Background

The United Nations Development Programme (UNDP) Istanbul International Center for Private Sector in Development (IICPSD) has a mandate to leverage the role of the private sector in development. Moreover, under the thematic area of private sector’s role in skills generation, IICPSD offers evidence based knowledge and advisory services aiming to expand job opportunities for the disadvantaged through increasing the private sector’s engagement in skills development. In this framework, IICPSD has analyzed successful examples of private sector-led or PPP-based skills generation initiatives for the purpose of generating knowledge; completed comprehensive research projects one in Turkey and another ongoing in India. Based on the good practices and implementation experience, IICPSD developed general and sectoral toolkits, such as extractive industry, to guide the practitioners on how to engage the private sector to skills development for employment; provided project support to various countries and regions including Bosnia, Macedonia, Uzbekistan and Kosovo; and partnered with global corporations such as HP on developing entrepreneurial skills.

Towards fostering sustainable and inclusive growth for the achievement of the Agenda 2030, IICPSD will be developing targeted multi-stakeholder partnerships for skills development. To this end EBRD and UNDP IICPSD agreed to establish a multi-stakeholder advisory and partnership network. The purpose of the network will be to promote greater private sector engagement in skills development and employment to mainstream young people, women and people in disadvantaged regions into the economy. It will aim to:

  • Facilitate actionable multi-stakeholder partnerships on skills development initiatives that mobilize the private sector; encourage industries, sectors, companies to rethink and retool their business strategies and policies to address the skill mismatches and offset the effects of technological developments that can disperse workers and cause unemployment; and support companies in identifying skills related investments which support young people, women and people in disadvantaged regions in high-value added areas of the economy.
  • Assess opportunities for investments in innovative financing of skills development through instruments such as social impact bonds to blend public finance and philanthropic funds and extend reach of development finance towards projects with higher positive social outcomes, including among others promoting economic inclusion and gender equality.
  • Cooperate in conducting research and advocacy to support skill development initiatives to address the skills mismatch; and gender segregation in the labor market; and disseminate good skills development practices to provide first-hand knowledge on the current and future skills.

The knowledge management, and outreach analyst will contribute to the implementation of the strategies of IICPSD in the private sector-led skills development thematic area through conducting research, creating and sharing knowledge, facilitating, advancing partnerships and resource mobilization. The analyst can supervise and lead knowledge management support staff. 

Duties and Responsibilities

Under the guidance of and reporting directly to the UNDP IICPSD Deputy Director, the programme support associate will be responsible to ensure implementation of UNDP operational and financial management strategies, and adapts processes and procedures focusing on achievement of the following results:

  • Full compliance with UN/UNDP rules and regulations of financial processes, financial records and reports and audit follow up, implementation of the effective internal control framework;
  • Supporting ad-hoc project financial, administrative and operational issues and provides information within UNDP;
  • Provision of inputs for implementation of cost-saving and reduction strategies in consultation with the office management;
  • Preparation of cost sharing and trust fund agreements and follow up on contributions;
  • Ensure administration of budgets and functioning of the optimal cost-recovery system focusing on achievement of the following results:
  • Preparation and modifications of budgets for UNDP management projects, follow-up with HQs on ASL for management projects;
  • Review, research, verification and reconciliation of a variety of data and reports ensuring accuracy and conformance with administrative rules and regulations.
  • Implementation of the control mechanism for financial and administrative services, maintenance of administrative control records such as commitments and expenditures.
  • Presentation of researched information for planning and status of financial resources of the Center;
  • Sending project budget to KK if authorized by the Senior Management (can be done only on the basis of signed prodocs and project budgets);
  • Providing support in the preparation of budget, audit and other reports.
  • Maintains and monitors shadow budgets quarterly, for the analysis of commitments and expenditures.
  • Provision of researched information, reports for audit exercises.
  • Ensuring proper control of the supporting documents for payments and financial reports for project.
  • Supporting with compiling donor and other financial reports, monitoring the use of cost sharing funds and other resources linked to project.
  • Provides support in determination of unutilized funds and donor balances and supporting the closure of project.
  • Supports the generation of financial transaction detail reports and checking for correctness and uploading to relevant platforms.
  • Provides support in the creation of projects in Atlas, preparation of required budget revisions, revision of project award and project status, determination of unutilized funds, operational and financial closure of projects;
  • Provides support to the Project Manager in reviewing the project’s financial reports;
  • Creates requisitions in Atlas; prepares non-PO vouchers for development projects;
  • Timely preparation of cost-recovery bills in Atlas for the services provided by UNDP, implementation of the income tracking system and follow up on cost recovery.
  • Provide accounting and administrative support to the Finance Unit focusing on achievement of the following results:
  • Proper control of the supporting documents for payments and financial reports; preparation of all types of vouchers.
  • Maintenance of the internal expenditures control system which ensures that vouchers processed are matched and completed, transactions are correctly recorded and posted in Atlas;
  • Timely corrective actions on unposted vouchers, including the vouchers with budget check errors, match exceptions, unapproved vouchers. Timely response to HQ requests to resolve financial data issues;
  • Timely corrective actions on erroneous data in Atlas. Preparation of financial reports as required;
  • Maintenance of the Accounts Receivables for UNDP projects and follow-up with partners on contributions;

Other Duties and responsibilities related to Human Resources and Administrative Support

  • Support in initiating, review, processing and following-up on actions related to the administration of the unit’s human resource activities, including recruitment of personnel (service contract), selection, separation etc., ensuring consistency in the application of UN/UNDP rules and procedures;   
  • Maintenance of personnel files;
  • Maintenance of continued cooperation with UNDP in coordination of all HR-related issues. Participate in data collection, analysis and maintenance of programme component/ project related database and files; Keep accurate electronic and paper filing, information and records systems; 
  • Provide support to drafting and editing of TORs and any other documentation pertaining to IICPSD operations;
  • Archive, organize and manage the documentation effectively;
  • Provide assistance to the team through timely technical and administrative support as required;
  • Support the IICPSD team in other tasks that may arise.

Required Skills and Experience

Education:

  • Secondary education OR Bachelor’s degree in social sciences/ engineering;
  • Specialized certification or training in finance management is an asset.

Experience:

1)

  • 7 years of administrative/ financial/ project management experience is required (applicable for candidates having secondary school education)

OR

  • 4 years of administrative/ financial/ project management experience is required (applicable for candidates having bachelor’s degree)

2) Advance knowledge of automated systems, experience in handling of web-based management systems such as Atlas/PeopleSoft or another ERP system is desirable;

3) Experience in international projects is an asset;

4) Knowledge of UNDP procurement and financial rules and regulation (POPP) is an asset;

5) Previous experience of working in UNDP or the UN system is highly desirable.

Language Requirements:

  • Fluency in English.
  • Fluency in Turkish.

Other:

  • Computer literacy: Experience in the usage of computers and office software packages (MS Word, Excel, etc) is a requirement.
