Background

 Background

The Human Rights Programme (HRP), UNDP Bangladesh is implementing the Business and Human Rights in Asia: Promoting Sustainable Business through Regional Partnerships Project’’ of UNDP Regional Hub in Bangkok.  The goal of this regional initiative is to increase State and business compliance with international human rights standards. The project aspires to achieve its goal by strengthening the implementation of the UN Guiding Principles on Business and Human Rights (UNGPs) through awareness raising, advocacy, peer learning, and training by supporting regional and national partnerships. The UNGPs came as a result of several decades of UN efforts to create global human rights standards for businesses. The UNGPs framework is broadly based on three pillars; Protect, Respect and Remedy. The objective of the UNGPs is to enhance standards and practices about business and human rights to achieve tangible results for affected individuals and communities, and thereby contribute to a socially sustainable globalization. This regional initiative of Business and Human Rights in Asia is expected to be implemented by promoting the development of National Action Plans by moving the UN Guiding Principles on Business and Human Rights from paper to practice at the  domestic level.

 The Human Rights Programme (HRP) is a new initiative undertaken by UNDP, Bangladesh supported by a consortium of donors. UNDP has developed the Human Rights Programme to complement but not limited to support previous work of National Human Rights Commission, Bangladesh (NHRCB). The Human Rights Programme is designed to contribute to build the capacity of existing human rights architecture in Bangladesh. The programme supports the NHRCB, as well as other government institutions or agencies including law enforcing agencies, CSOs, media and other relevant stakeholders to improve human rights practice and culture across the country.  HRP has been able to engage its existing partners including the State based institution i.e. the National Human Rights Commission, Bangladesh (NHRCB), and CSOs in the promotion of business and human rights. NHRCB is playing a catalyst role in advancing business and human rights in the country. It has a dedicated thematic committee on Business and Human Rights, and it has several small interventions in the past.

Duties and Responsibilities

 In this premise a collection several advocacy efforts as needed to further this agenda. Case studies may be identified as a viable means. Therefore, the objective of this assignment is to conduct case studies on the best practices and due diligence initiatives taken on sustainability and human rights by the private sector / business entities and State enterprises in the promotion of business and human rights.

 Scope of work

 A total number of 10 case studies on the initiatives and best practices made by the State and private sector/business entities in Bangladesh on sustainability and promotion and protection of business and human rights. The category of the areas are labour rights, occupational health and safety, child labour, non-discrimination and advancing women rights, trade unions, business integrity, land and property, environment, and access to remedy.

 Supervision and reporting:

 The Chief Technical Advisor, Human Rights Programme, UNDP will be the contract administrator for the assignment and will supervise the activities of the contractor, evaluate her/his performance and approve the deliverables. The Consultant will directly report to Chief Technical Advisor, HRP. Broad guidance will be provided by Chief Technical Adviser, HRP, UNDP. The contractor will also be working with the National Programme Coordinator, Data Analysis Expert & the Investigation & Human Rights Expert, HRP of UNDP, Bangladesh who will provide support the contractor with all available materials and necessary information for tasks achievement and facilitate the meetings, as required.

Educational Qualifications

  • Master’s Degree in Law, Human Rights, International Relations, Mass Communication and Journalism, Social Science, or related areas;

 Experience

  • Minimum 5 years of work experience on technical terms used in areas of international laws, human rights;
  • Proven Experience and knowledge of any of the current or previous UNDP internal/external communication related job.

 Language Requirements

  • Advanced fluency in English & Bangla is required.

Payments will be done upon completion of the deliverable/outputs. The incumbent will be paid on deliverables basis.

Cumulative analysis:

When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:

a) Responsive/compliant/acceptable, and

b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
