assistance Frameworks (UNDAF) of 2017-2021 as well as UN Women’s Global Strategic Plan. The Morocco Country Programme - aims to achieve the following results: (i) women’s leadership and representation in decision making, devolved governance and gender and statistics; (ii) women’s economic empowerment; (iii) ending violence against women; (iv) increased leadership and participation of women in the peace, security and humanitarian sector.  

The main objectives of UN Women’s support to the Government of Morocco under Peace and Security is to support the implementation of UNSCR 1325 and subsequent resolutions on Women, Peace and Security and to support women and girls in target counties to be better influenced and served by resilience and disaster risk management.

The UN Security Council Resolution 1325, unanimously adopted in October 2000, stressed the importance of equal participation and full involvement of women in all efforts of maintaining and promoting peace and security. In this context, and in accordance with its international commitments, Morocco plans to initiate the process of developing its National Action Plan (NAP) on UNSCR 1325. The International Consultant will be working to support the development of an inception report and of the NAP development work-plan, in close consultation with the National Steering Committee on UNSCR 1325. UN Women will be directly supervising the international consultant under the overall supervision of the UN Women Country Representative and the President of the Steering Committee within the Ministry of Foreign Affairs and International Cooperation (MoFA).

Duties and Responsibilities

The main objective of the consultancy is to support the Government of Morocco to develop a focused, inclusive and impactful NAP.

Specific objectives

  • A detailed Inception Report with work plan for the consultancy including schedule of activities, and a tentative plan for meetings with key WPS stakeholders at the National level are available
  • The NAP Development road-map is available

Duties and Responsibilities:

Under the overall guidance and management of the UN Women Representative and the President of the National Steering Committee on UNSCR 1325 within the Ministry of Foreign Affairs, the consultant will perform the following tasks:

Task 1: Desk Review and Development of Inception Report

  • Conduct a desk review of existing relevant documents
  • Conduct preliminary consultations with all relevant stakeholders and UN Women to develop a draft plan of consultancy activities
  • Develop a detailed inception report explaining the approaches, schedules of the detailed activities/work-plan and expected time of delivery of the assignment

Task 2: NAP Development Work-Plan

  • Together with UN Women, the MoFA, and in coordination/collaboration with the National Steering Committee, the consultant is to develop a detailed work plan towards the successful design and development of Morocco’s NAP on UNSCR 1325.

Deliverables:

  • A detailed Inception Report with work plan for the consultancy including schedule of activities, a tentative plan for meetings with key WPS stakeholders at the National level
  • NAP Development Road-map

Inputs:

  • UN Women will provide the Consultant with background materials relevant to the assignment
  • The Consultant is expected to work using his/ her own computer.

Duration of the Assignment:

The total duration of the assignment will be from November 4th to December 20th, 2019.

Working Language

The consultant must be fluent in Arabic and French.

The inception report and road-map will be produced in French.

Terms of payment

Payment will be made on the basis of deliverables and certification of satisfactory performance by the programme manager, after validation of deliverables by UN Women and the Ministry of Foreign Affairs and International Cooperation.

Evaluation Criteria:

Individual consultants will be evaluated based on the following methodology: Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for the financial evaluation.

Criteria

Weight Technical: 70% (70 points):

  • Criteria 1 : Educational Requirements (20 points) ;
  • Criteria 2: Minimum 10 years of progressively responsible experience at the national level in areas of gender and human rights (20 points);
  • Criteria 3: Technical experience in multi-component programme interventions related to Gender and Human Rights, including policy advice and technical assistance (30 points).

Financial: Lowest Financial Proposal: 30% (30 points):

The points for the Financial Proposal will be allocated as per the following formula:

  • Contract will be awarded to the technically qualified consultant who obtains the highest combined score (financial and technical);
  • The points for the Financial Proposal will be allocated as per the following formula: (Lowest Bid Offered*)/ (Bid of the Consultant) x 30;
  • 'Lowest Bid Offered' refers to the lowest price offered by Offerors scoring at least 49 points in the technical evaluation.

Required Skills and Experience

Education:

  • Master’s degree or equivalent in development studies, gender, conflict prevention, peace building, law, human rights or any other related area is required.

Experience:

  • At least 10 years of progressively responsible experience at the national or international level in managing complex and multi-component programme interventions related to Gender and Human Rights, including policy advice and technical assistance.
  • Prior experience in developing and implementing National Action Plans on UNSCR 1325 will be an asset.
  • Experience in facilitating high level consultative workshops with Government officials, Development partners and none-state actors.
  • Practical knowledge on Results Based Management
  • Experience working on inclusive politics in a fragile context, with demonstrated ability to deliver;
  • Proficiency in oral and written French and Arabic
