Under article 4.2, paragraph (e) of the Staff Regulations, the filling of vacancies in technical cooperation projects does not fall under Annex I of the Staff Regulations and is made by direct selection by the Director-General.

Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

Introduction

In September 2018, the Embassy of the Netherlands in Lebanon notified five international organizations - World Bank, International Finance Corporation, UNICEF, UNHCR, and ILO - about a new global partnership on Inclusive Jobs and Education for Forcibly Displaced Persons and Host Communities entitled PROSPECTS. The Partnership will focus on three broad areas that are critical for refugees to overcome their specific vulnerabilities and host communities to pursue their own development agenda in a transformed environment: (1) jobs and social protection, (2) education and learning, and (3) protection and legal status.
Actions of ILO under the Employment Pillar of this Partnership will apply a push-pull approach to the promotion of micro, small and medium enterprises (MSMEs), with “push” interventions focusing on enhancing capacities and skills of refugees and host communities, and “pull” interventions aiming to develop sectors and value chains with potential with a view to create more and better job opportunities in Lebanon.
On the “push” side, actions will focus on building the capacity of financial and non-financial service providers to provide local entrepreneurs with high-quality entrepreneurship and financial literacy training, coaching and loans. On the “pull” side, ILO will be using its Approach to Inclusive Market Systems (AIMS) that uses the market systems approach in the context of forced displacement to develop sectors and value chains with potential for inclusive employment creation. The market systems approach focuses on analysing subsectors and value chains with potential for inclusive growth and employment creation and seeks to resolve bottlenecks and imbalances in the value chain through targeted interventions to promote growth and bring greater benefits to the disadvantaged target groups engaged in these subsectors.


Reporting lines
Under the overall responsibility of the DWT Arab States Director at the ILO Regional Office for Arab States, the Technical Officer will report to the Enterprise Development Specialist and ensure delivery of AIMS technical-related outputs.
 

Description of Duties
  1. Contribute to the design of intervention strategies to develop sectors and value chains with potential for inclusive economic growth based on AIMS assessments and other relevant research.
  2. Assist in identifying potential project partners, lead negotiations and capacity building measures and establish cooperation agreements with a view of facilitating systemic change in the wider market systems of targeted value chains and sub-sectors.
  3. Implement strategies to develop sectors and value chains with potential utilizing AIMS and other relevant tools and approaches.
  4. Monitor and report on immediate results of the AIMS project component, including changes in the wider market system, the behaviour of key market players and the income and work environments of refugees and host communities.
  5. Jointly with the other technical staff working on the project, coordinate capacity-building measures for local partners, including but not limited to public and private training, BDS and financial service providers.
  6. Contribute, and provide inputs and advice to the development of knowledge products and tools to promote small enterprises as well as case studies and reports related to the project.
  7. Jointly with the other technical staff working on the project, prepare and update regularly the project work plan, monitoring plan and technical progress reports.
  8. Participate in and as appropriate, organise conferences, seminars, workshops, training sessions and other project events related to the implementation of the AIMS project component.
  9. Coordinate with PROSPECTS partners, where relevant, on the implementation of AIMS/Value Chain-related activities.
  10. Under the guidance of the responsible supervisor liaise with other UN agencies and related ministries and represent the ILO at meetings related to AIMS/Value Chain Development in Lebanon, donor/partner meetings and UN agencies’ meetings.
  11. Assist in drafting follow-up phases of the project and provide the necessary support for related fund raising initiatives.
  12. Undertake any other duties or tasks as needed.
     
Required qualifications
Education

Advanced university degree or equivalent in economics, international development, social science or related disciplines

Experience

At least five years of work experience in designing, implementing and/or supporting small enterprise promotion projects, of which at least 3 years at the international level. Experience with the market systems approach and/or tools and approaches to promote refugee livelihoods is a requirement.


Familiarity with ILO policies, technical programmes and procedures, including experience working with the United Nations, other development agencies or Ministries of Labour would be an added advantage.
 

Languages

Excellent command of English. Good knowledge of Arabic is an asset.

  • Proven ability to implement projects in cooperation with project partners and key stakeholders
  • Proven ability to take ownership of all responsibilities, to act with integrity and transparency by maintaining social, ethical and organisational norms
  • Excellent analytical skills and ability to develop goals consistent with the programme’s objectives, and to design and synthesise strategies for programme development.
  • Ability to work effectively in a team and excellent interpersonal skills.
  • Strong written and verbal communication skills, including the ability to write accurate reports and to build networks to obtain cooperation with partners.
  • Excellent computer/information application skills, including word processing, excel, power point etc.
  • Ability to work in a multicultural environment and to demonstrate gender-sensitive and non-discriminatory behaviour and attitudes.

Conditions of employment

  • Any appointment/extension of appointment is subject to ILO Staff Regulations and other relevant internal rules. Any offer of employment with the ILO is conditional upon certification by the ILO Medical Adviser that the person concerned is medically fit to perform the specific inherent requirements of the position offered.
