Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

Placing women’s rights at the centre of its efforts, UN Women is mandated to lead and coordinate United Nations’ system efforts to ensure that commitments on gender equality and gender mainstreaming are translated into action. It is also mandated to provide strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

As the UN agency with the mandate to work on gender equality, UN Women is responsible for leading and coordinating United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world and at the country level. UN Women is also expected to provide strong and coherent leadership in support of countries’ priorities and efforts, building effective partnerships with civil society, the nodal government agency, private sector and other relevant actors.

As a part of its normative and coordination mandate, UN Women co-facilitates the Feminist Policy Collective, which is an alliance of individuals and organisations working on policy and financing related to women’s rights and gender equality. It aims to modify the nature and practice of gender responsive budgeting from an ex-post analysis of the budget to a Transformative Policy and Financing agenda for gender equality.

UN Women believes that at both national and subnational levels, fiscal policy can be shaped to achieve gender equality outcomes. For instance, well-designed gender budgets can support increased investment in infrastructure, essential services, education, training and skills development for women and girls.

In this context, the Coordinator will work under the guidance and direct supervision of Advisory Groups of Feminist Policy Collective and Deputy Representative at UN Women, to support in management of planned activities and coordinate with relevant team members, including implementing partners and government officials, to ensure successful implementation of the Collective’s mission.

Duties and Responsibilities

UN Women MCO is seeking the services of an experienced consultant to assist in its normative and coordination mandate and strengthening of norms and standards internationally. The main objective of this assignment will be to work closely with the Feminist Policy Collective and provide support on effective management and implementation of workplan on transformative financing for gender equality.

Under the supervision of Advisory Group, Feminist Policy Collective, the Coordinator will undertake the following tasks:

  • Coordinating on the workplan of the Feminist Policy Collective (FPC);
  • Providing oversight for the planned programmes, tracking progress, undertaking advocacy and strengthening partnerships;
  • Preparing presentations, proposals and supporting resource mobilization efforts with donors, others;
  • Supporting and widening the expansion of FPC membership across the country;
  • Disseminating the FPC agenda to various stakeholders via email lists, social media, etc.;  
  • Preparing monthly reports, minutes, finance reports, et al.; and
  • Collating relevant materials on transformative financing and updating the FPC website on a regular basis.
  • Any other work requested by FPC Advisory Group and UN Women.

Deliverables:

  • Implementation of FPC’s workplan;
  • Report on implementation status and progress;
  • Report on training workshops conducted and accompaniment provided in select programmes;
  • Knowledge products on transformative financing;
  • Submission of monthly progress report.

Required Skills and Experience

Education:

  • Master's degree or equivalent in Social Science, Political Sciences, Public Administration, International Relations, Journalism, Gender Studies, or related field.

Experience:

  • 5 years of relevant experience on women’s rights and financing in India;
  • Knowledge and understanding of national policy initiatives on women’s rights and gender responsive budgeting; 
  • Ability to conduct research independently;
  • Have good programme management, report writing and communication skills;
  • Ability to work independently and in a consultative manner with the Advisory Group/ FPC collective;
  • Previous work experience with UN agencies are considered an advantage.

Language Requirement:

  • Fluency in English.

Evaluation and Selection Criteria

Criteria for shortlisting of CVs will be based on the following assessment:

  • Required Degree and Qualification (5 points);
  • Expertise and Experience relevant to the assignment (10 points);
  • Demonstrable experience of working on gender issues 5 points);

The evaluation process for selection of the candidate will be based on the following assessment:

  • Written Test (30 points)
  • Interview (70 points)

  • For an assignment requiring travel, consultants of 65 years or more require full medical examination and statement of fitness to work to engage in the consultancy.
