Background

UNDP’s HIV, Health and Development Strategy (2016-2021): ‘Connecting the Dots’ elaborates UNDP's work on HIV and health in the context of the 2030 Agenda for Sustainable Development and strengthening institutions to progressively deliver universal access to basic services; Outcome 3 of UNDP’s Strategic Plan (2014-2017). UNDP is a founding cosponsor of the Joint UN Programme on HIV/AIDS (UNAIDS), a partner of the Global Fund which includes serving as interim Principal Recipient and a co-sponsor of several other international health partnerships. 

As the interim Principal Recipient, UNDP is responsible for the financial and programmatic management and the procurement of health products for the Global Fund grants to Sudan (TB, Malaria, HIV) (the ‘Grants’) in coordination with national and technical partners for the achievement of Programme results and the effective use of grant resources.  UNDP Sudan has established a Programme Management Unit (PMU) which coordinates and oversees the implementation of the Grants.

Under the overall guidance of the UNDP Resident Representative, and direct supervision of the Deputy Resident Representative (Programme), and in close collaboration with the Deputy Resident Representative (Operations), the Programme Manager leads the PMU and provides overall strategic planning and technical leadership of the Grants, setting management targets, and monitoring services provided by UNDP Sudan to ensure, (i) full achievement of the Grants’ objectives and targets, (ii) effective and transparent execution of the financial resources and procurement processes in accordance with UNDP’s rules, policies and procedures and the Global Fund grant agreements, (iii) development and performance monitoring of capacity development plans to strengthen government and Civil Society Organizations functional capacities and systems for a sustainable transition of Programme implementation.

Duties and Responsibilities

  1. Ensures the day-to-day management of the Grants from Programme design through implementation focusing on achievement of the following results:
  • Define the overall strategy for Programme design and implementation through coordinating and overseeing the administrative, financial, procurement, auditing (Sub-recipient), monitoring, reporting and programmatic management of the Grants in accordance with UNDP rules, policies and procedures and the grant agreements with the Global Fund;
  • Oversee and monitor the contracting, monitoring and oversight of the activities of Sub-recipients, Sub-sub-recipients and contractors to ensure compliance with approved work plan and budgets, the terms and conditions of grant agreements and the achievement of Programme results; 
  • Establish grant management processes and procedures to ensure effective and efficient use of Global Fund resources for the achievement of Programme results and oversee their compliance;
  • Ensure that key Programme risks are identified, regularly monitored and risk responses implemented when required.  Inform the DRR(P) of the anticipated key risks and consult with the HIV, Health and Development Group, Bureau of Policy and Programme Support on risk responses for key occurred risks;
  • Assess the programmatic impact and oversees the appropriateness and the accuracy of methods used to verify progress and Programme results and ensures timely submission of accurate and quality reports as required by the Global Fund grant agreement;
  • Ensure timely recruitment, supervision, performance monitoring and professional development of PMU staff to ensure Programme performance, motivate and promote organizational excellence and ensure strong cross unit collaboration; and
  • Ensure all issues of strategic concern are elevated in a timely manner to the DRR(P) and seek guidance in finding appropriate solutions.
  1. Actively participate in the development and effective implementation of capacity building plan for national entities focusing on achievement of the following results:
  • Coordinate the design, planning, implementation and monitoring of capacity development plan (the ‘Plan’) of national entities, to enhance functional capacities and strengthen systems, to meet national and relevant international requirements;
  • Facilitate the planning, approval, implementation and monitoring of transition planning to enable the sustainable handover of the Principal Recipient role to national entities based on measurable milestones in coordination with Government, the Country Coordinating Mechanism, the Global Fund and partners.
  1. Contributes to the partnership building and resource mobilization focusing on achievement of the following results:
  • Develop and maintain effective partnerships with other Principal Recipients, national disease Programmes, government entities, UN and other implementing partners and international and local stakeholders to ensure transparent and efficient implementation of the Grants and mobilizing appropriate acceleration and scale-up Programme efforts;
  • Establish and maintain effective partnerships with Global Fund, Local Fund Agent, Country Coordinating Mechanism (including sub-committees), key donors, national partners and stakeholders to sustain interests and cooperation for the achievement of Programme results;
  • Develop and maintain effective partnerships with UNDP Sudan and other UNDP services to ensure
  • Programmes results are delivered in a timely manner and to ensure synergies with other UNDP and health and development Programmes;   
  • In close consultation with the Deputy Resident Representative (P), coordinate Programme activities with relevant donors and stakeholders at the national, regional and global levels to contribute to achievement of overall country Programme objectives; and
  • Develop recommendations for resource mobilization to encourage donor interests and increase funding.

             4. Lead and contribute to knowledge management and communication                            managmnet  focusing on achievement of the following results:

  •   Promote different systems and applications for optimal document management, knowledge sharing, information provision and learning including e-registry, web-based office management systems (including document management of Sub-recipients); 
  • Promote knowledge management and to ensure access to best available expertise and facilitate organizational learning in consultation with the HIV, Health and Development Group, Bureau of Policy and Programme Support;
  • Oversee the development of communication strategy with national and international stakeholders for sharing of UNDP’s results;  
  • Actively participate in UNDP and other relevant external networks to promote the achievements and synthesize lessons learnt and best practices and ensure their incorporation into the health portfolio; and
  • Represent UNDP in relevant country, regional and global meetings, workshops and consultations.

Required Skills and Experience

Education:

Master’s degree in Public Administration, Economics, International Development, Business Administration, Political Sciences, Social Sciences, Medical & Health Sciences or related field;

Experience:

  • 10 years of progressive responsible experience managing development Programmes;  
  • At least 5 years of managing health Programmes.  Managing HIV/AIDS, tuberculosis or malaria Programmes will be an asset;
  • Demonstrated experience in developing and managing effective partnerships with government and civil society organizations;
  • Experience in building capacity of national entities in the context of health or development Programmes;
  • Knowledge and experiences in working with UN/UNDP agencies;
  • Experience working in developing countries will be an asset;
  • Knowledge and experience in working with Global Fund will be an asset;

Language Requirements:

  • Excellent command of English both written and oral;
  • Knowledge of Arabic is an asset
