Background

The goal of the project is to increase the institutional capacity to implement the approved and subsequently expanded HCFC phase-out schedules under the Montreal Protocol.
 
It includes the facilitation of implementation of upgraded national legislation on control of import/export and use of HCFCs and their (ODS and non-ODS) alternatives; improvement of customs training capacity; demonstration of zero-ODP and low-GWP energy efficient technologies in the refrigeration, air conditioning and foam sectors; and completing the upgrading and strengthening of capacity in the servicing sector, including training of technicians and establishment of national HCFC recovery and recycling systems
 
The project consists of three Components. 
Component 1 will facilitate implementation of national legislation, strengthening capacity of Customs and Environmental Inspectorate officers on control of HCFC alternative import/export and use, develop standards for HCFCs and natural refrigerants, and provide hands-on training for trainers on maintenance and repair of equipment with new technologies and awareness activities.   
 
Component 2 will include, as a priority, the PU system houses conversion programme in order to rapidly reduce HCFC dependence in the foam sector, followed by capacity building efforts and upgrading of training facilities, re-tooling to create and strengthen the HCFC re-use system, operationalize ODS waste storage and implement demonstration projects on HCFC replacement with zero-ODP/low-GWP alternatives in the RAC sector
 
Component 3 will facilitate project management and promote gender mainstreaming, project monitoring, and evaluation.
 
In order to achieve the goals under Component 1, to regulate the questions arisen from this project mission successfully and to cooperate with the governmental and other agencies the full-time assignment of a national expert with corresponding education and skills is needed. 
 

Duties and Responsibilities

Key duties summary:
  • Preparation of regulatory documents on the phase-out of HCFCs;
  • Strengthening the capacity of specialists of the Customs services and Enviromental Inspectorate to control import/export of ODS;
  • Organization and implementation of public awareness activities.
Preparation of regulatory documents on the phase-out of HCFCs phase in achieving the following results: 
  • Assessment of existing legislation, recommendations for the improvement of legislation according to the international experience;
  • A computerized database set up to incorporate the annual reporting data from the importers/exporters, servicing companies and technicians and a methodology to analysis the data developed and implemented;
  • Mechanisms of financial support for promotion of ODS alternative technologies; 
  • Facilitate development of standards for safe handling, storage and use of HCFC and alternative refrigerants; and incorporate them in legal and other acts;
  • Drafting technical reports in regards with the scope of responsibility.
Strengthening the capacity of specialists of the Customs services and Enviromental Inspectorate to control import/export of ODS in achieving the following results: 
  • Participation by the State Customs Department  and Environmental Inspectorate in existing networks on aspects of ODS import/export control;
  • Updating and delivery of material and equipment for continuous training of existing and new officials of the Customs and Environmental Inspectorate, in close cooperation with Training Center of the Customs Department and WCO Regional Training Centre;
  • Upgrading of the standards and testing facilities at Customs Central Laboratory and Environmental Inspectorate with a gas chromatography and mass spectroscopy equipment and provision of field officers with refrigerant Identification equipment.
Organize and implement public awareness raising activities in achieving the following results:  
  • Publishing results in professional journals and media; 
  • Preparation of relevant results-based thematic and informational materials within the project tasks in coordination with the PR-expert and other project experts;
  • Drafting technical reports in regards with the scope of responsibility; 
  • Participation in preparation, organization, and implementation of the project events;
  • Carrying out other assignments by the request of the project manager oriented on achieving the project goals and tasks, also requests from the UNDP country office.
Successful performance of the RoK Government/UNDP/GEF project objectives in compliance with annual working plan and Project Document including.

Required Skills and Experience

Education:
  • Bachelor’s degree in the field of economics, engineering, energy saving, energy efficiency or natural sciences (Master’s or Advanced Degrees will be an asset).
Experience/Skills:
  • At least 6 years of experience in governmental organizations;
  • Experience in developing national regulatory and technical documents, as well as other legislative documents;
  • Experience in preparation of analytical studies and methodological developments;
  • Experience in working and collaborating with governmental agencies, local authorities;
  • Experience in working with the public, non-governmental organizations, academic societies and institutions;
  • Experience in working out and establishing cooperation with stakeholders, international institutions and organizations;
  • Interaction with major international organizations, institutions;
  • Experience of holding major international events.
Languages:
  • Excellent Russian and English skills;
  • Knowledge of Kazakh will be an asset.
