International Consultant to Finalize the National Industrial Sector Strategic Plan

Background

Uganda aspires to transform from a peasant to a modern and prosperous country by 2040. The current medium-term plan, the Second National Development Plan (NDPII: 2015/16-2019/20), set a target to achieve a lower-middle income status by 2020. However, the recent past has been characterised by moderate growth, below the ideal target. More than a half of the population still relies on a low productivity agriculture sector. With limited structural transformation achieved so far, Government has acknowledged that the 2020 development targets may not be achieved and has recognized the urgent need for reforms to bring about accelerated structural transformation. At the centre of this debate has been the need to reinvigorate the industrialisation agenda to boost growth.

Following the expiry of Uganda’s maiden policy (2008-2018) and strategy (2010-2015), the Ministry of Trade, Industry and Cooperatives (MoTIC) embarked on the formulation of a new National Industrial Policy and strategy, with support from United Nations Development Programme (UNDP). Preparation of these strategic documents has been guided by the review of the preceding policy and strategy that were supported by the United Nations Industrial Development Organisation (UNIDO). The policy is currently in the final stage of preparation and expected to be submitted to cabinet, while the draft strategy still requires significant refinement to fully align with the policy objectives.

To conclude the process, MoTIC with support from UNDP now seeks services of an international consultant to finalise the draft industrial strategy 

Duties and Responsibilities

Scope of work and methodology

The overall objective of the assignment is to finalize the Industrial Sector Strategic plan 2020/2021-2024/2025 and ensure its alignment with the draft policy. 

The international consultant is expected, among others, to;

  1. Review the draft policy and regulatory impact assessment to ascertain the key action areas to inform the strategy;
  2. Review the current draft of the strategy, strengthen its situation analysis and undertake an assessment of opportunities on strategic prioritised sectors.
  3. Ensure alignment of the proposed strategic actions with the policy main objectives and other important national development policies such as the NDP II, draft Third National Development Plan (NDPIII), green growth strategy, among others;
  4. Identify key strategic interventions in line with the medium-term budget framework of the country and other important strategic documents that affect the development of the sector; costing of the activities taking into consideration institutional dynamics in the country;
  5. Facilitate technical discussions to refine the draft strategy, draft the budgets and performance targets; and prepare the Monitoring and Evaluation framework; and
  6. Submit a hard copy and soft copy in pdf of National Industrial Policy Strategic Implementation Plan to the Permanent Secretary MTIC.

Deliverables

  1. An inception report on the assignment detailing the understanding/interpretation of the assignment, the methodology for carrying out the assignment, work plan and implementation schedule, Within 5working  days
  2. One-week mission to Uganda to facilitate consultations with stakeholders, Within 5working  days
  3. First draft Industrial Strategic Plan (including budgets and performance targets; and the Monitoring and Evaluation framework, Within 20 working days
  4. Second draft Industrial Strategic Plan (Submitted after incorporating comments received from stakeholders, Within 10 Working days
  5. Final draft Industrial Strategy to be submitted to Cabinet, Within 5 working days

Note: All deliverables will be reviewed and approved by Commissioner Industry and Technology-MTIC and UNDP Economic Advisor

Institutional Arrangement

The Commissioner Industry and Technology will be the focal point at the Ministry and responsible for coordination of the assignment, with additional technical guidance from the UNDP’s Strategy and Policy Unit. The final reports will be submitted to the Permanent Secretary, Ministry of Trade, Industry and Cooperatives.

Duration of the Work

The assignment is expected to take a period of 45 working days in accordance with the scope of work and indicative period for submission of deliverables above.

Duty Station

The consultancy is home based with a one-week mission to Kampala, Uganda.

Language requirements

Fluency in written and spoken English.

Competencies

  • Excellent analytical skills and strong commitment to sharing expertise and experience in     order to develop capacity of others, and work as a member of a team;
  • Strong communication skills; able to communicate effectively with people and able to write concisely and make presentations in a simple non-technical manner;
  • Excellent analytical, organizational and negotiation skills. Ability to demonstrate tact and diplomacy.

Required Skills and Experience

Academic Qualifications:

  • An advanced university degree in Industrial Economics, Development Economics, Economic Policy and Planning or other related Studies. A PhD will be an added advantage.

Years of experience:

  • A minimum of 15 years working experience in development and strategic planning with good understanding of technical, financial and managerial aspects of implementation of projects in the industrial sector.
  • Demonstrable evidence of expertise in private sector development
  • Experience in supporting similar developing countries in industrial policy in developing countries is highly preferred.
  • Knowledge of the broader international and regional development agenda and strategic issues such as regional integration, the 2030 Agenda for Sustainable Development, Africa Agenda 2063

PRICE PROPOSAL AND SCHEDULE OF PAYMENTS

A lumpsum payment, in three tranches, shall be made upon successful completion and certification of work done as indicated in this Terms of Reference.

  • Upon submission of an acceptable inception report, with detailed work plan for the assignment 20%
  • Upon certification of completion of deliverables -First draft Industrial Strategic Plan, 40%
  • Upon certification of completion of deliverable - Final draft Industrial Strategic Plan 40%

Evaluation Method and Criteria

Cumulative analysis

  • The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as:
    • Responsive/compliant/acceptable, and;
    • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation:
      • Technical criteria weight; - 70%;
      • Financial criteria weight; - 30%.

Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation
