Background

UNDP has been supporting the Government of Kazakhstan in developing and implementing several GEF and other donors-funded nature resources management and climate change adaptation projects. 
 
The project “Energy Efficient Standards, Certification, and Labelling for Appliances and Equipment in Kazakhstan” will seek to fill both regulatory and informational gaps by supporting the government of the Republic of Kazakhstan in developing and implementing minimum energy performance standards (MEPS) and high energy performance standards (HEPS) , as well as an EE labelling system.  MEPS and HEPS will transform the market in concert, as MEPS define a new floor, pushing the entire market upward, while HEPS and labels define a new ceiling, pulling the market toward accelerated innovation. 
 
The objective of the project “De-risking Renewable Energy Investment in Kazakhstan” is to promote private sector investment in renewable energy in Kazakhstan to achieve Kazakhstan’s 2030 and 2050 targets for renewable energy. The project targets both large-scale and small-scale renewable energy. The goal of this project is to achieve energy market transformation in Kazakhstan by significantly scaling-up the deployment of renewable energy in electricity generation, from a 0.77% share of renewable energy to a 10% share by 2030, which makes for 10-fold increase in renewable energy-based energy generation to be facilitated by the project. In large-scale renewable energy, the project will promote Kazakhstan as a prime destination for international investment. Technologies will include wind energy and solar photovoltaic (PV). In small-scale renewable energy, the project will promote investment in “RES for urban life”, on-grid small-scale renewable energy applications, targeting urban households and businesses; and “RES for rural life”, both on-grid and off-grid small-scale renewable energy applications, targeting farms and rural SMEs.
 
The objective of the project “HCFC Phase-out in Kazakhstan Through Promotion of Zero ODP Low GWP” has been designed to accelerate HCFC phase-out to achieve the revised compliance objectives, as agreed to by Decision XXIX/14 and sustainably reduce the servicing tail as mandated by the Montreal protocol. It includes the facilitation of implementation of upgraded national legislation on control of import/export and use of HCFCs, other ODS and ODS alternatives; improvement of Customs training capacity; demonstration of zero-ODP and low-GWP energy efficient technologies in the refrigeration, air conditioning and foam sectors; and completing the upgrading and strengthening of the servicing sector capacity including training of technicians and upgrading of HCFC recovery and recycling systems. The project also provides solid support to the PU foam sector support through conversion of two system houses to non HCFCs technologies in their premixed polyol blends.  Such capacity building and technology conversion works will be closely followed by awareness activities on issues related to the Ozone Layer destruction and HCFC phase-out and by gender mainstreaming efforts in the context of the final ODS phase out.
 

Duties and Responsibilities

Summary of Key Functions:
 
Under the guidance and direct supervision of the Project Manager, Projects Assistant provides operational (contractual, logistical and administrative) support to the projects in compliance with appropriate UNDP policies and procedures. Projects Assistant works in close collaboration with the programme, projects staff of Sustainable development and urbanization unit and Operations Unit.
 
Projects Assistant is responsible for the day-to-day implementation and operational support of project activities to ensure timely and efficient support to programme related activities.  
 
The duties and responsibility of the Assistant will include:
 
Financial management of the projects:
  • Preparation of budget revisions of the projects as minimum once a year;
  • Preparation of documents for payment in accordance with SOP; create non-PO vouchers in Atlas;
  • Monitoring of projects expenditures in accordance with the work plan and UNDP procedures;
  • As necessary, preparation of cash advance requests and securing of reporting in accordance with UNDP procedures;
Administrative support:
  • Preparation of travel requests for the employees of the projects, consultants and in accordance with UNDP standard operating procedures;
  • Solution of organizational issues on reservation and acquisition of tickets and others; Securing visa support, arrangement of transport and accommodation in a hotel and etc. during the visits of foreign experts; 
  • Support in preparation of short-term contracts in accordance with UNDP requirements and procedures and exercising control over observance of contract terms and periods;
  • Assistance in keeping close contacts with the Executive Partner, UNDP, the project partners and other organizations by means of direct contacts, collection of information and proposals, registration of incoming and outgoing correspondence, preparation of draft letters and organization of meetings;
  • Keeping the catalogue of archive data, inclusion of all data on contracts, reports and etc. into it, revision and updating of them in an established format for subsequent use;
  • Development of a catalogue of materials on monitoring of the projects and project activities (correspondence, reports, budget and financial expenses) in accordance with UNDP requirements;
  • Organization of the process on preparation and logistics of workshops, working meetings, delegations, field expeditions and etc.;
  • As required, preparation of basic materials to use during presentations, workshops and briefings; 
  • Keeping an inventory list on provision separate expert with project equipment and their responsibility for it and monitoring of the equipment use; 
  • Securing regular record keeping on use of the office vehicle;
  • Preparation of unofficial translations and as required, acting as an interpreter.
  • Execution of other related tasks on request of the PM.
Impact of Results 
Specific impact should be achieved through smooth implementation of the project activities and attainment of projects results as well as active dialogue and coordination with the national stakeholders and on project activities implemented.

Required Skills and Experience

Education:
  • Bachelor’s degree in management, Political Science, Public Administration or other relevant areas.
Work Experience:
  • Minimum 3 years of relevant administrative or project support experience at the national or international level; 
  • Ability to work in an environment requiring liaison and collaboration with multiple actors including government representatives, donors and other stakeholders;
  • Excellent computer skills (especially Microsoft office applications) and ability to use information technology as a tool and resource;
  • Knowledge of UNDP Standard Operational Procedures and Atlas is an asset.
Language requirements:
  • Fluency in English and Russian;
  • Knowledge of Kazakh is preferred.
