Background

United Nations General Assembly Resolution 67/226 calls for more effective and cost-efficient support services in all programme countries by reducing the duplication of functions, and administrative and transaction costs through the consolidation of operational support services. In late 2017 as part of the Reform Agenda, the Secretary-General commited to the establishment of common back office functions for all United Nations country teams by 2022. UNDP has also subsequently reflected this as part of the UNDP Strategic Plan 2018-2021 by committing to transform the organization into becoming the backbone of the United Nation Development System through the consolidation of support services to drive efficiency savings.

In line with these objectives and building on recommendations from recent business process and audit reviews conducted by external firms and internal audit office respectively, the Executive Group, recommended to pursue a global clustering initiative across UNDP.

The global clustering initiative includes the enhancement of global procurement support capabilities and strategic sourcing. The position of Data & Business Associate will assist the Data & Business Analyst in enhancing the procurement business analytics capacity in the GSSU, which is essential in supporting the roll-out of UNDP strategic sourcing initiatives and development of effective LTAs to further support global delivery. 

Under the overall guidance of the PSU Malaysia/Team Lead and direct supervision of the Data & Business Analyst, the incumbent assists in obtaining, through better systems and information availability, timely, accurate and reliable procurement data for and other process information within GSSC. The incumbent will assist the Data & Business Analyst on procurement spend data mapping and reporting services works, working in close collaboration with the PSU Field Support Teams, Regional Advisors, Operations, Programme and project teams in the BUs, UNDP HQs, Regional Bureaus and Governments, to successfully deliver required analysis and reporting services.

Duties and Responsibilities

By assisting to the Data & Business Analyst, the incumbent should demonstrate good level of understanding of data management and analysis tools required to support data management procedures and processing, including analysis and visualization tools.
 
  1. Assist in annual ATLAS Procurement Spend Data analysis, including the preparation of (PDF, Power BI) reports for Country Offices, Regional Bureaus and other Business Units on demand (UNSPSC codes; procurement categories; procurement cluster analysis).
  2. Assist in the development and dissemination of reports and dashboards focusing on achievement of the expected results (data cleaning; analyze spend data; draft reports and KPIs)
  3. Perform extracts, build reports and dashboards on time and respecting guidance. Perform appropriate checks as stipulated, and record results clearly.
  4. Assist in developing the work plan and timelines to facilitate timely delivery to the Clients.
  5. Assist in identifying and reporting discrepancies to the GSSU user community and recommend possible solutions to resolve data discrepancies.
  6. Assist in the development of procurement systems functional specifications identified by GSSU users and undertakes appropriate user tests.
  7. Assist in supporting the refining of GSSU users’ business requirements, including through formal interviews or facilitated sessions.

Required Skills and Experience

Education:

  • Secondary Education with Certification in one or more of the following: SQL, SQR, OBIEE, or equivalent; complex data extraction routines (especially for candidates with a technical background). Or Bachelor’s degree in information technology, Computer Science, Economics, Business Administration or any related quantitative field
Experience:
 
  • With Secondary Education, minimum 6 years or 3 years with Bachelor’s Degree of relevant experience with Business Intelligence (BI) environments
  • Experience in managing master data, mapping of source to target data,conducting data quality tests, creating reports and dashboards in the procurement discipline an asset
Language Requirements:
 
  • Proficiency in English. Working knowledge of other UN language desirable 

Others:

  • Hands-on proficiency with SQL, BI tools, Oracle Business Intelligence Enterprise Edition (OBIEE) preferred
  • Experience in production of procurement reports and data management a plus
  • Experience in the usage of computers and MS Office packages
  • Advanced knowledge of spreadsheet and database packages
  • Experience in handling of web-based management systems
  • Hands-on experience with Enterprise Resource Planning (ERP), preferably with ATLAS (PeopleSoft) is desirable
