Background

The Communication Specialist will be engaged to support the project “Supporting the Economic Empowerment of Afghan Women through Education and Training in Kazakhstan and Uzbekistan”. S/he will be supporting participating the project manager and team in maintaining visibility and communication activities within the project.
 
Under direct supervision of the Project Manager, Communication Specialist will support communication policy and knowledge management activities that will strengthen the promotion of the project interventions, enhance transparency, raise awareness and information sharing among general population while using innovative and most suitable communication tools. In day-to-day activities the incumbent will closely collaborate with the respective team members and specialists. 
 
S/he nurtures good relations with the media, the public, and other partners both on local and international level. The Communications Specialist works in close collaboration with the Programme  team in the CO, staff of other UN Agencies, UNDP CO Communications Officer and EU Delegation , Government officials, media, donors and civil society.
 

Duties and Responsibilities

Key Functions:
  • Draft communication strategy for the project and action plans to ensure greater visibility and public understanding of the projects’ goals and results in line with the EU and UNDP Visibility Guidelines;
  • Work closely with the donor (EU), business partners engaged in the project and UNDP’s Communication Officer to identify the most suitable communication tools for promotion of social inclusion programmes;
  • Prepares documents related to the project to support affirmative media placements;
  • Produce public relations materials and various print material focused on program promotion for internal and external use, and assist with planning and publicizing;
  • Support organization of various public events on local and national level in order to achieve better Project understanding, recognition and visibility;
  • Manage and feed the UNDP CO website’s and SM content with news, innovative topic and useful content; Support and coordinate the creation of promotional videos (documentary or testimonials) filming successful stories on project beneficiaries in different venue, while organizing the entire production process (preparation, production and post-production);
  • Create, and coordinate efficiently with vendors (design and print houses, production houses etc.);
  • Draft articles, content management, norms for publishing, design, maintenance of regular contact with printers and other suppliers to ensure production and publications dissemination;
  • Conduct communications needs assessments;
  • Monitor and analyze current events, public opinion and press, identify issues and trends related to the project;
  • Produce multimedia content as well as of information products (e.g. press kits, press releases, feature articles, speeches, booklets, brochures, backgrounders, audio-visual materials, radio spot program, etc.), to include proposing topics, undertaking research, determining appropriate medium and target audience, preparing production plans, writing drafts, obtaining clearances and finalizing texts, editing copy, and coordinating design approval, printing procedures and distribution;
  • Review reference materials, and maintain an information and photo/video library;
  • Contribute to joint UN information campaigns (UN Day, World AIDS Day, etc.), if appropriate and goes in line with the project objectives;
  • Act as focal point on specific issues within the project, monitoring and reporting on developments, responding to inquiries, etc.;
  • Provide technical supervision of translation/adaptation/rewriting of information received, printing and dissemination of publications and audio-visual materials.  Contact with printers and other suppliers to ensure production;
  • Ensures facilitation of knowledge building and management focusing on achievement of the following results: 
  1. Identify and utilize best practices and lessons learned directly linked to project goals and activities;
  2. Contribute to knowledge networks and UNDP CO Communications Strategy Ensure professional growth through active learning.

  • Through ensuring effective communication, the Communications Specialist informs the wider public of range of activities under the project;

Required Skills and Experience

Education:
  • Master's degree in Social Sciences, Journalism, Media Relations and/or Communications related studies (or Bachelor’s degree with an additional two years of relevant experience).
Experience:
  • At least 3 years of relevant working experience in public relations, communications, public relations and/or journalism at national or international level;
  • Strong experience in the content management and design of the webpage, strong communication, social media management and storytelling skills;
  • Relevant experience in working with UN and/or EU, or other international organizations will be an advantage;
  • Experience in the usage of computers and the office software packages, good knowledge and experience in handling web-based information-management systems. 
Language Requirements:
  • Fluency in Russian and English;
  • Knowledge of Kazakh is an asset.
