VACANCY  ANNOUNCEMENT TEMPORARY APPOINTMENT OF PROJECT PERSONNEL

Organizational Context

The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of UNIDO, as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development in the next fifteen years. UNIDO’s mandate is fully recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. The relevance of ISID, however, applies in greater or lesser extent to all SDGs. Accordingly, the Organization’s programmatic focus is structured in four strategic priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment; and Strengthening knowledge and institutions.

This position is located in the Department of Human Resources Management (CMO/HRM), which is responsible for ensuring that the Organization has at its disposal the human capital required to deliver its mandate and achieve business and strategic goals. To this end, the Department designs and implements modern human resources management policies and tools, which allow the Organization to attract the best talent, help its staff develop and grow professionally in jobs and through continued learning, and keep them engaged and motivated throughout the employment cycle to contribute their best. The Department delivers a broad range of services covering UNIDO’s human capital through a partnership model with the Department’s Professional staff acting as business partners for relevant parts of the Organization. The Department oversees the functions of Gender Equality and Empowerment of Women. The Department is further responsible for carrying out statutory functions in accordance with the provisions of the staff regulations and rules of the Organization, the regulations of the United Nations Joint Staff Pension Fund (UNJSPF) and policy issuances covering other categories of UNIDO human capital, including management of security-related entitlements for all UNIDO personnel at Headquarters and in the Field. This position is located in the Talent Planning, Acquisition and Development Division (CMO/HRM/PAD). The Division promotes and implements strategic organizational policies aimed at improving the planning, acquisition, development, engagement, motivation and retention of the human resources required for the Organization's mandate. In this respect, the services of the Division cover staff members, Individual Service Agreement (ISA) holders and other personnel. The Information Systems Assistant reports to the Chief of HRM/PAD and the Director of HRM.

DUTY STATION: Vienna, Austria ENTRY ON DUTY: As soon as possible APPROXIMATE DURATION: 6 months (with possibility of extension)

Main Functions

Programme Development and Maintenance – IT Focal Point In liaison with programme analysts in the Information Technology Services Division: - Develop and update computer programmes for generating statistics and reports with a view to simplifying various aspects of HR activities; prepare reports using IT tools (SQL programming, Excel, SAS, SAP Query, Lumira); - Identify the need for new systems, develop or re-engineer the existing systems; assist in the design and documentation of HRM business processes, workflows and procedures; - Define the functional requirements for computer-based information systems to support the work of the Department; - Work extensively with programmers on testing, checking data and recommending programme changes to improve data collection and validation test; - Trouble shoot SAP and other HR databases. Administer HRM systems and databases - An essential aspect of this is maintaining the security of sensitive and confidential HR-related data by managing the data access rights of users, i.e. identify user groups and group capabilities for appropriate security and user access level (databases with information pertaining to job classification, geographical distribution, manpower planning and other personnel-related); - Provide guidance to end users in data entry and correction of data. Focal point for all requests concerning HR statistics on post and personnel-related matters - Identify and select data from relevant data sources using IT techniques and create customized reports for management, paying particular attention to the clarity of layout and accuracy of the data, as very limited control can be effected on the information presented to internal review meetings, the Director General, the Governing Bodies, and inter-agency bodies and displayed on the HRM website and intranet; - Responsible for the development of personnel related reports/information displayed on the intra/extranet; - Responsible for liaising with and providing personnel-related information to intra-organizational entities; other UN organizations and Member States; prepare replies and maintain comprehensive reference files of personnel related reports and data; - Act as focal point for questionnaires requiring personnel related input; - Prepare staff lists and various statistics for the Director General’s Annual Report, sessions of the Industrial Development Board, General Conference and ensure that the list of UNIDO senior officials is kept current in the on-line Chief Executive Board (CEB) directory; - Ensure high-quality and reliable data for all predefined queries/reports run by end users throughout HRM.

Minimum Requirements

Education

Completed higher secondary education. High school diploma or equivalent is required. Specialised training in the fields of statistics, administration or computer sciences. University studies in the field relevant to the post may be counted towards experience credit (not exceeding a maximum of four years of the actual period of studies whichever is smaller).

Languages

Fluency in English required. Knowledge of another UN language is an asset.

Computer Skills

Field of Expertise

A minimum of 8 years of working experience in creating database queries, using various dialects of SQL and managing sensitive/confidential data stored in complex information system. Advanced knowledge and use of reporting tools, e.g. SQL programming, Excel, SAS, SAP Query, Lumira. Experience with SAP or similar ERP software is desirable.
